Prof. Dr. Uğur ÖZGÖKER RECTOR, THE AMERICAN UNIVERSITY OF CYPRUS Özgöker was born in 1963, in Paris. He studied primary school at Ankara Private Ayşeabla Primary School, secondary school and first year of high school at Ankara Private Tevfik Fikret High School. He finished his high school education at Istanbul Fenerbahçe High School. After two years of undergraduate study in department of Physics at Boğaziçi University, he received his Bachelor of Arts degree in International Relations department of the Faculty of Economics at Istanbul University in 1987 with distinction. He obtained his Master’s degree in 1988 in the field of Economic Structure of the European Community at Istanbul University and then earned a Doctor of Philosophy degree in International Relations in 1994 from the same university. Özgöker received the rank of Associate Professor from the Turkish Inter-University Council (UAK) in 2012 in the field of Political Life and Institutions. He became a full Professor in International Relations department at Istanbul Arel University in 2017. He served as Chief of Public Relations and Marketing Directorate of Istanbul University Rectorate in 1987, as Research Assistant in department of International Relations of the Faculty of Economics at Istanbul University in 1988, as Vice President of Istanbul University European Community Program and Secretary General of Political Science and International Relations Research Center in 1990. Özgöker also assumed the position of Deputy Manager of International Relations Office and Deputy Manager of European Union Application and Research Center in Istanbul University in 1993. He then moved to the public sector and served as the Chief Advisor to the State Minister in charge of Customs Undersecretary and Privatization Administration between 1994 and 1995. He undertook the posts of Training Manager and Manager of International Relations Office of Competition Authority between 1998 and 2003. In the course of his last position, Özgöker attended to the Competition and Trade Committee meetings of World Trade Organization (WTO) and Organisation for Economic Co-operation and Development (OECD) in Geneve and Paris and organized training programs on European Union (EU) Competition Law and Politics and Industrial Economics for the specialists of the Competition Authority in cooperation with Bruges College of Europe and Economics department of London City University. He also organized certified training programs on “Free Market Economy and Competition Rules” in many cities for lawyers, industrialists and businessmen together with the Turkish Bar Association and bars and chambers of trade and industry from various cities in Turkey. He also carried out weekly certified training programs on “Free Market Economy and Competition Rules” in collaboration with Turkish Cooperation and Coordination Agency (TIKA) for high-ranking 1 economy bureaucrats, presidents and directors of competition authorities of 15 Eurasian countries stretching from Mongolia to Macedonia. The training programs conducted with Bruges College of Europe and TIKA were featured in annual reports of the OECD as the activities of Turkey. Academically, Özgöker worked as Research Assistant and Lecturer in Istanbul University in 1988 and 1993 respectively, as Assistant Professor in department of International Relations of Istanbul Kültür University in 1998 and as Assistant Professor in department of International Relations at Istanbul Kadir Has University in 2003. Between the years 2003 and 2010, he served as Manager of Kadir Has University’s Rectorate European Union Research and Application Center, Head of Social Sciences Institute International Relations and Globalization Master Program, Board Member of the Faculty of Law and Faculty Member of the International Relations department of the Faculty of Economics and Administrative Sciences. Furthermore, he assumed the Turkey Co-coordinator duty of joint Executive MBA Program between the Fordham University in New York and Kadir Has University. Özgöker worked as Board Member of the Faculty of Business Administration and Economics, International Relations Department Head and Lecturer of Political Science and Public Administration at Girne American University between 2010 and 2011. He has been appointed as the RECTOR and Member in Board of Trustees at American University of Cyprus, effective from 15th January 2018. Besides being Rector, he is the Dean of Law Faculty and Head of IR Department at the Political Sciences Faculty of American University of Cyprus. Also, he worked as the Board Member at Cyprus ADA Airlines, Head of English International Relations Department, Faculty of Economics and Administrative Sciences ERASMUS Coordinator, Faculty of Economics and Administrative Sciences Board Member, Faculty of Economics and Administrative Sciences Executive Board Member, Board Member and Executive Board Member of Faculty of Communication, Deputy Manager of ARELUSAM International Strategic Studies Implementation and Research Center at Istanbul Arel University Between 2011-2018. He also organizes EU-Certified training programs to public and private sector executives in cooperation with the Bruges College of Europe which trains Eurocrats for European Commission. Özgöker instructed EU Common Foreign and Security Policy course in EU Institute of the Marmara University. He had also delivered a lecture on EU Competition Law and International Trade in Department of Economics and Social Sciences Institute MBA Program at Yeditepe University for four years (1999-2003). He had lectured for seven years both undergraduate and graduate courses in the department of International Relations at Kadir Has University such as Political History, 20th Century Diplomatic History, Regional Issues, EU, Turkey - EU Relations, Globalization, EU Competition Law and Politics. He also instructed the courses of Sources of European Law and EU Competition Law at Sports Law Master Program as well as the courses of EU and Customs Union at associate level in Foreign Trade Department at Kadir Has University. Özgöker delivered the courses of Political Sociology, Study of Modern Nationalism, Global Security, US Foreign Policy, Political Parties, Introduction to Political Science and EU Studies at undergraduate level and the courses of Advanced IR Theories, State & Democracy in the Modern World, Advanced Diplomatic History, and Graduation Project at graduate level in Girne American University. He has been currently instructing the courses of Theories of International Relations, Comparative Political Ideologies, International Current Issues, Political Parties, Identity Politics, State and Society 2 in Europe, Foreign Policy Analysis, EU Law, European Integration Theories, EU, Turkey – EU Relations, International Trade and Organizations, International Trade Law, Turkish Political Life and Comparative Politics at undergraduate level in English International Relations, Turkish International Relations and Internal Trade and Finance departments at Istanbul Arel University. He has also been lecturing the graduate courses of International Relations Theories, International Current Issues and European Studies in the International Relations Master Program at Istanbul Arel University along with the graduate courses of Comparative Political Systems and Administrative Harmonization to the EU in the Public Administration and Political Science Master Program at Istanbul Arel University. Furthermore, he instructs the courses of International Organizations, European Security Issues, Globalization, UN, EU, Turkey – EU Relations and NATO at National Defense University within the framework of the staff officer training program in Air Force Academy, Naval Academy and Military Academy (Former Armed Forces Academy, Naval War Academy, Air War Academy, Army War Academy general staff corps training program in Strategic Research Institute under the Turkish War Colleges Command). Özgöker also teaches courses of Military Strategy and International Security and Introduction to International Relations in the Department of Military and Social Sciences at Air Force War College Command and delivers a lecture on European Identity and Culture in EU Master Program at Social Sciences Institute of Istanbul University. Özgöker served as Project Partner in “Istanbul Chamber of Industry- EU School” project financed by the EU and carried out by a consortium of Polish Chamber of Commerce, Hungarian Chamber of Commerce and Industry, Kadir Has University and Economic Development Foundation under the aegis of Istanbul Chamber of Industry and lectured a course on EU Institutions and Competition and State Aids. He also worked as International Trade and International Relations Advisor in 2006 in the project of “Modernization of Customs Services of Azerbaijan” financed by the EU and implemented by the United Nations Development Programme (UNDP). Özgöker was awarded with the NATO Corporate Research Fellowship (Brussels) in 1989, with the Western European Union Security Studies Institute Research Fellowship (Paris) in 1996 and with the EU Jean Monnet Research Fellowship (London) in 1999. Özgöker has been actively undertaking various responsibilities in several civil society organizations. He served as Chairman of Turkey-Northern Cyprus Chamber of Commerce, Chairman of Yeşilköy Rotary Club 2009-2010, Deputy Governor of 2420th District of Rotary and Chairman of EU and Professional Services Main Committee.
