The United Nations Statistical Commission, at its thirteenth' session from 20 April to 7 May 1965, discussed the enumeration of the total quantities produced of specific important commodities and the quantities of specific important materials used, and agreed that international recommendations should be established in this respect. The recommended " lists would include a description of the items as well as a standard unit of measurement. It would be advisable to prepare these recommendations through consultations in regional seminars or working groups. On these bases, the Commission adopted, inter alia, the following resolution: "The Statistical Commission Requests the Secretary-General: (1) To prepare, in consultation with the regional commissions, international recommendations for the establishment of a basic list of selected individual commodities for.which industrial production data should be compiled and of materials for which data on consumption should • be compiled; ..." (Resolution 6 (XIII)). • • 2. In 1962 the ECLA Statistical Division prepared a preliminary list of manufactured products, which was submitted for approval at the tenth session of the Commission at Mar del Plata. At the -end of 1963, a working group of experts' from seven countries of the region convened' under the auspices of the ECLA secretariat, reviewed the list and issued it in revised form as a draft standard list of.manufactured products®^ It comprises 2,800 industrial products with the relevant :group of economic activities and unit of measurement indicated for each onea The products considered to be the most important were grouped together in a minimum list. 3. Broadly speaking, the standard list of manufactured products is an attempt to make the industrial statistics of the Latin American countries more uniform and comparable in terms of physical output. -The list will be a valuable tool for industrial censuses and surveys and the preparation of 1/ Proyecto de Lista Uniforme de Productos Manufacturados (E/CN.12/648/Rev.l), 10 December 1963. /production indexes« ST/ECLA/Confr 2/+/L«. 5 Page 2 production indexesc It will also facilitate direct comparison between each country's production and foreign trade statistics in order to determine commodity balances, investigate possible bottlenecks and analyse the import substitution process* In more general terms, the aim is to obtain information from countries on domestic production of every item of some significance. While not enough for making an input-output matrix, this information will be useful for preparing national accounts based on the flow of goods and services, 4. The classification of products is regarded as an extension of the classification of economic activities. The Standard List is therefore an attempt to enumerate the principal commodities considered primary to each of the industries represented by the three-digit groups in the classification 2/ of all economic activities.—' It is recognized, however, that in some cases, the ISIC groups represent a number of industries that are not always inter-related, and could usefully be subdivided. This was attempted in the list mentioned in paragraph 2, and some countries drew up similar lists at the time of their manufacturing censuses, It is hoped that this experience will serve in the future as a basis for preparing a subdivision of the ISIC groups in accordance with the structure of the manufacturing sector in the La-tin American countries, 5* Pursuant to resolution 6 (XIII) of the Statistical Commission, the present document, which is based on the minimum list of manufactured products mentioned by paragraph 2 and represents the continuation of ECIA's work in this field, is hereby submitted for the consideration of the participants in the Latin American Seminar on Industrial Statistics, The products in question were compared with the results of the manufacturing surveys or censuses published by certain countries of the region,, and a preliminary draft list was circulated to the national statistical offices and international agencies concerned, Some of the comments and suggestions received have been included in this document. 2/ United Nations, International Standard Industrial Classification of All Economic Activities (ISIC)» Statistical Papers, Series M, Nos4, Rev.l. /6. In ST/EC IA/Conf24/L. 5 Page 3 6» In view of the need for. an internationally comparable standard list of manufactured products designed to meet the. requirements of economic development plans and industrialization in the Latin American countries, on the one hand, and the growing demand for comparable industrial production data for the purposes of integration, on the other, the present: minimum list of 543 manufactured products is submitted for the consideratio of the participants in the Seminar, as a first step towards.the preparation of a list of products and raw materials. 7. Although the list covers most of the- major manufactured products and could therefore serve as a basis for the compilation of uniform and comparable data at the regional level, it will naturally have to be adapted for use in specific countries, some of the items being eliminated and others added. These modifications are, in fact, one of the results it is hoped to achieve from the discussions at the Latin American Seminar on Industrial Statistics. 8. In view of the need to establish comparisons between production and foreign trade statistics, mainly in order to facilitate analysis of the import substitution process, the list has been related to the four-digit subgroups of the international trade classification.^ It should be borne in mind, though, that as the SITC subgroups may comprise more than one commodity, the correspondence between the two lists should be regarded as a frame of reference only. On the other, hand, the correspondence has the advantage of making it possible to. use,, the definitions of products contained in the Explanatory Notes to the Brussels Tariff ffcmenclature (BTN) through the SITC-BTN relationship, y United Nations, Standard International Trade Classification.
