    A RELATIONAL GEOGRAPHY OF HERITAGE IN POST-1997 HONG KONG by Lachlan Barber B.A., The University of King’s College, 2004 M.A., The University of British Columbia, 2006 A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY in THE FACULTY OF GRADUATE AND POSTDOCTORAL STUDIES (Geography) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) July 2014 © Lachlan Barber, 2014 Abstract The central question of this dissertation is: what can Hong Kong teach us about the geography of heritage? The study considers the discursive transformation of cultural heritage as a feature of Hong Kong’s transition since the 1997 retrocession to Chinese sovereignty. Specifically, it traces the contradictory growth of interest in heritage as an urban amenity on the part of the government, and its simultaneous framing as a socio-political critique of neoliberal governance on the part of actors in civil society. The study analyses these dynamics from a perspective attentive to the relationships – forged through various forms of mobility and comparison – between Hong Kong and other places including mainland China, Great Britain, and urban competitors. The project relies on data gathered through English-language research conducted over a period of two and a half years. Sixty in-depth interviews were carried out with experts, activists, professionals and politicians in Hong Kong. Extensive surveys of government documents, the print and online media, and archival materials were undertaken. Other methods employed include site visits and participant observation. The methodology was oriented around the analysis of processes of heritage policy and contestation over a number of sites in Central, Hong Kong and surrounding districts where contradictory visions of the meaning of heritage have played out materially.

Hong Kong has endured a prolonged identity crisis in recent years, as it struggles to reconcile conflicts between its transnational worldview and the cultural identity, or Chineseness, of its majority population. A growing wave of nostalgia for the colonial era has frustrated Beijing’s efforts to win the hearts and minds of Hongkongers. This essay analyzes how Hong Kong’s distinctive local character is reflected in several socio-cultural arenas: the heritage industry, filmmaking, efforts to preserve historic structures and intangible heritage, public education, and tourism. With reunification on the horizon, Hongkongers want to assert an independent cultural identity but still seem to exist at the “intersection of different spaces”. Older generations of Hong Kong people may still remember the reliance on ferry to get to Mui Wo, Tung Chung, Sha Lo Wan and Tai O before the completion of bridges and expressways to the Chek Lap Kok Airport. Mui Wo was the then main gateway to Lantau, busy and crowded during holidays. Places in south Lantau, including Pui O, Cheung Sha and Tong Fuk, were also popular attractions, and the Po Lin Monastery in Ngong Ping always attracted a huge crowd. The selection of Chek Lap Kok as the site for the airport was an epoch-making decision, and the subsequent implementation of the Airport Core Programme in north Lantau in the early 1990s was a watershed in the evolution of Lantau.

CULTURAL HERITAGE 8.1 Introduction Tai O is recognised as being historically associated with salt production, one of the earliest “industrial” activities recorded in Hong Kong. The most evident features of these early activities in the Study Area are the man-made bunds, which define the salt fields in which the proposed mangrove planting habitat is to be created. This chapter describes the history of salt production in Hong Kong and in Tai O and presents an evaluation of the cultural heritage of the Study Area. Thereafter, the potential impacts of the proposed sheltered boat anchorage construction and operation is presented, and mitigation measures proposed. 8.2 Legislation and Applicable Standards 8.2.1 Environmental Impact Assessment Ordinance The EIA Ordinance stipulates that consideration must be given to issues associated with cultural heritage and archaeology as part of the EIA process. Annexes 10 and 19 of the EIA TM outline criteria for evaluating the impacts on sites of cultural heritage and guidelines for impact assessment, respectively. The EIA TM identifies a general presumption in favour of the protection and conservation of all sites of cultural heritage and requires impacts upon sites of cultural heritage to be ‘kept to the absolute minimum’. There is no quantitative standard for determining the relative importance of sites of cultural heritage, but in general sites of unique, archaeological, historical or architectural value should be considered as highly significant. 8.2.2 Antiquities and Monuments Ordinance The principal legislation relevant to cultural heritage and archaeological issues is the Antiquities and Monuments Ordinance (Cap 53).

    INFORMATION NOTE. 3 REVIEW OF ENVIRONMENTAL BASELINE CONDITIONS BACKGROUND 1. As mentioned in the Inception Report of the HK2030 Study, we will establish and update the environmental baseline conditions of Hong Kong by making use of currently available information. We have made use of the Study on Sustainable Development for the 21st Century (SUSDEV 21 Study)'s environmental baseline database for this purpose which provides the most comprehensive account of the characteristics and trends in the baseline environment of Hong Kong from the territory-wide, strategic and sustainability perspectives. 2. On the basis of the latest available data/information and the consultation with relevant bureaux/departments, a broad update of the environmental baseline conditions is provided in the following paragraphs. We will continue to update the baseline conditions upon the availability of findings of relevant studies, such as Study on Landscape Value Mapping of Hong Kong (to be commissioned by PlanD this year). 3. This paper covers the work completed so far on the on-going task of baseline information updating. ENVIRONMENTAL BASELINE CONDITIONS Natural Resources Capital Stock Land Supply 4. Hong Kong has a total land area of about 1,099 km2. SOKO ISLANDS LANDFILL 9.1 Basic Information Project Title 9.1.1 Soko Islands Landfill Site, (SIL) – marine site M.4. Nature of Project 9.1.2 The Project would form a new marine based waste disposal site adjacent to the Soko Islands, (Figure 9.1). 9.1.3 The SIL would require construction of an artificial island of approximately 475ha. The site would be designated as a public filling area for the receipt of inert C&D material; once the reclamation is completed, the site would be developed as a landfill for subsequent operation for the disposal of waste. 9.1.4 Construction works would be as described in Part A, Section 3.2. In addition works for SIL would include: - Dredging of 8Mcum of underlying muds for seawall construction. Location and Scale of Project 9.1.5 The SIL is situated 1.5km to the west of the Soko Islands and about 3km south of the Shek Pik Reservoir on Lantau Island. Seabed levels in this area vary from 5 to 20m below Chart Datum, (the deeper waters coincide with an area previously dredged as part of the West Soko’s Marine Borrow Area). This site is bound by the SAR boundary to the south and west, a major shipping channel to the north and the proposed Soko Islands Marine Park to the east. 9.1.6 The SIL would cover an area of 475ha to an elevation of +6 mPD.
