REPORT OF THE PROJECT PREPARA1 ION MISSION Solomon Islands Agricultural Research, Extension, and Support Facilities Project Prepared by International Service for National Agricultural Research "nIr The International Service for National Agricultural Research (ISNAR) began operating at its headquarters in The Hague, Netherlands on September 1, 1980. It was established by the Consultative Group on International Agricultural Research on the basis of recommendations from an international (CGIAR) of task force, for the purpose of assisting governments agricultural developing countries to strengthen their international research. It is a non-profit autonomous agency, and in character, and non-political in management, staffing operations. Most of its funds are provided by an informal banks, group of approximately 30 donors: countries, development make up the international organizations and foundations, which CGIAR. ISNAR is the youngest of the 13 centers in the CGIAR on network, and it is the only one which focuses primarily to national agricultural research issues. It provides advice governments, upon request, on organization, planning, manpower development, staff requirements, financial and infrastructure requirements, and related matters, thus ccmplementing the activities of other assistance agencies. Additionally, ISNAR has an active training and communications program which in cooperates with national agricultural resea:ch programs developing countries. ISNAR also plays an active role in assisting these national programs to establish links with both the international agricultural research centers and donors. El Gerente General del Instituto Colombiano Agropecuario, ICA, en ejercicio de sus atribuciones legales, especialmente de las previstas en el artículo 4° del Decreto 1840 de 1994 y el artículo 4° del Decreto 3761 de 2009, y CONSIDERANDO: De acuerdo con el Decreto 4765 de 2008 es función del Instituto Colombiano Agropecuario, ICA, planificar y ejecutar acciones para proteger la producción agropecuaria de plagas y enfermedades que afecten o puedan afectar las especies animales o vegetales del país o asociarse para los mismos fines. El ICA debe ejercer el control técnico sobre las importaciones de insumos destinados a la actividad agropecuaria, así como de animales, vegetales y productos de origen animal y vegetal, a fin de prevenir la introducción de enfermedades y plagas que puedan afectar la agricultura y la ganadería del país, y certificar la calidad sanitaria y fitosanitaria de las exportaciones, cuando así lo exija el país importador. El ICA establecerá, acorde con las normas internacionales adoptadas por Colombia, las plagas de importancia económica, social y cuarentenaria de control oficial y de obligatoria notificación y registro. INTRODUCTION Introduction The coconut palm (Cocos nucifera) is a perennial tree crop that is widely cultivated in more than 86 tropical countries of the world with a total production of 54 billion nuts per year. The palm produces nuts throughout the year when climatic conditions are favorable and is one of the most important food security crops. The palm is also regarded as the tree of life owing to its wide range of over 120 products for domestic and international markets. It was introduced to Kenya in the 16th Century by the Portuguese. Its cultivation spread rapidly and it became an industrial crop of considerable economic importance during the 20th Century. Its production and marketing were handled by the Arab traders and white settlers on big plantations until the 19th century when small‐scale farmers started growing it. Today the coconut is mainly a small‐scale farmer’s crop. Over 80% of coastal farm households derive their livelihood either directly or indirectly from the coconut tree. Origin Coconut originated in the Indian‐Indonesia region and float‐distributed itself around the world by riding ocean currents. (Perera, et.al, 2009, Elevitch, 2006) Distribution The coconut has spread across the tropics mainly aided by seafaring people. Coconut fruit in the wild are light, buoyant, and highly water resistant. It is claimed that they evolved to disperse significant distances via marine currents (Foale, 2003). In Kenya, majority of the coconut trees are found in the Coastal Counties of Kwale, Mombasa, Kilifi, Tana River and Lamu.

Thus, it is crucial to understand the large-scale processes that shape plant pathogen communities. The recent drop in DNA sequencing costs offers, for the first time, the opportunity to study multiple plant pathogens simultaneously in their naturally occurring environment effectively at large scale. In this thesis, my aims were (1) to employ next-generation sequencing (NGS) based metabarcoding for the detection and identification of plant pathogens at the ecosystem scale in New Zealand, (2) to characterise plant pathogen communities, and (3) to determine the environmental drivers of these communities. First, I investigated the suitability of NGS for the detection, identification and quantification of plant pathogens using rust fungi as a model system.

    CHAPTER 6: Major pests and safe movement of germplasm Pest risk assessment of the International Coconut Genebank for Africa and Indian Ocean, and Latin America and the Caribbean H de Franqueville Plant Pathologist, Centre de Coopération Internationale en Recherche Agronomique pour le Développement (CIRAD), Oil Palm Programme, UMR BGPI – Campus International de Baillarguet TA 41/K F34398 Montpellier, Cedex 5, France Introduction The International Coconut Genetic Resources Network (COGENT) of the International Plant Genetic Resources Institute (IPGRI) has been assisting the establishment of a multi-site International Coconut Genebank (ICG), with sites in five countries, each representing one of the main coconut ranges. They are Indonesia for Southeast Asia, India for South Asia, Papua New Guinea for the South Pacific, Côte d’Ivoire for Africa and the Indian Ocean, and Brazil for Latin America and the Caribbean region. The pest pressure exerted on coconut throughout its major producing regions, and the consequent phytosanitary risks to which it is exposed, are a threat to its sustainability and sometimes lead to it being dropped from a production system. The risks are rarely the same worldwide, and are therefore important to assess them in order to promote germplasm dissemination and exchange under optimum conditions. Generally, it is the overall phytosanitary constraint that needs to be documented in a given zone, not only to avoid the transfer of pests and diseases but also to guarantee a satisfactory phytosanitary situation in the collections planted at a given site. That means also taking into account fungal diseases and the main coconut pests in the entomofauna that are likely to jeopardise the establishment of a germplasm collection.
