Eligibility criteria for participation in the tender Bonafide, experienced & resourceful contractors of Govt., Semi Govt., Govt. undertaking Organizations, Govt. enterprises etc. Who have successfully completed similar nature of work having value not less than 50% (fifty percent) of the estimated cost in a single contract during last 3 (Three) years. All intending Bidders are required to produce valid copies of VAT Registration, Professional Tax (PT) deposit challans for the last month, copy of IT return for last three financial years, PAN, EPF registration, ESI/Group Insurance, Service Tax Registration, Documents in support of Credential such as copy of orders and completion certificates (to be documented through e-filing). 1. In the event of e-filling intending bidder may download the tender document from the website https://wbtenders.gov.in directly with the help of Digital Signature Certificate. Necessary cost of tender document (tender fees) and earnest money may be remitted through demand draft issued from any Nationalized Bank in favor of the “West Bengal State Electricity Distribution Company Limited” payable at Siliguri, Darjeeling and also to be documented through e-filling. The original Demand Draft against tender fees, Earnest Money Deposit (EMD) should be submitted physically at Siliguri, Regional Office, WBSEDCL, 2nd Mile, Sevok Road, Siliguri-734001. 2. .Both Technical Bid and Financial Bid should be submitted in technical and financial folder concurrently duly digitally signed by the Tenderer through the website : https://wbtenders.gov.in. 3. Technical Document and Other Statutory requirement should be submitted online on or before as per the Date &Time Schedule‟ stated in Table. 4. The FINANCIAL BID of the prospective tenderer will be considered only if the TECHNICAL DOCUMENTS of the tenderer found qualified by the Tender Inviting Authority. The decision of the Tender Inviting Authority will be final and absolute in this respect. The list of the technically qualified Bidders will be displayed in the website. 5. Earnest Money: The amount of Earnest money @ 2% of the estimated amount put to tender in the shape of Bank Draft or Pay order of any Nationalized Bank to be drawn in favor of the “West Bengal State Electricity Distribution Company Limited” payable at Siliguri. The bid guarantee shall be valid for 6 (Six) calendar months with a claim period up to 7 (Seven) months from the date of opening of bid. Bid guarantee of the unsuccessful bidder will be released after finalization of tender against the prayer of the contactor. No interest shall be payable by WBSEDCL on the above Bid guarantee. 6. Prospective applicants are advised to note carefully the minimum qualification criteria as mentioned in ‘Instruction to bidders’ stated in Section – ‘A’ before tendering the bids. 7. Work Order & Payment of work will be depended on availability of fund. Intending bidders may consider this criteria while submission of tender and quoting their rate through online. 8. No Conditional Bid / Incomplete Tender will be accepted under any circumstances. 9. The intending bidder(s) required to quote the rate (percentage above/below/at par) over the total estimated cost put to tender online considering that no escalation and / or price adjustment will be allowed by the department under any circumstances. Constructional Labour welfare Cess @ 1% (one percent) of cost of construction will be deducted from every Bill. Vat, Royalty & all other statutory levy / Cess will have to be borne by the contractor & the rate in the schedule of rates is inclusive of all such taxes and Cess as stated above. The estimated cost is exclusive of Service Tax. Service Tax will be admissible as per prevailing rates and rules in force. 12. Bids shall remain valid for a period not less than 120 (One hundred twenty) days after date of opening of Financial Bid of tender. Bid valid for a shorter period shall be rejected by the Tender Inviting Authority as non-responsive. If the tenderer withdraws the bid during the validity period of bid, the earnest money as deposited will be forfeited forthwith without assigning any reason thereof. 13. Earnest Money : The amount of Earnest money put to tender in the shape of Bank Draft or Pay order of any Nationalized Bank to be drawn in favor of the “West Bengal State Electricity Distribution Company Limited” payable at Siliguri The bid guarantee shall be valid for 6 (Six) calendar months with a claim period up to 7 (Seven) months from the date of opening of bid. Bid guarantee of the unsuccessful bidder will be released just after opening of the financial bid. No interest shall be payable by WBSEDCL on the above Bid guarantee. 14. Security Deposit: In respect of successful Bidder, the Earnest Money after acceptance of Tender shall be converted as a part of the Security Deposit. The successful Bidder who deposited Earnest Money @ 2% (Two percent) of the amount put to the Tender, balance of necessary 10% (Ten percent) Security Deposit shall be realized by recovering from the progressive bill @ 8% (Eight percent) of the amount of each such bill. In all cases the amount of recovery of the Final Bill will be so adjusted as to make the total amount of Security Deposit equivalent to 10% (Ten percent) to the value of work so executed. 15. The Bidder, at his own responsibility and risk is encouraged to visit and examine the site of works and its surroundings and obtained all information that may be necessary for preparing Bid and entering into an agreement for the work / works as mentioned in the NIT, before submitting offer with full satisfaction. The costs for visiting the working site shall be at the bidder own expense. 16. The intending Bidders shall clearly understand that whatever may be the outcome of the present invitation of the Bid, no cost of Bidding shall be reimbursable by the Tender Inviting Authority. The Tender Inviting Authority reserves the right to accept or reject any/all offer without assigning any reason whatsoever and is not liable for any cost that might have incurred by the Bidder at the stage of Bidding 17. At any stage during scrutiny, if it is found that the credential or any other papers which the Bidder uploaded during Bidding process, found incorrect / manufactured / fabricated, that bid will be considered a nonresponsive and outright rejected with forfeiture of Earnest Money and action will be taken as per stipulation of IT Rules in force. 18. Before issuance of Letter of Acceptance / Work order, the tender accepting authority may verify the credential & other documents of the lowest bidder so uploaded online if found necessary. If it is found such document incorrect / manufactured / fabricated, Letter of Acceptance / Work order will not be issued in favor of the bidder under any circumstances and action will be taken accordingly. 19. The Tender Inviting Authority reserves the right to cancel the NIT due to unavoidable circumstances and no claim in this respect will be entertained.     Chapter 6 Forest Communities & CPRs in the Hill Region 6.1 Introduction The region to be studied lies within the Eastern Himalaya which is a biodiversity hotspot little explored as yet by Government scientific agencies like the Botanical Survey of India [BSI] and the Zoological Survey of India [ZSI]. This makes it an important conservation zone, with an approximate area of 15000 sq. km. of forests having already been committed to designated Protected Areas. However imposition of statutory control over regional forests has been accompanied by large scale diversion of forest lands to plantations, agriculture and urban settlement. Economic development has also been accompanied by high levels of immigration which have brought forests in the region under extreme pressure, threatening their very survival. Study of the status of property rights and the patterns of use of CPRs, woodfuels and other forest resources is thus expected to throw light on the interdependence of human communities, economic development and natural resources in a region of the Himalaya where significant forests still survive. By documenting forest access and CPR-use by the communities that live on the very edge of subsistence at the forest fringe~ we make an attempt to meaningfully contribute towards the operationalisation of sustainable development through the means of self-governing social control systems. The present chapter and the next are based on the case-studies undertaken in the two northern districts of Darjeeling and Jalpaiguri in West Bengal respectively. 6.1.1 Geographical Description and Position of the Darjeeling district. Darjeeling is a small district that lies between 26°31' and 27°13' North latitude and between 87° 59' and 88° 53' East longitude in the extreme north of the state of West Bengal in India.

CHIRANJIB NAD. ABSTRACT: Out of the total landslide occurrences, nearly 20% are found in North Eastern region of India. The official figures of United Nations International Strategy for Disaster Reduction (UN/ISDR) and the Centre for Research on the Epidemiology of Disasters (CRED) for the year 2006 also states that landslide ranked third in terms of number of deaths among the top ten natural disasters, as approximately 4 million people were affected by landslides. Unless human death it poses serious damage on roadways, railways, buildings, dams and many natural resources with untold measure of ecosystem and human society. As transportation is a lifeline of a civilization and lack of self sufficiency of a region it hold an important place to meet daily needs of human beings of a region. The study route (NH 31 A, NH 55 and SH 12 A) of landlocked Darjeeling district is very much prone to landslide vulnerability. The black memories of previous massive landslide hazard took large impression on the inhabited society. Sometime the district remains isolated island due to breakdown of transportation for a stretch of days in the time of massive landslide along study route. The main objective of the study is to highlight/describe the present situation of landslide zone along three study route. The study also highlight the nature of landslide took place according to their vulnerability scale, type of movement, type of activity, type of distribution and lastly type of style for further management.

Heavy rains results in rivers and banks overflowing causing damage on a large scale. Unrelenting rains cause human loss. In a hilly region like Darjeeling district poor people do not have well constructed houses especially in rural areas. Because of incessant rains houses collapse and kill people. Rivers and streams overflow inundating large areas. Roads and footpaths are sub merged under water.

    Teesta River Bangladesh is a riverine country and Kurigram is a district where more than 16 rivers are criss- crossed. Even mighty Brahmaputra and flashy Teesta & Dharla rivers have flown through this district. So severe and flashy flood with a high scale of erosion is a common phenomenon near bank area of these rivers. Moreover sandy soil of the bank highly enhances the erosion. Not only that various small and high char forms at about the middle of the rivers for which river flow becomes one sided to the bank. That’s why these rivers flow with a higher thrust to the bank and its surrounded area. As a result each and every year thousands acre of paddy fields, homesteads, schools, college, mosque, local market engulfed into river. People of those localities are being poor to poorer by losing their valuable assets that washed out into the river. Especially sudden rise in water level in Teesta on 7 to 10th October 2009 caused a huge destruction to the erosion prone area at different places. Teesta river arises from the Cho Lhamu Lake at an average height of 5,330 metres (17,500 feet) above mean sea level in the majestic Himalayas. Teesta River merges with the rivulets, which arise in the Thangu, Yumthang and Donkia-La ranges. It then traverses the Rangpo town where it forms a boundary line between Sikkim and West Bengal up to Teesta Bazaar. It is at the Teesta suspension Bridge where the river meets the main tributary Rangeet River. At this level, the river changes its direction and flows southwards in West Bengal.

    MINUTES OF 62nd MEETING OF THE STANDING COMMITTEE OF NATIONAL BOARD FOR WILD LIFE HELD ON 30th MARCH, 2021 The 62nd Meeting of the Standing Committee of National Board for Wild Life was held on 30th March, 2021 through Video Conference and chaired by the Hon’ble Minister for Environment, Forest & Climate Change. List of participants is placed at ANNEXURE-I. The Chairman welcomed all the participants to the 62nd Meeting of the Standing Committee of National Board for Wild Life and asked the Member Secretary to initiate the discussions on the Agenda Items. AGENDA ITEM No.1 62.1.1 Confirmation of the minutes of the 62nd Meeting of the Standing Committee of National Board for Wild Life held on 18th February, 2021. The Member Secretary stated that the minutes of the 61st meeting of the Standing Committee of National Board for Wild Life held on 18th February, 2021 were circulated on 08th March, 2021 amongst all the Members of the Standing Committee. No comments have been received on the minutes of the meeting from the members. Decision Taken: Based on the discussion held, the Standing Committee decided to confirm the minutes of the 61st meeting. AGENDA ITEM No.2 (Action Taken Report) 62.2.1 Proposal for use of 98.59 ha of reserve forestland from Saleki proposed reserve forest which is a part of Dehing Patkai Elephant Reserve for Tikok OCP coal mining project by North-Eastern Coal Field, Coal India Limited, Assam State (Original Agenda – 54.4.3). The Member Secretary stated that the proposal was initially considered by the Standing Committee in its 54th meeting held on 18th July 2019.
