The Supervisory Body was set up under Article 5, paragraph 6, of the 1931 Convention for the Limitation of the Manufacture and Regulation of the Distribution of Narcotic Drugs. It is composed of four members appointed respectively by the Advisory Committee on Traffic in Opium and Other Dangerous Drugs, the Permanent Central Board, the Health Committee of the League of Nations and the Office international d'Hygiène publique in Paris. Its object is to examine the estimates of the narcotic requirements supplied by Governments and to draw up such estimates itself, as far as possible, for the countries or territories in whose case estimates have not been submitted. After examination by the Supervisory Body as provided in paragraph 6 above of the estimates furnished, and after the determination by that Body as provided in Article 2 of the estimates for each country or territory on behalf of which no estimates have been furnished, the Supervisory Body shall forward, not later than November 1st in each year, through the intermediary of the Secretary-General, to all the Members of the League of Nations and non-member States referred to in Article 27, a statement containing the estimates for each country or territory, and, so far as the Supervisory Body may consider necessary, an account of any explanations given or required in accordance with paragraph 6 above, and any observations which the Supervisory Body may desire to make in respect of any such estimate or explanation, or request for an explanation.” 4336 — S.d.N. 750 (F.) 700 (A.).

    Impacts of Colonialism - A Research Survey 1 Patrick Ziltener University of Zurich, Switzerland zaibat@soziologie .unizh.ch Daniel Kunzler University of Fribourg, Switzerland daniel.kuenzler@un ifr.ch Abstract The impacts of colonialism in Africa and Asia have never been compared in a systematic manner for a large sample of countries. This research survey presents the results of a new and thorough assessment of the highly diverse phenomenon - including length of domination , violence, partition, proselytization, instrumentalization of ethno-linguistic and religious cleavages, trade, direct investment, settlements, plantations, and migration - organized through a dimensional analysis (political, social, and economic impacts). It is shown that while in some areas, colonial domination has triggered profound changes in economy and social structure, others have remained almost untouched. Keywords: Colonialism, political, economic and social impact s, Africa, Asia There is a stron g tradition of empirical-quantitativ e research from a world systems­ perspective (see, among other s, Bomschier and Chase-Dunn 1985). This research, howev er, has until recently been confined to indir ect mea suring of historicall y earlier factors, although it stresses theoreticall y the importance of long-term historical factors. According to Sanderson, world-systems analys is "tends to ignore the pre capitalist history of these societies [... ] this history often turns out to be of critical importance in conditioning the way in which any given society will be incorporat ed into the capitali st system and the effects of that incorporation" (Sanderson 2005: 188). For Kerbo (2005a: 430), scholarship has "yet to consider that East and Southeast Asian countries more generall y are somehow different from Latin American and African nations when it comes to important aspects of political economy that might interact with the affects of outside multin ational corporate investment.

Persaingan berlaku di antara Kerajaan Sarawak dan Syarikat Borneo Utara British (SBUB) untuk mengambil tanah di sekitar kawasan Teluk Brunei hingga akhir abad ke-20. Bagaimanakah persaingan di antara kedua-dua kerajaan dan penglibatan wazir di Brunei dalam isu Sungai Trusan membawa kepada penyerahan Sungai Trusan kepada Kerajaan Sarawak? Apakah masalah di Sungai Lawas yang menyebabkan Kerajaan SBUB menyerahkan kawasan tersebut kepada Kerajaan Sarawak? Bagaimanakah Kerajaan Sarawak menyelesaikan tuntutan para pengiran dan Brooke Johnson bagi memenuhi syarat Kerajaan British bagi mengambil Sungai Lawas? Dapatan kajian menunjukkan bahawa penolakan penduduk Sungai Lawas menjadi elemen penting yang membawa kepada penyerahan Sungai Lawas kepada Kerajaan Sarawak. Pengambilan kedua-dua sungai oleh Kerajaan Sarawak telah berjaya mewujudkan keamanan dan mengekalkan kestabilan dalam kehidupan penduduk di Sungai Trusan dan Sungai Lawas. The origins of the federation, however, remain a contentious issue among scholars. The idea of a wider political entity, encompassing the Federation of Malaya, the British-controlled territories of Sarawak, North Borneo, Singapore, and Brunei, was formally announced by Tunku Abdul Rahman, the Prime Minister of the independent Federation of Malaya, at a speech given to the Foreign Correspondents Association of Southeast Asia in Singapore on 27 May 1961. In his speech, Tunku suggested the desirability of a “closer association” of the territories of Malaya, Singapore, North Borneo, Sarawak and Brunei to strengthen political and economic cooperation.3 The announcement was a major departure from the previous position of his Alliance Party government vis-à-vis the merger with 1.
