Cross-boundary Transport Hub at Siu Ho Wan Background Siu Ho Wan is strategically located close to the North Lantau Highway Connection (NLHC) of the Hong Kong-Zhuhai-Macao Bridge (HZMB) and has the potential to serve as a transport interchange for cross-boundary traffic. A possible location of the cross-boundary transport hub is at MTR Siu Ho Wan Depot. The depot occupies 30 ha of land, with flexibility built into the design for retrofitting development above the depot. MTR access to Siu Ho Wan on the Tung Chung Line could be provided by the construction of an additional station, subject to Government’s approval for the station and authorization under the relevant Ordinance. The cross-boundary transport hub has the potential to be a major transport interchange, providing park-and-ride facilities, a MTR station and a public transport interchange. -

a tale of two cities CAMERON DUECK EXPLORED BEYOND THE BEATEN TRACK AROUND THE WATERS OF HIS HOMETOWN, HONG KONG Baona/Getty The old and the new: a traditional junk crosses the glassy waters of Hong Kong Harbour 52 53 ‘Hong Kong is so much more than just a glittering metropolis’ We had just dropped the anchor in a small bay, and I was standing on the deck of our Hallberg-Rassy, surveying the turquoise water and shore that rose steep and green around us. At one end of the bay stood a ramshackle cluster of old British military buildings and an abandoned pearl farm, now covered in vines that were reclaiming the land, while through the mouth of the bay I could see a few high- prowed fishing boats working the South China Sea. I felt drunk with the thrill of new discovery, even though we were in our home waters. I was surprised that I’d never seen this gem of a spot before, and it made me wonder what else I’d find. Hong Kong has been my home for nearly 15 years, during which I’ve hiked from its lush valleys to the tops of its mountain peaks and paddled miles of its rocky shoreline in a sea kayak. I pride myself in having seen Lui/EyeEm/Getty Siu Kwan many of the far-flung corners of this territory. The little-known beauty of Hong Kong’s Sai Kung district I’ve also been an active weekend sailor, crewing on racing yachts and sailing out of every local club. -

LegCo Members meet with members of Kwai Tsing and Wong Tai Sin District Councils (with photos) The following is issued on behalf of the Legislative Council Secretariat: Members of the Legislative Council (LegCo) held separate meetings today (March 22) with members of the Kwai Tsing District Council (DC) and the Wong Tai Sin DC respectively at the LegCo Complex to discuss and exchange views on matters of mutual interest. During the meeting with the Kwai Tsing DC, LegCo Members discussed and exchanged views with DC members on the requests for constructing lift and footbridge facilities in Kwai Tsing District; the proposal for the Housing Department to install dog latrines in all housing estates in Hong Kong; the concerns about the use of Besser blocks for surfacing pavements; tackling the problem of shortage of parking spaces; and the enhancement of the follow-up work by the Department of Health with regard to the Colorectal Cancer Screening Programme. The meeting was convened by Dr Junius Ho and attended by Mr Abraham Shek, Ms Starry Lee, Mr Chan Han-pan, Ms Alice Mak, Dr Lo Wai- kwok, Mr Andrew Wan, Mr Chu Hoi-dick, Mr Holden Chow, Mr Shiu Ka-chun, Dr Pierre Chan, Mr Lau Kwok-fan, Dr Cheng Chung-tai and Mr Tony Tse. As for the meeting with the Wong Tai Sin DC, LegCo Members discussed and exchanged views with DC members on the request for the Government to engage independent third parties to review the workmanship of the canopy structures of buildings in Chuk Yuen (North) Estate; the retrofitting of barrier-free access facilities in Chuk Yuen (North) Estate; the retrofitting of lifts at the footbridge connecting Choi Fai Estate and Choi Wan (II) Estate; the redevelopment of Choi Hung Road Market to provide other community facilities; the provision of a dental clinic with general public sessions in Wong Tai Sin District; and the redevelopment of the Ngau Chi Wan Village Squatter Area. -

Expansion of Hong Kong International Airport into a Three-Runway System Environmental Impact Assessment Report Appendix 13.2 Population Biology of the Hong Kong/Pearl River Estuary Population of the Chinese White Dolphin ( Sousa chinensis ): Literature Review 1. INTRODUCTION 1.1. There are sixteen confirmed cetacean species in Hong Kong waters (Jefferson & Hung, 2007) and in March 2009, a Humpback whale was also reported in Hong Kong, which increased the number of recorded species to 17. There have also been two unconfirmed additional species, both baleen whales, in Hong Kong waters. 1.2. Although other cetaceans, including the Bottlenose Dolphin and False Killer Whale, have been previously noted in Hong Kong waters, these sightings are likely to be transient or extralimital records and only two species of cetaceans, the Chinese White Dolphin (CWD) or Indo-Pacific Humpback Dolphin ( Sousa chinensis ) and the Indo-Pacific Finless Porpoise ( Neophocaena phocaenoides ) are resident. 1.3. There appears to be only a limited overlap in the distribution of the CWD and Finless Porpoise in local Hong Kong waters, as the CWD tends to be predominantly distributed in the western waters, whereas the Finless Porpoise is usually recorded in areas further to the south and east of Hong Kong. The southwestern coast of Lantau around Fan Lau and the Soko Islands represent the only areas in Hong Kong where both species are commonly seen (Parsons et al ., 1995; Jefferson, 2000; Jefferson et al ., 2002). 1.4. As such, only the CWD has been consistently reported within the proposed study area of the extension of the existing Hong Kong International Airport (HKIA) and the third runway (3RS Project), comprising the area from Tuen Mun to the southwest of the existing airport platform. -

CB(1)1429/08-09(01) Hon Cheung Hok-ming, SBS, JP Chairman Panel on Transport Legislative Council Legislative Council Building 8 Jackson Road, Central Hong Kong Dear Mr. Cheung, Hong Kong-Zhuhai-Macau Bridge (‘HZMB’) and public opposition to the Hong Kong Link Road (‘HKLR’) route The purpose of this letter is to urgently bring to the attention of the Panel on Transport the extent of public opposition to the proposed route of the HKLR of the HZMB after the bridge ‘lands’ in Hong Kong territory. Tung Chung Sustainable Development and other local organisations working to promote sustainable development have voiced concerns to the Highways Department regarding the impact of the proposed HKLR route and made counter proposals for a viable alternative. We request the Legislative Council Panel on Transport to urgently review the counter proposal and take account of the public opposition to the road route proposed by the Highways Department. Details of the negative impact of the HD / Arup proposed route for the HKLR for the HZMB are in the attached documents. Most importantly, the proposed route will have a huge negative impact on the health of local residents because of the proximity of vehicle emissions from a major highway. As management professionals we favour sustainable development and do not appose the construction of the HZMB, but we do object to the proposed route. We urge you to table the details of the no pollution solution to the Panel on Transport during your meeting on Friday 24th April. Literature Review
Annex 9A Ecology – Literature Review LITERATURE REVIEW INTRODUCTION A literature review was conducted to review the baseline ecological characters of the Assessment Area, identify habitat resources and species of potential conservation importance, and identify information gaps to determine whether field surveys are required to provide sufficient information for the Ecological Impact Assessment. This Annex presents the findings of this literature review. LEGISLATIVE REQUIREMENTS AND EVALUATION CRITERIA 9A.1.2.1 Marine Parks Ordinance (Cap. 476) and its Subsidiary Legislation The Marine Parks Ordinance (Cap. 476) provides for the designation, control and management of marine parks and marine reserves. It also stipulates the Director of Agriculture, Fisheries and Conservation as the Country and Marine Parks Authority which is advised by the Country and Marine Parks Board. The Marine Parks and Marine Reserves Regulation was enacted in July 1996 to provide for the prohibition and control of certain activities in marine parks or marine reserves. 9A.1.2.2 Wild Animals Protection Ordinance (Cap. 170) Under the Wild Animals Protection Ordinance (Cap. 170), designated wild animals are protected from being hunted, whilst their nests and eggs are protected from destruction and removal. All birds and most mammals including all cetaceans are protected under this Ordinance, as well as certain reptiles (including all sea turtles), amphibians and invertebrates. The Second Schedule of the Ordinance that lists all the animals protected was last revised in June 1997. 9A.1.2.3 Protection of Endangered Species of Animals and Plants Ordinance (Cap. 586) The Protection of Endangered Species of Animals and Plants Ordinance (Cap. 586) was enacted to align Hong Kong’s control regime with the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
