CHAN Hong Kong Baptist University, Hong Kong S.A.R., China Abstract: Icons, which take the form of images, artifacts, landmarks, or fictional figures, represent mounds of meaning stuck in the collective unconsciousness of different communities. Icons are shortcuts to values, identity or feelings that their users collectively share and treasure. Through the concrete identification and analysis of icons of post-war Hong Kong, this paper attempts to highlight not only Hong Kong people’s changing collective needs and mental or material hunger, but also their continuous search for identity. Introduction: Telling Hong Kong’s Story through Icons It seems easy to tell the story of post-war Hong Kong. If merely delineating the sky-high synopsis of the city, the ups and downs, high highs and low lows are at once evidently remarkable: a collective struggle for survival in the post-war years, tremendous social instability in the 1960s, industrial take-off in the 1970s, a growth in economic confidence and cultural arrogance in the 1980s and a rich cultural upheaval in search of locality before the handover. The early 21st century might as well sum up the development of Hong Kong, whose history is long yet surprisingly short- propelled by capitalism, gnawing away at globalization and living off its elastic schizophrenia. -

Cross-boundary Transport Hub at Siu Ho Wan Background Siu Ho Wan is strategically located close to the North Lantau Highway Connection (NLHC) of the Hong Kong-Zhuhai-Macao Bridge (HZMB) and has the potential to serve as a transport interchange for cross-boundary traffic. A possible location of the cross-boundary transport hub is at MTR Siu Ho Wan Depot. The depot occupies 30 ha of land, with flexibility built into the design for retrofitting development above the depot. MTR access to Siu Ho Wan on the Tung Chung Line could be provided by the construction of an additional station, subject to Government’s approval for the station and authorization under the relevant Ordinance. The cross-boundary transport hub has the potential to be a major transport interchange, providing park-and-ride facilities, a MTR station and a public transport interchange. -

立法會 Legislative Council LC Paper No. CB(2)1419/15-16(04) Ref : CB2/PL/FE Panel on Food Safety and Environmental Hygiene Background brief prepared by the Legislative Council Secretariat for the meeting on 10 May 2016 Promotion of green burial Purpose This paper provides background information on green burial services provided by the Food and Environmental Hygiene Department ("FEHD") and summarizes major concerns of members of the Panel on Food Safety and Environmental Hygiene ("the Panel") on the subject. Background 2. The Government's columbarium policy is underpinned by a three-pronged strategy which included enhancing the supply of public niches, regulating private columbaria and promoting green burial. According to the Administration, green burials, which include scattering human ashes in Gardens of Remembrance ("GoRs") or at sea and paying tribute to the deceased through the Internet Memorial Service ("IMS") website launched by FEHD, provide a more sustainable and environmentally friendly way for the disposal of ashes. Gardens of Remembrance 3. There are currently 11 GoRs in operation under the management of FEHD. These GoRs are located in the eight public columbaria in Cape Collinson, Diamond Hill, Wo Hop Shek, Fu Shan, Kwai Chung, Cheung Chau, Peng Chau and Lamma Island. Dedicated walls are erected in GoRs for mounting plaques in memory of the deceased. Memorial rituals may be performed before scattering cremains. The public can choose to have the ashes of the deceased scattered by themselves or by FEHD staff. In addition, there are two GoRs, - 2 - one in the Junk Bay Chinese Permanent Cemetery managed by the Board of Management of Chinese Permanent Cemeteries and the other in the Pokfulam Chinese Christian Cemetery managed by the Hong Kong Chinese Christian Churches Union. -

In its early years as a Crown Colony, it suffered from corruption and racial segregation but grew rapidly as a free port that supported trade with China. It took about two decades before Hong Kong established a genuinely independent judiciary and introduced the Cadet Scheme to select and train senior officials, which dramatically improved the quality of governance. Until the Pacific War (1941–1945), the colonial government focused its attention and resources on the small expatriate community and largely left the overwhelming majority of the population, the Chinese community, to manage themselves, through voluntary organizations such as the Tung Wah Group of Hospitals. The 1940s was a watershed decade in Hong Kong’s history. The fall of Hong Kong and other European colonies to the Japanese at the start of the Pacific War shattered the myth of the superiority of white men and the invincibility of the British Empire. When the war ended the British realized that they could not restore the status quo ante. They thus put an end to racial segregation, removed the glass ceiling that prevented a Chinese person from becoming a Cadet or Administrative Officer or rising to become the Senior Member of the Legislative or the Executive Council, and looked into the possibility of introducing municipal self-government. -

The restricted zones are specified in the Eighteenth Schedule to the Shipping and Port Control Regulations. INTRODUCTION 1.1. There are sixteen confirmed cetacean species in Hong Kong waters (Jefferson & Hung, 2007) and in March 2009, a Humpback whale was also reported in Hong Kong, which increased the number of recorded species to 17. There have also been two unconfirmed additional species, both baleen whales, in Hong Kong waters. 1.2. Although other cetaceans, including the Bottlenose Dolphin and False Killer Whale, have been previously noted in Hong Kong waters, these sightings are likely to be transient or extralimital records and only two species of cetaceans, the Chinese White Dolphin (CWD) or Indo-Pacific Humpback Dolphin ( Sousa chinensis ) and the Indo-Pacific Finless Porpoise ( Neophocaena phocaenoides ) are resident. 1.3. There appears to be only a limited overlap in the distribution of the CWD and Finless Porpoise in local Hong Kong waters, as the CWD tends to be predominantly distributed in the western waters, whereas the Finless Porpoise is usually recorded in areas further to the south and east of Hong Kong. The southwestern coast of Lantau around Fan Lau and the Soko Islands represent the only areas in Hong Kong where both species are commonly seen (Parsons et al ., 1995; Jefferson, 2000; Jefferson et al ., 2002). 1.4. As such, only the CWD has been consistently reported within the proposed study area of the extension of the existing Hong Kong International Airport (HKIA) and the third runway (3RS Project), comprising the area from Tuen Mun to the southwest of the existing airport platform. -

These issues manifested in Hong Kong films of the time in the form of film characters’ language ideologies. An analysis of six films reveals three themes: (1) the assumption of mutual intelligibility between Cantonese and Putonghua, (2) the importance of English towards one’s Hong Kong identity, and (3) the expectation that Mainland immigrants use Cantonese as their primary language of communication in Hong Kong. The recurrence of these findings indicates their prevalence amongst native Hongkongers, even in a post-handover context. 1 Introduction The handover of Hong Kong to the People’s Republic of China (PRC) in 1997 marked the end of 155 years of British colonial rule. Within this socio-political landscape came questions of identification and intergroup relations, both amongst native Hongkongers and Mainland Chinese (Tong et al. 1999, Brewer 1999). These manifest in the attitudes and ideologies that native Hongkongers have towards the three most widely used languages in Hong Kong: Cantonese, English, and Putonghua (a standard variety of Mandarin promoted in Mainland China by the Government). -

WANG_2.9.21 2/10/2021 1:03 PM HONG KONG’S CIVIL DISOBEDIENCE UNDER CHINA’S AUTHORITARIANISM Shucheng Wang∗ ABSTRACT Acts of civil disobedience have significantly impacted Hong Kong’s liberal constitutional order, existing as it does under China’s authoritarian governance. Existing theories of civil disobedience have primarily paid attention to the situations of liberal democracies but find it difficult to explain the unique case of the semi-democracy of Hong Kong. Based on a descriptive analysis of the practice of civil disobedience in Hong Kong, taking the Occupy Central Movement (OCM) of 2014 and the Anti-Extradition Law Amendment Bill (Anti-ELAB) movement of 2019 as examples, this Article explores the extent to which and how civil disobedience can be justified in Hong Kong’s rule of law- based order under China’s authoritarian system, and further aims to develop a conditional theory of civil disobedience for Hong Kong that goes beyond traditional liberal accounts.
