A two month training is under way in Mwaro for 224 teachers (from Bujumbura Rural, Cibitoke, Bubanza Makamba and Mwaro), Gitega for 223 teachers (from Gitega, Cankuzo, Karuzi, Ruyigi, Rutana and Muramvya), Ngozi for 245 (from Ngozi, Kirundo and Muyinga), and in Kayanza for 223 for the provinces of Kayanza and Muramvya. • Health, upsurge of malaria cases in Bubanza: Medical sources reported an increase in malaria cases throughout Bubanza province in July 2006 – 6,708 malaria cases against 3,742 in May. According to the provincial health officer quoted by the Burundi News agency (ABP), the most affected communes include Musigati, Rugazi and Gihanga. This is a result of insecurity prevailing in Musigati and Rugazi communes bordering the Kibira forest - families fleeing insecurity spend nights in the bush and is therefore exposed to mosquito bites. 2 of the 18 health centres in the province registered the highest number of cases: Ruce health centre (Rugazi Commune) registered 609 cases in July against 67 in May, and Kivyuka (Musigati) with 313 cases in July against 167 in May. According to the provincial doctor, drugs are available; however, the situation requires close follow-up as night displacements might continue due to increased attacks blamed on FNL rebel movement and other unidentified armed groups in the said communes.

The serious violations of the right to life and to physical integrity listed in this addendum are closely linked to the further developments in the crisis in Burundi caused by the interruption of the transition to democracy following the assassination of President Ndadaye on 21 October 1993, the acts of genocide perpetrated against the Tutsis and the subsequent massacres of Hutus. Nevertheless, the current situation in Burundi and its influence on the human rights situation are closely linked to the resurgence of rebel movements in eastern Zaire and to the return of Burundi and Rwandan refugees to their countries of origin.

Introduction Armed political groups in Burundi are slaughtering unarmed men, women and children. The precise number of victims is impossible to estimate, but tens of thousands of defenceless people have been deliberately and arbitrarily killed by armed groups in the past two and a half years. Armed groups have also raped and tortured captives and destroyed and looted houses and property. Of a population of under six million, several hundred thousand people are currently uprooted from their homes and living as displaced people. More than two hundred thousand more have fled to neighbouring countries. 1.1 Recent political violence Burundi has been racked by political violence since October 1993. The current conflict was sparked by a military coup attempt and the subsequent assassination of Burundi’s first Hutu president, Melchior Ndadaye on 21 October 1993. The coup attempt was swiftly followed by mass killings of Tutsi civilians by supporters of President Ndadaye’s Front pour la démocratie au Burundi (FRODEBU), Front for Democracy in Burundi. Members of the armed forces and Tutsi armed groups carried out reprisal killings of mainly unarmed Hutu civilians.

In an effort to promote the voluntary return of Burundian refugees to their home country from the camps in northwestern Tanzania, the United Nations High Commissioner for Refugees (UNHCR), in consultation with the Governments of Burundi and Tanzania, as well as key donors, UN Agencies and operational partners; is launching a new measure which consists of allocating an individual cash grant amounting to Burundian Francs 50,000 per returnee (see annex 1: press release below). This additional measure will complement the assistance currently being provided upon arrival in Burundi which comprises of household items and four months food ration. Meanwhile, due to preparations of the cash grant process, return convoys were postponed during the reporting week. Some 154,000 Burundian refugees are currently in Tanzanian camps. Since the beginning of the facilitated repatriation process in 2002, UNHCR has registered 343,199 Burundian returnees. Update on Burundians expelled from Tanzania Expelled persons continue to arrive from Tanzania. During the week under review the Government project for the reintegration of war-affected persons (PARESI) registered 240 persons (124 families) expelled from Tanzania: 136 at the entry point of Kobero (Muyinga) and 104 in Mishiha (Cankuzo). Since January 2007, PARESI has recorded 4,157 expelled persons (2,198 families). UNICEF in collaboration with the Burundian Red Cross (BRC) society delivered non food aid to expelled persons sheltered in the transit center of Kinazi in the province of Muyinga.
