Ref. Ares(2015)2892676 - 09/07/2015 List of substances banned for use in cosmetic products as from 1 December 2010 (updated July 2015) The following substances are classified as CMR substances of category 1A, 1B or 2 under Commission Regulation (EC) No 790/2009 and successive amendments of the Regulation 1272/2008.1 Therefore, these substances are banned for use in cosmetic products as from 1 December 2010 (which is the starting date of application of their classification), in accordance with Article 15 of the Cosmetics Regulation (EC) 1223/2009. Please note that some of the substances classified as CMR substances under Commission Regulation (EC) No 790/2009 and the successive amending regulations had already been regulated in Annex II to the Cosmetics Regulation through previous adaptations to technical progress of the Annexes to the Cosmetics Directive (which had been taken over by the Cosmetics Regulation at the time of its adoption in November 2009). They continue therefore to be listed in this Annex and to be banned for use in cosmetics, and are thus not included in the list below. In addition, some substances classified as CMR substances under Commission Regulation (EC) No 790/2009 and the successive amending regulations are considered to be covered by existing entries in Annex II to the Cosmetics Regulation and are not included in the list below. Chemical name EC No CAS No O-isobutyl-N-ethoxy carbonylthiocarbamate 434-350-4 103122-66-3 chlorpropham (ISO); 202-925-7 101-21-3 isopropyl 3-chlorocarbanilate hydroxylammonium nitrate 236-691-2 13465-08-2 reaction mass of: 4,7-bis(mercaptomethyl)-3,6,9-trithia- 427-050-1 - 1,11-undecanedithiol-; 4,8-bis(mercaptomethyl)-3,6,9-trithia-1,11- undecanedithiol; 5,7-bis(mercaptomethyl)-3,6,9-trithia-1,11- undecanedithiol cobalt acetate 200-755-8 71-48-7 1 This list does not contain the substance Musk Ketone (CAS 81-14-1), even though it has been classified as a CMR 2 substance by Commission Regulation 790/2009. Indeed, Musk Ketone is already listed under Annex III, entry 97 of the Cosmetics Regulation and the data as published in the RAR on Musk Ketone, which was the basis for the official CMR2 classification of the material, was also taken into consideration in the second review of the material by the SCCNFP in 2004, which led to the transfer of the material from a preliminary regulation (Annex III, part 2 of the Cosmetics Directive) to a permanent regulation (Annex III, part 1 of the Cosmetics Directive) in the same year. Therefore, it can be considered that this substance has been subject to "evaluation and approval" of the SCCS and that it remains regulated in Annex III to the Cosmetics Regulation, entry 97. 1 Chemical name EC No CAS No cobalt nitrate 233-402-1 10141-05-6 cobalt carbonate 208-169-4 513-79-1 nickel dichloride 231-743-0 7718-54-9 nickel dinitrate; [1] 236-068-5 [1] 13138-45-9 [1] nitric acid, nickel salt [2] 238-076-4 [2] 14216-75-2 [2] dibutyltin dichloride; 211-670-0 683-18-1 (DBTC) 4,4'-bis(N-carbamoyl-4- 418-770-5 151882-81-4 methylbenzenesulfonamide)diphenylmethane 6-glycidyloxynapht-1-yl oxymethyloxirane 429-960-2 27610-48-6 2-(2-aminoethylamino)ethanol 203-867-5 111-41-1 (AEEA) 1,2-diethoxyethane 211-076-1 629-14-1 (E)-3-[1-[4-[2-(dimethylamino)ethoxy]phenyl]-2- 428-010-4 82413-20-5 phenylbut-1-enyl]phenol 2-butyryl-3-hydroxy-5-thiocyclohexan-3-yl-cyclohex-2- 425-150-8 94723-86-1 en-1-one profoxydim (ISO); - 139001-49-3 2-{(EZ)-1-[(2RS)-2-(4- chlorophenoxy)propoxyimino]butyl}-3-hydroxy-5- (thian-3-yl)cyclohex-2-en-1-one tepraloxydim (ISO); - 149979-41-9 (RS)-(EZ)-2-{1-[(2E)-3-chloroallyloxyimino]propyl}-3- hydroxy-5-perhydropyran-4-ylcyclohex-2-en-1-one 1,2-benzenedicarboxylic acid; 276-158-1 71888-89-6 di-C6-8-branched alkylesters, C7-rich reaction mass of: diester of 4,4'-methylenebis[2-(2- 427-140-9 - hydroxy-5-methylbenzyl)-3,6-dimethylphenol] and 6- diazo-5,6-dihydro-5-oxonaphthalene-1-sulfonic acid (1:2); triester of 4,4'-methylenebis[2-(2-hydroxy-5- methylbenzyl)-3,6-dimethylphenol] and 6-diazo-5,6- dihydro-5-oxonaphthalene-1-sulfonic acid (1:3) diammonium 1-hydroxy-2-(4-(4-carboxyphenylazo)- 422-670-7 - 2,5-dimethoxyphenylazo)-7-amino-3- naphthalenesulfonate 3-oxoandrost-4-ene-17-β-carboxylic acid 414-990-0 302-97-6 (Z)-2-methoxymino-2-[2-(tritylamino)thiazol-4-yl]acetic 431-520-1 64485-90-1 acid 2 Chemical name EC No CAS No reaction mass of: succinic acid; 432-790-1 - monopersuccinic acid; dipersuccinic acid; monomethyl ester of succinic acid; monomethyl ester of persuccinic acid; dimethyl succinate; glutaric acid; monoperglutaric acid; diperglutaric acid; monomethyl ester of glutaric acid; monomethyl ester of perglutaric acid; dimethyl glutarate; adipic acid; monoperadipic acid; diperadipic acid; monomethyl ester of adipic acid; monomethyl ester of peradipic acid; dimethyl adipate; hydrogen peroxide; methanol; water 4-mesyl-2-nitrotoluene 430-550-0 1671-49-4 *chrysoidine; 207-803-7 495-54-5 4-(phenylazo)benzene-1,3-diamine *chrysoidine monohydrochloride; 208-545-8 [1] 532-82-1 [1] 4-phenylazophenylene-1,3-diamine monohydrochloride; 278-290-5 [2] 75660-25-2 [2] [1] 279-116-0 [3] 79234-33-6 [3] chrysoidine monoacetate; 264-409-8 [4] 63681-54-9 [4] 4-(phenylazo)benzene-1,3-diamine monoacetate; [2] 281-549-5 [5] 83968-67-6 [5] chrysoidine acetate; 282-432-1 [6] 84196-22-5 [6] 4-(phenylazo)benzene-1,3-diamine acetate; [3] chrysoidine-p-dodecylbenzenesulfonate; dodecylbenzenesulfonic acid, compound with 4- (phenylazo)benzene-1,3-diamine (1:1); [4] chrysoidine dihydrochloride; 4-(phenylazo)benzene-1,3-diamine dihydrochloride; [5] chrysoidine sulfate; bis[4-(phenylazo)benzene-1,3-diamine] sulfate [6] * chrysoidine C10-14-alkyl derivatives and; 286-946-7 [1] 85407-90-5 [1] benzenesulfonic acid, mono-C10-14-alkyl derivatives, 304-236-8 [2] 94247-67-3 [2] compounds with 4-(phenylazo)-1,3-benzenediamine; [1] chrysoidine compound with dibutylnaphthalene sulfonic acid; dibutylnaphthalenesulfonic acid, compound with 4- (phenylazo)benzene-1,3-diamine (1:1) [2] piperazine; 203-808-3 110-85-0 [liquid] hydroxylamine ...% 232-259-2 7803-49-8 [≤ 55% in aqueous solution] * These substances are prohibited when used as a substance in hair dye products, under entry 1293 of Annex II to Regulation 1223/2009.
