Evidencija 7. A r hi v a o bra z I 0 Z e nj e 1- PRAVNIOSNOV: Pravni osnov za donosenje ovog zakljucka sadrzan je u cl. 22. i 24 .. stay 4. Zakona 0 Vladi Kantona Sarajevo ("Sluzbene novine Kantona Sarajevo", br. 24/03- Precisceni tekst i 38113) kojim je utvrdeno da Vlada Kantona Sarajevo u okviru svojih nadleznosti utvrdenih Ustavom Kantona Sarajevo donosi uredbe, odluke, Ijesenja i zakljucke i clanu 27. Zakona 0 ustanovama ("Sluzbeni list RBiH", br. 6/92, 8/93 i 13/94). II - RAZLOZI ZA DONOSENJE: Odredbom <Slana 27. Zakona 0 ustanovama ("Sluzbeni list RBiH", br. 6/92, 8/93 i 13/94) propisane su izmedu ostalih obaveze organa upravljanja Javne ustanove u smislu podnosenja osnivacu najmanje jedanput godisnje izvjestaja 0 poslovanju ustanove, te odnosa navedenog organa sa osnivacem. Godisnji izvjestaj 0 radu i finansijskom poslovanju Javne ustanove sastoji se od: - Izvjestaja 0 radu direktora; - Izvjestaja 0 radu Upravnog odbora - Izvjestaja 0 radu Nadzomog odbora - Izvjestaja 0 finansijskom poslovanju sa Misljenjem Ministarstva kulture i sporta. JU "Bosanski kultumi centar, Sarajevo" je shodno vaze6im propisima i Odlukom 0 metodologiji izrade i donosenja Programa rada i izvjestaja 0 radu V]ade Kantona Sarajevo i kantonalnih organa ("Sluzbene novine Kantona Sarajevo", broj 29/12) sacinila Izvjestaj 0 radu i finansijskom poslovanju za 2013. godinu koji je usvojio Upravni odbor svojom Odlukom, te se isti shodno naprijed citiranom clanu Zakona 0 ustanovama dostavlja Vladi Kantona Sarajevo na dalju proceduru. Alineja 1. i taC.XII i XIII Odluke 0 metodologiji izrade i donosenja programa rada i izvjestaja 0 radu Vlade Kantona Sarajevo i kantonalnih organa ("SluZbene novine Kantona Sarajevo", broj 29/12) i BudZeta KS za 2013. godinu ("SluZbene novine Kantona Sarajevo, broj 13113), Ministarstvu kulture i sporta KS dostavlja se Prijedlog Izvjestaja 0 radu Javne ustanove BKC Sarajevo za 2013. godinu sa financijskim poslovanjem i svim potrebnim prilozima. Odredbama taCke XIII. Odluke 0 metodologiji izrade i donoSenja Programa rada i Izvjestaja o radu Vlade Kantona Sarajevo i kantonalnih organa ("SIu.zbene novine Kantona Sarajevo", broj 29/12), Prijedlog Izvjestaja 0 radu i financijskom poslovanju Javne ustanove "Bosanski kultumi centar" Sarajevo za 2013. godinu, izmedu ostalog, se sastoji od: a) Izvjestaja 0 radu direktora; b) Izvjestaja 0 radu upravnog odbora; c) Izvjestaja 0 radu nadzornog odbora; d) Izvjestaja 0 radu umjetnickog savjeta iIi drugog strucnog organa; e) Izvjestaja 0 financijskom poslovanju; Prijedlog Izvjestaja 0 radu i financijskom poslovanju Javne ustanove ,,Bosanski kultumi centar" Sarajevo za 2013. godinu, koji je u cijelosti prihvacen na VI sjednici NO JU BKC Sarajevo, odrZanoj 14.3.2014. godine, sastavni je dio ove odluke i bit ce dostavljen Ministarstvu kulture i sporta KS. ABOUT HDU Croatian Phonographic Association (HDU) is a voluntary, non-partisan, non-profit, non-governmental organization which, in accordance with the law, promotes the interests of record labels - phonogram producers, as well as the interests of the Croatian record industry in general. Croatian Phonographic Association was established on 14 June 1995 and was originally founded as an association of individuals dealing with discography and related activities, since at that time this was the only form of association possible under the Law on Associations. Work and affirmation of HDU has manifested mainly in active participation in the implementation of Porin Awards, as well as in various other actions.     Music as a weapon of ethnopolitical violence and conflict: processes of ethnic separation during and after the break-up of Yugoslavia1 Catherine Baker Abstract: Using illustrations from the Yugoslav wars of the 1990s and their aftermath, this paper argues that understanding popular music and public discourses about it can help to understand the dynamics of ethnopolitical conflict. Studies of war and conflict have approached music as political communication, as an object of securitization, as a means of violence, and as a symbol of ethnic difference, while international law in the context of another case of collective violence, Rwanda, has even begun to question whether performing or broadcasting certain music could constitute incitement to genocide. Drawing on post- structuralist perspectives on the media and ethnicization in conflicts, this paper explores and interrogates the discourse of popular music as a weapon of war that was in use during and after the violent break-up of Yugoslavia. Music during the Yugoslav wars was used as a tool of humiliation and violence in prison camps, was used to provoke fear of the ethnic Other in line with a strategy of ethnic cleansing and was conceptualized as a morale asset for the troops of one’s own side. A discourse of music as a weapon of war was also in use and persisted after the war, when its referent was shifted to associate music-as-a-weapon not to the brave and defiant in-group so much as the aggressive Other. This was then turned against a wider range of signifiers than those who had directly supported the Other’s troops and had the effect of perpetuating ethnic separation and obstructing the re-formation of a (post- )Yugoslav cultural space.

Since the beginning of the war in Croatia (1991-95) when the state media stimulated the production of popular music conveying appropriate narratives of national identity, Croatian popular music has been a site for the articulation of explicit national narratives of identity. The practice has continued into the present day, reflecting political and social change in Croatia (e.g. the growth of the war veterans lobby and protests against the Hague Tribunal).

Catherine Baker University of Hull I Introduction Almost 30 years after the Yugoslav wars began, popular culture travels across post- Yugoslav borders much more vibrantly than outside observers often expect. The continuities, or what seem like continuities, between Yugoslavia’s common cultural space and a post-Yugoslav cultural space which even transcends former front lines frequently seem to be signs of ‘nostalgia’, a complicated set of longings for the Yugoslav past which sociologists of culture have been trying to explain since the 1990s. And yet, apparent continuities on the surface of the so- called ‘Yugosphere’ may be misleading.1 While they depend on legacies, networks, social identities and tastes formed during Yugoslavia or earlier, they have actually been reconstructed in wartime and post-war political contexts, and are always being contested and renegotiated. Examining post- Yugoslav media and culture from today’s perspective, however, suggests two striking things. One is that how far a text, performer or genre can be ‘marked’ or ‘unmarked’ as politicized or ‘nostalgic’ is socially constructed, not predetermined; the other is that today – unlike the 1990s – these apparent continuities are often produced without evoking any remembering of Yugoslavia at all. Meanwhile, enough time has passed since the wars that the wartime past itself can exhibit more political strength than nostalgia for Yugoslavia has ever held. While some scholars have begun questioning whether ‘nostalgia’ is still even useful in understanding post-Yugoslav media and culture,2 this juxtaposition shows that ‘nostalgia’ is still a relevant concept for post- Yugoslav cultural politics today – as long as it points to the active experiences and emotions of remembering, not just to everything which happens within the borders of where Yugoslavia used to be.
