Direvisi: 10 Oktober 2019; Diterbitkan: 1 Desember 2019 PERENCANAAN PEMBANGUNAN DAERAH ALIRAN SUNGAI KRUENG ACEH DAN PERUBAHAN LINGKUNGAN HIDUP DI KOTA BANDA ACEH THE PLANNING OF DEVELOPMENT LINE RIVER AREA OF KRUENG ACEH AND CHANGE INTO ENVIROMENTAL LIFES IN BANDA ACEH CITY Syahiruddin Widyaiswara Madya BPSDM Aceh e-mail : syahiruddinu@gmailcom Diterima: 12 Agustus 2019; direvisi: 10 Oktober 2019; diterbitkan: 1 Desember 2019 ABSTRAK Perencanaan pembangunan sarana dan prasarana sumber daya air yang akan dilaksanakan haruslah dapat meningkatkan kesejahteraan masyarakat karena pendapatan dan pertumbuhan dapat diperoleh berupa hasil pertanian, pertambangan, usaha kecil menengah, perdagangan, dan perindustrian. Pengelolaan sumber daya air dalam suatu Daerah Aliran Sungai haruslah dilakukan secara holistik yaitu memandang masalah secara utuh, terpadu dan, lintas sektoral, lintas daerah sesuai dengan konsep DAS sebagai kesatuan ekosistem. Perlunya menjaga hutan agar tetap lestari sehingga pembangunan DAS dalam economic development, community development dan environmental service bisa berimbang. Lahan- lahan kritis dan gundul kembali hijau, air sungai yang bersih tersedia sepanjang tahun, musim hujan tidak lagi terjadi banjir dan longsor, musim kemarau tidak lagi kekeringan. Lahan dipinggir sungai Krueng Aceh di Kota Banda Aceh sangat subur dikarenakan humus tanah yang dibawa air sangat baik untuk tanaman jangka pendek. Kegiatan ini menjadikan aliran sungai terawat baik dan dapat melestarikan Daerah Aliran Sungai dari degradasi akibat pengikisan air, dan disamping itu juga dapat meningkatkan ekonomi masyarakatnya. Kata Kunci: Perencanaan Pembangunan, Pengelolaan Daerah Aliran Sungai, Ekonomi rakyat ABSTRACT Planning for the development of water resources facilities and infrastructure to be implemented must be able to improve community welfare because income and growth can be obtained in the form of agricultural products, mining, small and medium enterprises, trade, and industry. Management of water resources in a watershed must be done holistically, namely looking at the problem as a whole, integrated and, cross-sectoral, across regions in accordance with the concept of watershed as a unified ecosystem. The need to keep the forest sustainable so that the development of watersheds in economic development, community development and environmental services can be balanced. Critical and bare lands return to green, clean river water is available throughout the year, the rainy season no longer occurs flooding and landslides, the dry season is no longer drought. The land on the edge of the Krueng Aceh river in Banda Aceh City is very fertile because soil humus which is carried by water is very good for short-term plants. This activity makes the river flow well-maintained and can preserve the Watershed from degradation due to water erosion, and besides that it can also improve the economy of the community. Introduksi spesies ikan asing menjadi isu penting, baik di tataran global maupun lokal. Kajian ini bertujuan untuk menganalisis dan mengadvokasi awal kebijakan introduksi spesies ikan asing di Provinsi Aceh. Untuk memberikan gambaran yang lebih jelas, kajian ini menggunakan studi kasus introduksi spesies ikan asing di Danau Laut Tawar. Kajian ini menggunakan metode analisis deskriptif-eksploratif dan studi literatur sebagai basis kebijakan introduksi spesies ikan asing yang perlu mendapatkan perhatian. Hasil kajian menunjukkan sebanyak sembilan spesies ikan asing telah ada diperairan Aceh. Dari jumlah tersebut, tujuh spesies diantaranya telah hadir di Danau Laut Tawar. Saat ini Pemerintah Provinsi Aceh belum memiliki kebijakan untuk mengatur introduksi spesies ikan asing ke perairan Aceh. Hal ini dapat menyebabkan ancaman terhadap spesies ikan lokal.     Indonesia Krueng Aceh Urgent Flood Control Project (I) Report Date:October, 2002 Field Survey:None 1.Project Profile and Japan’s ODA Loan Location Map of the Project River Mouth of Ache River 1.1 Background Krueng Aceh is a major river in the northern part of Sumatera Island with a length of 145 km and river basin area of 1,775 km2, that flows from Suekek Mount through Banda Aceh City toward the Malacca Straits. This river had flooded almost every year, causing significant damage in the Aceh Besar Regency Region (with population of 1.65 million in 1980), including Banda Aceh Municipal. Typically, the flooding covered an area of 25,000 ha, comprising 2,700 ha of residential area, 7,500 ha of paddy field and 4,100 ha of coconut plantations and shepherding meadows. This situation was caused by a limited river capacity -- 250 m3/sec, compared to the 5-year flood discharge (TR5) 1 of 1,300 m3/sec. Floods in 1953, 1971, 1978, 1983 and 1986 resulted in severe damage to local communities, and sometimes in loss of life. 1.2 Objectives To protect the city of Banda Aceh, located in the downstream reach of the Krueng Aceh River, from damage caused by recurrent five-year floods, by improving existing river channels in the section from the estuary to Indrapuri (43 km) and constructing of a new floodway (9.7 km). 1.3 Project Scope The overall project scope consists of two stages, as shown below. Batangtoru River which flows from the Tapanuli highlands (i.e., Sipirok, Tarutung, Siborong-borong, and Silangit) to the southwestern Indian Ocean is an important habitat for aquatic organisms in the western region of North Sumatra. This research was done to provide basic data on biodiversity of aquatic organisms in Indonesia, especially North Sumatra. The study was conducted in July-August 2019. Nekton was captured using backpack electrofishing units (12 volts and 9 Amperes), traps, nets, and bamboo trap. This study found 68 nekton species, consisting of fish (57 species), crab (3), shrimp (6), lobster (1), and 1 freshwater turtle (1). In general, nekton found in the Batangtoru River and its tributaries are native and economically valuable fish (Tor and eel), including the newly discovered species, which was, Hemibagrus caveatus.

Ariff1) 1) Department of Civil Engineering, Syiah Kuala University, Banda Aceh, INDONESIA 23111 Email: [email protected] Abstract: Banda Aceh is the capitol city of Aceh Province located in the northern tip of Sumatra Island, Indonesia. The city has experiences in annual riverine floods due to an over capacity of Krueng Aceh River flood flow which flowing through downtown of the city. The Krueng Aceh Urgent Flood Control Project was created by introducing some technical flood protection systems such as river reach normalization, the construction of floodway, and the reconstruction of city’s drainage system. The city is already protected from floods to the magnitude of 1300 m3/s, but it is still exposed to a residual flood risk especially for the flood magnitudes of greater return periods. The study is executed by identifying the sources, pathways of the floods and the consequences city’s properties exposed to the floods as the receptors. The improvement of floodway capacity by widening the main channel from 80.0 m to become 260.0 m would improve its flow capacity from 1300 m3/s to become 3375 m3/s. This capacity is greater than that of design probable maximum 3 flood (PMF) that it equals to Q10000 of 2772 m /s. A south flood canal also needs to be built to intercept the floods from tributaries to not entering the city flood prone area. The residual risk of Krueng Aceh Urgent Flood Control Project (1993) can be eliminated by improvement of floodway and the construction of the south flood canal that Banda Aceh city would be proved of floods to the level of PMF.

In case of BAC, it is deemed that there would be five (5) conceivable models to be adaptable.
