The Supervisory Body was set up under Article 5, paragraph 6, of the 1931 Convention for the Limitation of the Manufacture and Regulation of the Distribution of Narcotic Drugs. It is composed of four members appointed respectively by the Advisory Committee on Traffic in Opium and Other Dangerous Drugs, the Permanent Central Board, the Health Committee of the League of Nations and the Office international d'Hygiène publique in Paris. Its object is to examine the estimates of the narcotic requirements supplied by Governments and to draw up such estimates itself, as far as possible, for the countries or territories in whose case estimates have not been submitted. “ 7. After examination by the Supervisory Body as provided in paragraph 6 above of the estimates furnished, and after the determination by that Body as provided in Article 2 of the estimates for each country or territory on behalf of which no estimates have been furnished, the Supervisory Body shall forward, not later than November 1st in each year, through the intermediary of the Secretary-General, to all the Members of the League of Nations and non-member States referred to in Article 27, a statement containing the estimates for each country or territory, and, so far as the Supervisory Body may consider necessary, an account of any explanations given or required in accordance with paragraph 6 above, and any observations which the Supervisory Body may desire to make in respect of any such estimate or explanation, or request for an explanation.”

ESTIMATED WORLD REQUIREMENTS OF DANGEROUS DRUGS IN 1940

The Supervisory Body, which was constituted by the International Convention of 1931 for the purpose of examining each year the estimates submitted by Governments of their require­ ments of dangerous drugs and preparing a statement of the total world requirements, presents, in the tables annexed, a statement of the estimated requirements of each country or territory during 1940. The Supervisory Body’s task has had to be carried out this year under the difficult conditions resulting from the outbreak of war. It is satisfactory to be able to record that, notwithstanding the preoccupations of Governments, estimates have been received for 65 countries1 and 98 territories. Estimates have been framed by the Supervisory Body in respect of 7 countries and 8 territories, in respect of which estimates were not furnished (see list on page 7).2 As has been pointed out in previous Statements, the Annual Statement issued by the Supervisory Body of the estimates as submitted by Governments and examined by the Supervisory Body is the basis on which the whole machinery of international control of the manufacture of and trade in dangerous drugs is now built. It indicates the limits within which States Parties to the Convention are under an obligation to restrict their manufacture, exports and imports of drugs during the year to which the Statement refers. A comparison with the estimates of the statistics of the amounts actually manufactured, imported and exported during the year, which are subsequently furnished by Governments, enables an effective supervision of the trade in dangerous drugs to be maintained. That the need for such control is now almost universally recognised is testified by the fact that, with few exceptions, all nations are parties to the Convention. The importance of that control is not diminished in war-time; on the contrary, as the experience of the last war showed, it is accentuated by the psychological and other conditions created by a state of war which affect profoundly not merely the nations engaged in the conflict but many, if not most, other countries. The Supervisory Body believes that it will be the general wish of all Governments that the control should be maintained. For instance, a communication has been received from the Government of the United States of America in which it states that:

" This Government regards it as of the highest importance not only to the United States but also to the whole world that the Permanent Central Opium Board and the Drug Super­ visory Body should be enabled to function adequately, effectively, and without interruption, and that they should enjoy the co-operation of all nations.”

As the result of six years application of the Convention, the manufacture of and trade in these drugs, under the control of the Governments, have been brought into close accord with the medical and scientific requirements of States. The excesses which have been recorded, whether of manufacture or of commerce, over the estimated requirements have in no case been of great importance and have steadily diminished.

Were the estimates system to be weakened or only partially applied, the danger of excessive supplies accumulating in particular countries from which the illicit traffic could be fed would immediately arise. The difficulties of carrying on the work of the Supervisory Body and other branches of the control will no doubt be greater during 1940, but, with the support of the Governments and the help of the organisation which has been built up by the experienced staff constituting the Super­ visory Body's secretariat, the Supervisory Body believes that it can be done, and it is prepared to make every effort necessary to that end.

The present Statement will show that many countries have taken measures to safeguard themselves against interruptions of trade, etc., due to the war, and considerable stocks have been or are in process of being created. This may lead to some increase of manufacture and may in itself constitute a danger unless the full system of control is maintained.

The following table summarises in respect of each drug covered by the Convention the estimated world requirements for 1940:

Note. — In the totals, grammes are omitted, and the figures approximated to the nearest kilogramme.

It will be observed that the amount of morphine required for conversion approximately corresponds to the amounts required of the drugs into which the morphine is to be converted (Nos. 2, 6, 8, 10 and 11 in Table I). The grand total for each drug which appears in this table provisionally represents the outside limit for the world manufacture of the drug during the year. A certain addition will have to be made to the totals when those Governments which, in accordance with the practice recommended by the Supervisory Body, defer till after the end of the year their estimates of the amounts that will be required to bring their reserve stocks to the desired level, send in their estimates of those amounts. The totals will also be liable to modification, in the course of the year, as revised estimates of their requirements are furnished by various countries. The following table gives a comparison between the grand total of estimates for each of the principal drugs for the years 1935 to 1939:

The table shows that the estimates of world requirements in morphine have increased constantly and progressively since 1936. This increase is not due to an increase of the consumption of morphine as such, which remained fairly stable during the period in question, but is explained mainly by the increase of the quantities of morphine used for conversion into codeine. Further, the uncertainty of the international situation and the apprehension of difficulties in obtaining supplies have caused almost all countries, and especially those which depend on other countries for their drug supplies, to increase their morphine reserve stocks. The table also shows that cocaine requirements have been fairly stable during the period, whereas those for diacetylmorphine have steadify and substantially decreased.

The Supervisory Body is glad to note that more and more Governments are adopting the practice which it recommended in the Statement for 1937 of leaving headings IV and V blank in the original estimates and sending a supplementary estimate after the end of the year when the stocks then in hand have been ascertained ; in 1939, 39 Governments complied with this recommendation.

S upplementary E s t im a t e s

Since the issue in November 1938 of its Statement containing the estimates for 1939, the Supervisory Body has received and dealt with 73 supplementary estimates. Of these, 29 were concerned only with the statement of the amounts (as ascertained after the close of 1938) required to bring up the reserve and/or Government stocks to the desired level (see preceding section : " Calculation of amounts to bring stocks to desired level ”). The circumstances of the time make the system of supplementary estimates especially important, as Governments seek to adjust their original estimates to changing conditions. It is essential, if the system is to work satisfactorily, that the supplementary estimates should : (a) be accompanied by full explanations of the circumstances which make them necessary ; (b) indicate precisely the particular headings (consumption, conversion, stocks) under which an alteration of the original estimate is desired.

S p e c ia l C a s e s

As a result of the political movements of the past twelve months, the Supervisory Body has had difficult problems to consider in connection with Czecho-Slovakia and Poland. The existing Administrations have been replaced by other authorities and the territories have been — 6 — broken up. The operation of the system of international control established by the Convention in any particular area is necessarily in the hands of the administrative authorities of that area, and the objects of the Convention can only be realised if the necessary action is taken by these authorities. The Supervisory Body is in no sense a political body, and it has felt it its duty, without doing anything which might be thought to have a political aspect, to do what is possible to give effect to the purpose of the Convention. In the case of Czecho-Slovakia, the Supervisory Body has considered that that could best be done by including estimates for Bohemia and Moravia and for Slovakia, on the basis of the estimates previously approved for the whole of Czecho-Slovakia. It has not, however, sufficient material for making a complete examination of their needs, and it has therefore suggested estimates which are only provisional. If they are found by the existing authorities to require amendment, this can be effected by the submission of supplementary estimates in accordance with Article 5 of the Convention. In the case of Poland, estimates for 1940 had already been submitted before the outbreak of war. In the absence of adequate information as to the administrative arrangements for the territories included in Poland, the only course open to the Supervisory Body was to include in its Statement the estimates submitted by the Polish Government for tne whole territory.

N o t e s o n t h e P r e p a r a t i o n o f E s t im a t e s

Reference was made in the Statement for 1938 to a memorandum which the Supervisory Body had prepared for the use of the officials in the Departments of State which are concerned with the preparation of the estimates. This memorandum, under the title “ Notes on the Pre­ paration of Estimates ” (document C.521.M.362.1937.XI), was circulated to the Governments at the close of 1937, and the Supervisory Body has received word from a number of Governments that it has been of assistance to them. As the experience of the Supervisory Body shows that there is still some amount of misunder­ standing on certain points as to the requirements of the Convention and the manner in which the estimates should be calculated, the Supervisory Body would again bring these “ Notes ” to the attention of any Government that may find any difficulty in interpreting the obligations undertaken by them in pursuance of the Convention. Copies of the “ Notes ” may be obtained by application to the Secretary of the Supervisory Body, League of Nations, Geneva. * * *

During the present year, M. E. E. Ekstrand, who has acted as Secretary to the Supervisory Body since the commencement, has retired from his position as Director of the Opium Traffic and Social Questions Sections of the Secretariat of the League of Nations, and the Supervisory Body takes this opportunity of expressing its sense of the value of the services which M. Ekstrand has rendered in developing and perfecting the organisation of the Supervisory Body’s work.

This table shows tor each country and territory and for each of the drugs the total of its estimates for the year 1940. “ The total of the estimates ” (Article 5, paragraph 2) consists of the sum of the following amounts :

(1) The quantity of the drug estimated as necessary for use as such; (2) The quantity of the drug estimated as necessary for the purpose of conversion into other drugs (e.g., morphine into diacetylmorphine, codeine, dionine); (3) The amounts of the drug necessary to bring the " reserve stocks ” and the “ Govern­ ment stocks ” up to the desired level or the amounts to be deducted to bring them down to such level.

These amounts are given in detail in Table III. All drugs are given in terms of the basic anhydrous alkaloid. The names of countries and territories for which estimates have been made by the Supervisory Body are printed in italics.

This table indicates: (a) For non-manufacturing countries, the maximum amount of each drug that may be imported during the course of the year, account being taken of any quantities exported (see Article 12, paragraph (2)). (b) For manufacturing countries, the maximum amount that may be manufactured by each country in addition to the amount required for execution of export orders received during the year (see Articles 6 and 7).

ANNUAL ESTIMATES OF DRUGS FOR THE YEAR 1940

This table indicates for all countries and territories, and for each drug separately, the annual estimates of drugs for the year 1940 furnished by the Governments or framed by the Supervisory Body, in accordance with Articles 2, 4 and 5 of the Convention. The vertical columns in the table marked I, II, III, IV and V respectively correspond to the following sections of the statistical form B (L) :

I = The quantity necessary for use as such for medical and scientific needs, including in this quantity both the quantity required for the manufacture for domestic consumption of preparations for which export authorisations are not required and the quantity required for the manufacture for export of the said preparations (but the quantity of the said preparations which is to be imported into the country is to be excluded from the estimate). II = The quantity necessary for the purpose of conversion, whether the substance resulting from this conversion is for domestic consumption or for export. III = The amount of the reserve stocks which it is desired to maintain. I The amount required to bring the reserve stocks up to the level it is desired to \ maintain IV = / or I The amount to be deducted from the reserve stocks to bring them down to the I level it is desired to maintain. : The amount required to bring the Government stocks up to the level it is desired \ to maintain V = or I The amount to be deducted from the Government stocks to bring them down to f the level it is desired to maintain.

The names of countries and territories for which estimates were framed by the Supervisory Body are printed in italics. EXTRACT FROM THE CONVENTION OF JULY 13TH, 1931. Article 5. 3. Every estimate shall be accompanied by a statement explaining the method by which the several amounts shown in it have been calculated. If these amounts are calculated so as to include a margin allowing for possible fluctuations in demand, the estimates must indicate the extent of the margin so included. It is understood that, in the case of any of the “drugs” which are or may be included in Group II, a wider margin may be necessary than in the case of the other “drugs”. 4. Every estimate shall reach the Permanent Central Board not later than August 1st in the year preceding that in respect of which the estimate is made.

For definitions, see Article 1 of the Convention of July 13th, 1931, and also Notes 1 and 2 on the back of this form.

GENERAL INSTRUCTIONS. Fill in every blank space in every column. Where there is nothing to report, write the word “ n il”. If there is not sufficient space on this form, attach additional pages with a proper designation it the head of each page. Show weight in kilogrammes and grammes; if impossible, state clearly the weight used in the table. Figures for kilogrammes should be shown without full-stops or commas. Only net weights should be entered in the table (i.e., excluding packing material, such as < ases, bottles, tubes and other containers, wrappers, etc.). Only the weight of the pure alkaloid content should be given in the case of crude alkaloids and of salts and preparations. (See table of equivalences.)

TABLE OF EQUIVALENCES. (By pure alkaloid is meant basic anhydrous alkaloid.) Morphine: The principal morphine salts found on the market contain about 80 per cent of pure morphine. Diacetylmorphine (diamorphine, heroin): The principal diacetylmorphine salts (diamorphine, heroin) found on the market contain about 90 per cent of pure diacetylmorphine. Cocaine: Hydrochloride of cocaine contains about 90 per cent of pure cocaine. Nitrate of cocaine contains 75 per cent of pure cocaine. Tincture of coca ordinarily contains 0.2 per cent of pure cocaine. Fluid extract of coca ordinarily contains 0.6 per cent of pure cocaine. Hydrochloride of dihydrohydroxycodeinone (eucodal) contains 78 per cent of pure dihydrohydroxy- codeinone. Bitartrate of dihydrocodeinone (dicodide) contains 60 per cent of pure dihydrocodeinone. Hydrochloride of dihydromorphinone (dilaudide) contains 89 per cent of pure dihydromorphinone. Hydrochloride of acetyldihydrocodeinone or, hydrochloride of acetyldemethylodihydrothebaine (acedicone) contains 90 per cent of pure acetyldihydrocodeinone. Hydrochloride of dihydromorphine (paramorfan) contains 89 per cent of pure dihydromorphine. Hydrochloride of benzylmorphine (peronine) contains 87 per cent of pure benzylmorphine. Methylmorphine (codeine): Phosphate of codeine contains on an average 70 per cent of pure methylmorphine (codeine). Hydrochloride of codeine contains 81 per cent of pure methylmorphine (codeine). Sulphate of codeine contains 76 per cent of pure methylmorphine (codeine). Hydrochloride of ethylmorphine (dionine) contains 81 per cent of pure ethylmorphine. NOTE. The estimates of the quantities to be added to or deducted from the stocks to bring them up or down to the desired level cannot be accurately calculated until the stocks in hand at the beginning ot the year covered by this form have been ascertained. The Governments of countries, territories, etc., in which reserve stocks and/or Government stocks are maintained (see Note 6) are therefore recommended not to fill up items IV and V, but to send a supplementary estimate, if necessary, as soon as those stocks have been ascertained. In order to secure a uniform basis for the preparation of estimates and statistics, it is recommended that Governments should adopt the following interpretation of the terms “ reserve stocks ” and “ Government stocks The term " reserve stocks ’’ should be taken to mean the normal working stocks maintained by manufacturers and wholesalers for the normal domestic consumption of the country, for conversion in the coimtry, and for export. The effect of this interpretation will be that, in making estimates and in compiling statistics of reserve stocks, Governments will not take into account stocks in the hands of retailers. “ Government stocks” should, as far as possible, be regarded as including only stocks under Government control for the use of the military, naval and air forces of the country or to meet exceptional circumstances. Any stocks of drugs held by the Government for normal domestic consumption in the country by the civilian population, whether such drugs are sold by the Government or distributed gratuitously, should, for the purpose of the estimates and the statistics furnished to the Permanent Central Board, be included in the “ reserve stocks ”. ■ CONFERENCE FOR THE LIMITATION OF THE MANUFACTURE OF NARCOTIC DRUGS (Geneva, May a/th-July 13th, 1931.)
