1 Anne Karpf/The sound of home? Some thoughts on how the radio voice anchors, contains and sometimes pierces (pre-print version; published in The Radio Journal, vol.11, no.1, April 2013, pp.59-73) Abstract This article argues that while psychoanalytic theory has been valuably employed by television, film and cultural studies, there has been no comparable 'psychoanalytic turn' in radio studies. It suggests that the concept of 'containment', as developed variously by Wilfred Bion and Esther Bick, might go some way to explain the powerful role that the voice of the radio presenter can play in the regular listener's internal world, with the capacity both to 'hold' the listener together, and to transform overwhelming fears into more manageable feelings. It argues that the disembodied radio voice does this partly because it recalls the prenatal power of the maternal voice, and partly through the temporal order that regular radio voices impose on the internal and external world. Both Second World War British radio catchphrases and Roosevelt's Fireside Chats are discussed in relation to their containment function. The article also explores the radio as a transitional space, as defined by Donald Winnicott, through which it can constitute listeners into an 'imagined community'. It ends by reflecting on the impact of the angry voice of 2 the 'shock-jock' which, it suggests, amplifies rather than contains overwhelming feelings.1 Contributor's details Anne Karpf is Reader in Professional Writing and Cultural Inquiry at London Metropolitan University. THE BBC TRUST REPORT: ON-SCREEN AND ON-AIR TALENT INCLUDING AN INDEPENDENT ASSESSMENT AND REPORT BY OLIVER & OHLBAUM ASSOCIATES MAY 2008 2 BBC TRUST CONCLUSIONS The issue of talent costs The BBC Trust operates to protect the interests of licence fee payers who pay for and own the BBC. As part of this we seek to ensure quality and value for money for licence fee payers and to challenge BBC management to use everything at their disposal to deliver both. An area where this is particularly complex is the salaries paid to on-screen and on-air talent. During the course of 2006, press reports about presenters’ salaries aroused industry and public concern and led some people to question the BBC’s approach to the talent it employs. This debate was still live when the Trust was established as the BBC’s governing body in January 2007. It was and has remained a topic raised by the public with Trustees during our appearances on radio phone-ins and at public meetings in all parts of the UK. Against this background the Trust commissioned an independent review, conducted by Oliver and Ohlbaum Associates Ltd (O&O), to provide an in depth examination of the BBC’s use of on air and on screen talent. We posed O&O three specific questions: • How do the size and structure of the BBC's reward packages for talent compare with the rest of the market? • What has been the impact of the BBC's policy on the talent market, particularly in relation to cost inflation? • To what extent do the BBC's policy and processes in relation to investment in, and reward of, talent support value for money? We are publishing O&O’s report which seeks to answer these questions, the BBC management’s response to the points it raises and our own judgements informed by this evidence. -

BOX Television response to Broadcasting Code Review: Commercial references in television programming Box TV is a joint venture between Bauer Media and Channel 4 Television and operates 7 music television channels. These are: 4Music, The Box, Kiss, Magic, Kerrang!, Smash Hits and Q. All channels are available via cable and satellite with 4Music available on the Freeview platform. Box welcomes the opportunity to respond to the consultation and whilst generally in agreement with the proposals, there are issues that Box TV feels require greater clarification and guidance from Ofcom before the proposals are implemented into the Broadcasting Code. Proposal 1: Applying the rules to placement for a non-commercial purpose 1.1 Do you agree that it is appropriate to apply product placement rules to paid-for references in programmes that are not included for a commercial purpose? If not, please explain why. 1.2 Please identify any potential impacts of Ofcom‟s proposal that you consider should be taken into account, and provide evidence, wherever possible. 1.3 Please identify any areas of this proposal which, if it is accepted, you consider Ofcom should issue guidance on. Response: Box TV agrees with the proposal as this would allow not only commercial organisations, but COI campaigns that may have a direct interest amongst Music TV viewers. Proposal 2: Clarification that product placement is permitted in single dramas 2.1 Are there any impacts we have not identified above that you think would result from our proposal to clarify that single dramas are a form of film made for television? (See proposed Rule 9.8).
