I tillegg har enkelte bedrifter oppgitt emballasje og paller i antall vogntog, som er lagt til. Med den oppsatte beregningsmåten blir dette 956 VTE, mens Brødrene Karlsen oppgir at antall faktiske vogntog har vært 1262. Ikke vogntog med ordinært søppel og avfall, kjemikalier, drivstoff, oksygen osv. Dette utgjør et ikke ubetydelig antall vogntog i tillegg. Prior to this development, small offshore islands were of central importance for marine related activity due to their proximity to fishing grounds. This article presents four settlements on small and “marginal” islands in Arctic Norway from 68◦19’ to 71◦05’Nlatitude as cases that illustrate the centrality of such locations in a maritime context since the Viking Age (AD 800–1050).

(Online) 2015 Available: http://www.rrh.org.au A B S T R A C T Senja, the second largest island in Norway, encompasses four municipalities. For decades the island has faced serious challenges concerning recruiting and retaining general practitioners (GPs). In 2001 the county medical officer suggested a plan for improvement of GP service based on inter-municipal collaboration. The plan was rejected by the three small and remote municipalities of Senja. In 2007, after further deterioration of the situation, one of the small municipalities initiated a process to establish a joint service. This was very similar to the one previously proposed by the county medical officer. Within the next few years all the municipalities gradually announced their interest in the development of Senjalegen – the Senja Doctor – an inter- municipal GP service. This has resulted in improved continuity of GP care to the population of Senja. In this article we present experiences and discuss effects of creating a robust professional environment securing support and guidance of young doctors. The importance of local involvement and ownership during development of a joint healthcare service is also discussed. Key words: district, GP services, intermunicipal, recruiting, retaining.

Senja has a size of approximately 1586 square kilometers and is Norway's second largest island aer Hinnøya. There are approximately 7800 people on the island, divided between the four municipali>es of Berg, Torsken, Tranøy and parts of Lenvik. Senja is accessible by car. Run by E6 in Inner Troms, and from the city Finnsnes there is a bridge over to the island. Senja is oJen called "adventure island" or "Norway in miniature", and you will find most of nature that exist in Norway. Here is flaer peasant landscape on the inner side of the island with hills and moors, and in the middle you find Ånderdalen Naonal Park, valleys with forests, and mountain plateaus, while the coastal side have the sharp peaks between deep ]ords as far as the eye can see. You also find lots of white sandy beaches to relax on out there. SENJA ISLAND - INFO Senja have no con>nuous road around the island, but many small roads going around parts of the island and you find many protrusions exci>ng and beau>ful places. Senja's highest mountain is Breind 1000 meters above sea level, otherwise there is a lot of nice peaks for both ski / climbing in the winter and hiking in the summer that are between 700 and 900 meters straight up from the sea.

This is the main question of this paper, and is a central question in the discussion of the relationship between public innovation and democracy. The background for asking it, is the possible differences in the dynamics of innovations and the way representative democracy works. The paper offers a model for assessing accountability in innovation processes by combining which actors participate in different phases of the innovation process with the motivations of the central actors for carrying out innovations. The analysis is anchored in institutionalised forms of accountability. Empirically, it is based on seven in-depth case studies of innovation processes in Norwegian municipalities.
