polak Airport Modelling: Capacity Analysis of Schiphol Airport in 2015 by ir. F.R. Polak National Aerospace Laboratory NLR Amsterdam, The Netherlands Abstract The NLR has recently conducted a study into the expected airport capacity of Amsterdam Airport Schiphol in 2015 in The Netherlands. The primary objective of the study was to investigate whether the capacity of the airport and the expected demand would balance in the year 2015 and if not, which measures should be necessarily taken to accomplish this. The study has been performed using the fast time simulation model TAAM (Total Airspace and Airport Modeller). TAAM is a very easy to operate model, so the study was completed in a relative short time. First results of the study showed excessive delays (on average more than one hour), resulting from a complete mismatch of capacity and demand. Then 5 different measures to reduce the observed delays were investigated. One of them was to use more runways at the same time. It is evident that this leads to a significant reduction of delays. Other less trivial measures proved also to be able to produce significant reductions of delays. Amongst them were intersection take−off’s and segmentation of arrivals based on wake turbulence category. During the seminar more details of the study and a detailed specification of the simulated capacity enhancing measures will be presented (see the accompanying viewgraphs). Also some preliminary results of a follow−up study will be indicated. This follow−up study comprised the comparison of four different possible extensions of the layout of Schiphol Airport in relation to two different developments of the airline schedules (traffic distribution). -

Expenditure and Claims Relating to the Airport Core Programme Projects
For information Legislative Council Panel on Planning, Lands and Works Expenditure and claims relating to the Airport Core Programme projects Purpose This paper is to inform Members of the present position on the expenditure of the Airport Core Programme (ACP) projects and settlement of claims against ACP construction contracts. ACP expenditures 2. The Finance Committee had up to 15 June 2001 approved a total of $49,527 million for government ACP projects on a net basis. The expenditure is $47,562 million or 96% of the approved total. A summary of the expenditure situation is shown in Table 1. 3. The Finance Committee has approved an equity commitment of $36,648 million for the new airport. As at 15 June 2001, the Airport Authority (AA) had expended $49,040 million. Expenditure in excess of the approved equity commitment is funded by the AA’s borrowing programme. 4. The Finance Committee has approved an equity commitment of $23,700 million for the Mass Transit Railway Corporation (MTRC) (now MTR Corporation Limited) to construct the Airport Railway. As at 15 June 2001, the MTRC had expended $34,563 million. Expenditure in excess of the approved equity commitment is funded by the MTRC’s borrowing programme. Claims against ACP construction contracts 5. The government, the AA and the MTRC have received a total of 26 948 claims against ACP construction contracts. Of these, 24 694 claims at a cost of $9,860 million had been resolved against an original claim amount of $31,335 million. For the 2 254 unresolved claims, the estimated contingent liability is $596 million against a claim amount of $3,614 million. -

At present, construction of all major projects is either at the last stage or in completion. Tung Chung New Town, one of the Airport Core Programme (ACP), has been initially set up for housing 216,000 people by 2006 and providing living area for servicing staff of the new airport. Based on the case study on the development of Tung Chung New Town, this paper illustrates the relationship between transport system and land use development. In the paper, referring to many survey data and research results, the development of Tung Chung New Town is shown to be essential due to the relocation of the Hong Kong Airport. On the other hand, comparing with other new towns in Hong Kong, Tung Chung New Town is provided with better transport system links that minimize the travel time and improve the comfort and accessibility to other parts of the territory. This makes Tung Chung New Town a more attractive new town for people to reside. 1 Introduction In the past twenty years, the Hong Kong International Airport at Kai Tak has commenced a series of improvement to cater for the continuous growth in passengers and cargo. -

Written evidence from the Rail Delivery Group (ROR 01) 1. This is the response of the Rail Delivery Group (RDG) to the Transport Select Committee’s call for evidence on the reform of the railways. 2. The RDG welcomes the Government’s support for the RDG contained in the Command Paper ‘Reforming our Railways: Putting the Customer First’, which was published today. The Paper calls on the Rail Delivery Group to provide leadership to the industry and to respond to the Government’s strategic challenges. The Command Paper lays out the Government’s vision for an expanding and efficient railway that meets the needs of passengers, freight users and taxpayers. The Government sees the Rail Delivery Group leading the industry in driving up efficiency and demand for the railway. This is a challenge that the Group accepts. 3. The Command Paper calls on the Rail Delivery Group to lead the rail industry in working together to deliver a more efficient, more affordable railway. The Rail Delivery Group is pleased that the Government has recognised that the Group is taking and shaping the industry’s agenda for a sustained programme of improved management and running of the rail network. 4. The Command Paper lists the six priority areas being addressed by the Group • Asset, programme and supply chain management; • Contractual and regulatory reform; • Technology, innovation and working practices; • Train utilisation; • A whole-system approach; and • Industry planning 5. The Rail Delivery Group was created to unlock efficiencies that will improve Britain’s railways. In its first nine months the Group has identified opportunities for a range of savings, for example in asset management through earlier involvement of the operators in planning work on the network.
