(2) Considers that vulnerable people in the community, including people with disability and the elderly are socially isolated because of charges to Newcastle's public transport services. (3) Notes that the community has lost confidence in the Minister for Transport. (4) Condemns the Government and calls on the Premier to intervene and urgently review the Newcastle transport network. (Notice given 14 February 2018—lapses 15 August 2018) 2773 NATIONAL PARKS AND WILDLIFE SERVICE FUNDING MS LIESL TESCH to move— That this House: (1) Considers that in 2008 the NSW National Parks and Wildlife Service (NPWS) was considered one of the top five conservation agencies in the world. (2) Notes that the NPWS budget was cut by $24 million in 2014, and by over $120 million in the past two years. (3) Considers that this has caused the loss of jobs for many highly qualified, experienced professionals. (4) Calls on the Government to restore funding and integrity to the management of the NPWS and reinstate regional jobs. (2) Notes that the Blue Mountains electorate does not have a reverse vending machine. (3) Notes that participating small businesses who offer over-the-counter bottle returns are totally dissatisfied with the mismanaged implementation of the scheme, and are considering withdrawing from the scheme. (4) Condemns the Minister for Environment for the mismanagement of the implementation of the scheme. (2) Notes that 340 of these first home buyers are new residents of postcode 2765, covering Riverstone, Vineyard and Marsden Park. (3) Commends the Government for its progress in making homes more readily available and more affordable, especially for first home buyers. (Notice given 14 February 2018—lapses 15 August 2018) 2777 SOLOMON BELLEAR AM - CONDOLENCES MR DAVID HARRIS to move— That this House: (1) Notes the sad passing of Solomon 'Sol' Bellear AM on 29 November 2017. (2) Notes that Sol Bellear was: a proud Bundjalung man who was a relentless fighter for indigenous rights, the first chairman of the Aboriginal Legal Service, a founding member of the Aboriginal Housing Company, involved in the early days of the Aboriginal Tent Embassy, an Aboriginal delegate to the UN General Assembly, the Deputy Chair of the former Aboriginal and Torres Strait Islander Commission, made a member of the Order of Australia in 1999 for services to Aboriginal health, a skilled rugby league player who played for the South Sydney Rabbitohs in the 1970s and represented the Redfern All Blacks at the first NSW Koori Knockout, and was a Director of the South Sydney Football Club from 2002 to 2006. (3) Extends its condolences to the family and friends of Sol Bellear, including his partner Naomi and children Tamara and Joseph. (2) Considers the poor implementation of this scheme is deterring people from recycling. (3) Condemns the Government for implementing a scheme that is not supported by adequate infrastructure.
