Our substantial knowledge and experience includes, but is not limited to: • How the FAA funding process works, the types of funds available, timing, and how to best compete for available limited funding • Interpretation and application of airport design standards • The Runway Safety Area Program • The evaluation, siting, procurement, and installation of NAVAIDS • The Advisory Circular system and associated requirements as they relate to airport design and construction standards • Operational issues associated with airfield safety and runway incursions • Maintaining airfield security • FAR Part 77—the airspace evaluation process • Grant Management including preparing Airport Capital Improvement Plans, grant applications, pay request, etc. • National Environmental Policy Act (NEPA) and other environmental issues related to airport development and project implementation Project Approach The City of Rio Vista is seeking a consultant experienced in aviation services to provide a detailed pavement management plan, drainage assessment, and electrical plan for the Rio Vista Airport. Kimley-Horn is an ideal choice for projects such as these, as this proposal will illustrate. Our approach to each of these projects can be summarized as follows: DRAINAGE ASSESSMENT Our approach to the Rio Vista project is to understand the existing drainage challenges and to provide creative solutions to these challenges. We propose to perform a detailed field review of the existing drainage patterns at the airport. We understand that there is some concern with scour associated with one of the swales adjacent to the airport. Our first step will be to understand the criticality of the ongoing erosion in order to perform a risk analysis and provide recommendations for protecting the channel. In a collaborative
