QQ222486 – Trackless Instructions & Evaluation Criteria

1) Provide a trackless train or equal to be used in different park settings for interpretive rides. It will move from park to park for different events or programs. Record the unit price for the item bid in eVA. Attach any necessary documentation with your bid in eVA if your firm is offering an “or equal” item. Failure to attach specifications of the items offered for an “or equal” brand may result in the disqualification of your firm’s bid. The County reserves the right to award the contract by line item or grand total whichever is in the best interest of the County.

2) The bid price shall not be the sole determining factor for the award. The evaluation criteria below shall be the determining factors in the award process:

i. Type of item being offered (i.e.: train as per the specs below an “or equal” train) ii. Delivery time (number days after receipt of order) iii. Price of items (The line item amount as entered in eVA. In the event of an error in the grand total price the unit price shall prevail.) iv. Quality of items being offered. Any items that meet or exceed the minimum requirements of the specifications listed below shall be evaluated accordingly. v. A demonstration of the “or equal” train as bid in eVA may be deemed necessary by the County. The bidders may be requested to provide a location where the “or equal” item being bid is currently set up so that County staff can observe the products in use. If a demo of the “or equal” item bid is deemed necessary then the results of those evaluations shall be a factor in the award process. vi. Any warranty documentation for the items shall be submitted with your bid documentation in eVA.

3) The successful bidder shall be responsible for the delivery, unloading and assembly of the items at the address designated in eVA. Please provide any operating instructions at the time of delivery.

4) The delivery of the item must be no later than Friday March 2, 2018.

5) Any additional options for the items that are above and beyond the warranty (i.e.: any protection options, etc.) shall be included in the bidder’s pricing as applicable. Documentation of the options offered shall be attached with their bid documentation in eVA. Note: THE INCLUSION OF THESE OPTIONS IS ENTIRELY AT THE BIDDER’S DISCRETION. If the options and applicable pricing are not entered as a part of the bid it cannot be added to the purchase order after the award of the contract. Any options listed in the bidder’s documentation and accounted for in the bid price in eVA shall not be considered.

6) THE GRAND TOTAL AMOUNT FOR EACH OF THE BIDS CANNOT EXCEED $100,000. ANY BIDS THAT EXCEED THAT AMOUNT SHALL BE DISQUALIFIED AND NOT BE CONSIDERED FOR AN AWARD.

7) See the trackless train specifications below.

 One engine, three cars, and one caboose. o Frames for cars need to be made of metal. o Cars and engine sides need to be made of plywood, plastic, or fiberglass. o Provide the weight of the cars with two .  Engine o Must be 24 horsepower or more. o Hydrostatic transmission with foot pedal control is preferred. o Must be able to with cars no greater than a speed of 6 mph. o Must have overall height no more than 72”. o Engine will be painted with two different colors (colors will be determined when order is placed) o Must have a headlight. o Must have electric whistle. o Must have cast iron bell. o Must have a PA intercom system and iPod system that can be amplified throughout the entire train.  Passenger cars o Should have a roof. o Should be to seat 4 adults or 6 kids comfortably. o Two axles per car is required. o Must have either 2 inch ball hitches or drop pin hitch. o Must be transportable from park to park on an open flatbed . o Each car shall have speakers for the PA sound system. o Seat belts in the cars are required. o Will be painted different colors – (colors will be determined when order is placed). o All seats shall be padded. o Each car shall have lights. o Each of the cars should be able to be disconnected and/or reconnected by County staff as needed.  Caboose o Should have a roof. o MUST BE BOTH ACCESSIBLE AND ACCOMMODATE ONE WHEELCHAIR AND SHALL BE REVERSIBLE TO EASILY ACCOMMODATE 4 ADULTS OR 6 CHILDREN. o Must be easily transportable from park to park on an open flatbed trailer. o Must have speakers. o Seat belts are required. o All seats shall be padded. o Caboose different color (color will be determined when order is placed).
