Poschiavo, 9 maggio 2009 1 LA VAL POSCHIAVO La Val Poschiavo si trova in Svizzera, nel Canton Grigioni. È una delle quattro valli grigionesi che fanno parte della Svizzera Italiana (insieme a: Val Calanca, Val Mesol- cina, Val Bregaglia). La valle è percorsa dal fiume Poschiavino che scorre verso la Valtellina. Inizia dal Lago Bianco, presso il Bernina; durante il percorso è bagnata dal lago di Poschiavo (bacino creato da una frana durante la preistoria); finisce a Tirano dove il fiume presso la riva destra dell'Adda. Come la Val Bregaglia, la Val Poschiavo è geograficamente isolata dal resto della Svizzera italiana. È invece adiacente alla Val- tellina, dalla quale è raggiungibile passando per il confine italo-svizzero a Tirano. Il passo del Bernina la collega all'Engadina. È raggiungibile anche da Livigno (comune italiano, situato al nord dello spartiacque alpino, ma italofono), passando per la Forco- la di Livigno. In virtù delle altitudini molto diverse (il percorso della valle inizia da un'altezza di 2300 m per finire a soli 550 m), presenta una notevole varietà di climi. Oltre alle bellezze del paesaggio, si ricorda che la valle vanta una speciale attrattiva architettonica: si tratta dei crotti, costruzioni simili ai trulli. The Charter came into force on 1 April 1998. Article 15 of the Charter requires states to present a report to the Secretary General of the Council of Europe on the policy and measures adopted by them to implement its provisions. Switzerland‘s first report was submitted to the Secretary General of the Council of Europe in September 1999. Since then, Switzerland has submitted reports at three-yearly intervals (December 2002 and May 2006) on developments in the implementation of the Charter, with explanations relating to changes in the language situation in the country, new legal instruments and implementation of the recommendations of the Committee of Ministers and the Council of Europe committee of experts. This document is the fourth periodical report by Switzerland. The report is divided into a preliminary section and three main parts. L’esigenza di comprendere il comportamento dei consumatori ha portato a sottoporre una selezione di formaggi caprini tipo “caprino fresco” e “caciotta” al loro giudizio. Sono state raccolte 42 schede di giudizio che utilizzavano scale edonistiche a 9 punti. L’elaborazione dei dati raccolti ha permesso di tracciare un profilo anagrafico dei consumatori, di indagare le loro abitudini alimentari e l’attitudine al consumo, di effettuare un’analisi dell’accettabilità delle due tipologie di prodotto che, pur mostrando sostanziali differenze, hanno incontrato chiaramente il favore del pubblico. Last November, the Sunday edition of the Neue Zürcher Zeitung published an article entitled ‘Fast-food science’ in which the author complained that universities are publishing a torrent of uninteresting scientific results that are sometimes even contradictory. According to some newspaper columnists and internet commentators, Swiss researchers often produce nothing but hot air. To be sure, well-founded criticism of the science scene is needed. But the arguments of its critics are often shoddy. Here’s a selection of the more popular objections to scientific studies: 1) “We know that already”. This is a killer for almost all research results that are expressed in comprehensible terms. Anyone who says this hasn’t understood that science progresses thanks to researchers prov- ing or disproving existing knowledge. 2) “We don’t need to know that”. An erudite friend of my mother once made a derogatory remark about the Brockhaus encyclopaedia, complaining that “it’s got so many irrelevant entries”. Happy is he who knows so much he can judge what’s relevant among all extant encyclopaedia entries and research topics. 3) “Not even the scientists know for sure”. Researchers are never sure. If we expect this of them, then we’ve mistaken science for religious fervour. We only need to express mistrust when something is trumpeted as being the truth. Nel Cantone dei Grigioni le acque pubbliche sono proprietà dei comuni: a questi compete pertanto in primo luogo il rilascio delle concessioni. Successivamente il Cantone dovrà valutare e approvare tali concessioni in accordo con la Confederazione. NUOVE SFIDE Il ricorso a nuove fonti energetiche rinnovabili comporta un cambiamento nella produzione di energia elettrica. In partico- lare occorre considerare che l’energia elettrica generata da impianti eolici e solari dipende dalle condizioni climatiche, che non corrispondono necessariamente ai fabbisogni energetici reali. CENTRALI AD ACCUMULAZIONE CON SISTEMA DI POMPAGGIO Le centrali con sistema di pompaggio esistono già, sia in Sviz- zera che in molti altri paesi. Ogni impianto deve tuttavia tenere conto delle condizioni specifiche del luogo. La realizzazione di simili strutture rappresenta pertanto sempre qualcosa di unico. ECOLOGIA ED ECONOMIA Quando si costruisce è inevitabile intervenire sull’ambiente. Quanto è più grande un progetto, tanto più complesse do- vranno essere le valutazioni circa le implicazioni e i rischi am- bientali.
