Rio Vista Airport Advisory Commission SPECIAL MEETING MINUTES Monday, November 21, 2011 at 6:00 p.m. City Council Chamber One Main Street Rio Vista, California 94571 At such time as an agendized item is reached and prior to action being taken thereon, all members of the public may address the Commission concerning the matter by approaching the microphone and waiting to be recognized. Meeting called Roll Call: Present: Commissioners Currie, Mooney, Warren, Conklin, Coughran, Thompson, Chairman Cattey Staff: John Andoh Flag Salute led by Chairman Cattey 1. Public Comment Gerry Nolan: EAA is requesting that the Airport Advisory Commission donate to them the use of a hangar (B1) which would be shared by the Rio Vista Pilot’s Association. In lieu of rent, they propose that they would be available to show hangars to potential renters in John’s absence and would otherwise help promote the rental of the hangars. They understand that if the hangar they were using were requested by paying tenants, they would be required to relocate to another hangar. This will be agenized for next months meeting. 2. Approval of July 18, 2011special meeting minutes. Motion to approve: Commissioner Conklin Second: Commissioner Thompson Ayes 7 Noes 0 3. Approval of September 1, 2011special meeting minutes. Already done – removed from the agenda 4. Approval of September 19, 2011special meeting minutes. Motion to approve: Commissioner Conklin Second: Commissioner Coughran Ayes 7 Noes 0 5. Presentation Regarding FOD Boss and California Aviation in Action New sweeper will do the same job as a FOD Boss. Commissioner Coughran suggested that the FOD Boss option be tabled while the new street sweeper is tried out for 6 months. The other commissioners concurred. John Andoh showed a 10 minute video presentation from Caltrans regarding airports and the economic development that they can bring. Caltrans requested be shown to all commissioners of small airports. 6. Discussion Regarding Proposed Wind Turbine next to Runway and RNAV Change Page Baldwin addressed the commission regarding a wind turbine that is being considered for placement on his property. Commissioner Conklin asked if this wind turbine would adversely affect the Rio Vista airport. Mr. Baldwin asked Mr. Andoh to research to make sure that this wind turbine will not adversely affect the airport. Commissioner Currie said that FAA should be contacted about this for the best information. Mr. Andoh will discuss with Fred Mitchell at FAA and report back to the Commission. RNAV: Due to proposed changes to RNAV for Runway 25 and Mr. Andoh needs technical assistance to draft a response to the FAA regarding this manner, Commissioner Currie has volunteered to help John with this in any way. Ed McGaw(sp) will also be involved in this. 7. Discussion and Possible Action Regarding New Lease Agreements Motion: Commissioner Conklin motioned that any forward movement be halted with respect to new lease agreements until the finance department gets completely caught up and through their transition in the department. Second: Chairman Cattey Ayes: 7 Noes: 0 Commissioner Currie suggested that Mr. Andoh report back to the commission with bullet points that point out what is missing/needed on the current lease agreement and revise the new one with just those points. The commissioners all agree that the new document is too lengthy. Commissioner Currie has concerns with Paragraph 5 in the new lease agreement stating that only a registered, flyable aircraft, or one currently being built and/or being brought up to a flyable state can be stored in the hangars. He agrees with the airplane part but wonders why it matters if it flies or not as long as they are paying their rent. He suggests that the requirement that the aircraft is flyable be dropped. 8. Commissioner’s Update/Correspondence Commissioner Currie: A big thank you to Gerry Nolan for all the hard work that went into the Airport Day event. Commissioner Mooney: What about the sprinklers and windows at airport terminal. Mr. Mr. Nolan will cap off the sprinklers and will move forward on windows and zero scaping. Commissioner Warren: Nothing Chairman Cattey: Also expressed a big thank you to Gerry Nolan for efforts at Airport Day. Commissioner Conklin: Nothing Commissioner Coughran: Met with a Nut Tree Airport commissioner and found that they are having major encroachments issues at Nut Tree. He suggests that some of the commissioners attend a Nut Tree Airport Commission meeting. Mr. Andoh will ask to be placed on the distribution list for Nut Tree Airport Commission meetings and let the commissioners know when their commission meets. Commissioner Thompson: Nothing 9. Staff Update/Correspondence Andoh: Working with Ben Doyle and going out to bid for an LPV Survey based on enXco funds received. Gone through a small RFP process and have selected Kimley-Horn.for design work and development of construction plans for pavement improvements and electrical improvements. Selected Richard Brandley to work on the airport layout plan. Caltrans is considering our request for an update to the Airport Land Use Compatibility Plan. Commissioners were queried as to how they would like to receive their commission packets: Currie – email Mooney – email Warren - print Cattey - print Conklin – email Coughran – print Thompson – print For those requesting printed copies, Judi Craner will provide them with a mail slot at city hall. The packets will be ready to be picked up by the Thursday prior to the Monday meeting. The packets will be emailed by the same time to that requesting email receipt of packets. Fuel pricing - $5 – up to $5.10 now. Postcards will be mailed out next week advertising the promotions. Enterprise Car Rental ~ Two options. City might consider becoming a concessionaire for Enterprise at the airport Enterprise will look closer at their decision to come into Rio Vista and locate at 25 Main St. 10. Adjournment 7:40 .
