291 291 Zbigniew Taylor * THE CONTRACTION OF THE RAILWAY NETWORK IN POLAND, 1911-2002 Z. Taylor: The contraction of the railway network in Poland, 1911-2002. Geografický časopis, 55, 2003, 4, 6 figs., 34 refs. In a paper consisting of three parts, the first characterizes railway closures in Po- land. Three periods of more extensive closures can be distinguished. The first em- braces the years 1944-1948, when some 38 % of the total railway network was destroyed and then partly divested by the Soviet Red Army troops as war-booty. The second period of withdrawals (1961-1990) relates mainly to narrow-gauge railways and is connected with growing competition from road transport. The third and last period of extensive closures came after 1990 and is exceptional due to its extraordinary scale. The majority of the present closures are linked to the poor economic situation of the Polish rail, and decisions are made on the basis that immediate effects may be gained in the form of a lowering of running costs. This is not a conscious strategy of the state and closures frequently lack any eco- nomic, social or ecological background. The reasons of the present withdrawals are given in the second part of the paper. And finally, in the third part of the pa- per, a typical process of the contemporary railway closure is characterized. Verkehrsverbund: the Evolution and Spread of Fully-Integrated Regional
Verkehrsverbund: The Evolution and Spread of Fully-Integrated Regional Public Transport in Germany, Austria, and Switzerland By Ralph Buehler, John Pucher, and Oliver Dümmler Abstract: Throughout the world, urban areas have been rapidly expanding, exacerbating the problem of many public transport (PT) operators providing service over different governmental jurisdictions. Over the past five decades, Germany, Austria, and Switzerland have successfully implemented regional PT associations (called Verkehrsverbund or VV), which integrate services, fares, and ticketing while coordinating public transport planning, marketing, and customer information throughout metropolitan areas, and in some cases, entire states. A key difference between VVs and other forms of regional PT coordination is the collaboration and mutual consultation of government jurisdictions and PT providers in all decision-making. This article examines the origins of VVs, their spread to 13 German, Austrian, and Swiss metropolitan areas from 1967 to 1990, and their subsequent spread to 58 additional metropolitan areas from 1991 to 2017, now serving 85% of Germany’s and 100% of Austria’s population. The VV model has spread quickly because it is adaptable to the different degrees and types of integration needed in different situations. Most of the article focuses on six case studies of the largest VVs: Hamburg (opened in 1967), Munich (1971), Rhine-Ruhr (1980), Vienna (1984), Zurich (1990), and Berlin-Brandenburg (1999). Since 1990, all six of those VVs have increased the quality and quantity of service, attracted more passengers, and reduced the percentage of costs covered by subsidies. By improving PT throughout metropolitan areas, VVs provide an attractive alternative to the private car, helping to explain why the car mode share of trips has fallen since 1990 in all of the case studies. -

The deportation journey was an integral aspect of the Nazis’ Final Solution and the cause of insufferable torment to Jewish deportees. While on the trains, Jews endured an onslaught of physical and psychological misery. Though most Jews were immediately killed upon arriving at the death camps, a small number were chosen to work, and an even smaller number survived through liberation. The basis of this study comes from the testimonies of those who survived, specifically in regard to their recorded experiences and memories of the deportation journey. This study first provides a brief account of how the Nazi regime moved from methods of emigration and ghettoization to systematic deportation and genocide. Then, the deportation journey will be studied in detail, focusing on three major themes of survivor testimony: the physical conditions, the psychological turmoil, and the chaos of arrival. -

NUREMBERG AND GROUP PROSECUTION* RICHARD ARENSt INTRODUCTION The trial of the Nazi war criminals at Nuremberg for crimes against peace, war crimes and crimes against humanity involved not only the indictment of individual defendants but also the indictment of the major Nazi organizations. 1 An aspect almost completely ignored in the welter of allega- gations concerning the ex post facto basis of the Nuremberg prosecutions2 is that concerning the infliction of collective or group sanctions through adjudication of group criminality. The question touching on the use of such sanctions for the maintenance of public order has become particularly acute in recent years in democratic society faced with the threat of global violence.
