Introduction Kerala Institute of Tourism and Travel Studies (KITTS) impart quality education and training in the field of Travel and Tourism. The Institute, established in the year of 1988, caters to the manpower requirements of tourism industry by offering various courses directly benefiting the industry. The institute is an autonomous organization registered under the Travancore-Cochin Literary, Scientific and charitable societies Registration Act 1955 (Act 12 of 1955). KITTS, with its head quarters at the Residency Compound, Thycaud has two sub centres at Ernakulam and Thalasserry. B. Job Description Sealed RETENDERs in prescribed format are invited from reputed travel agents for providing domestic flight tickets for National Responsible Tourism Conference scheduled from 25 Mar – 27 Mar 2017 at Kerala institute of Tourism & Travel Studies, Thiruvananthapuram. The Technical bid and price bid should be given in separate envelopes. The last date for submission of RETENDERs is 21.03.2017at 1400 hours. The technical bid shall be opened on 21-03-2017 at 1415 hrs in the presence of the bidder's representative who choose to be present at the office of the undersigned during the evaluation process. The Price bid shall be opened only for those bidders who satisfy the eligibility criteria mentioned in the RETENDER document at 1515 hrs on 21.03.2017. RETENDER document can only be downloaded from our website www.kittsedu.org. Those who are meeting the eligibility criteria and are interested to provide the services subject to the terms and conditions may furnish their quotes in the prescribed form enclosed herewith and with copies of other required documents indicated in the RETENDER document. Work order will be given within one hour of the opening of the financial bid. C. Eligibility Criteria i) Essential a) Agency must have minimum average Annual Billing (Turnover) of Rupees Fifty lakhs per during the last 3 years . Income tax returns for the last three financial years may be attached with the technical bid. b) The agency must attach copies of Income tax returns of the last three financial years. d) Agency must be registered with Service Tax and has PAN registration a. The Technical Bid in separate envelope should contain the following information /document as per Annexure -1: i. Details of the firm: Name of the Firm, Business address of the firm, Telephone No., Mobile No., E-mail Id. ii. Copies of certificates of Registration of/Incorporation firm, PAN No., Service tax Registration. iii. The Earnest Money of Rs.10,000/- (Rupees Ten Thousand only) through Demand Draft/Pay Order/ Bank Guarantee in the Name of Director, KITTS. iv. The agency must attach copies of Income tax returns of the last three financial years. b. The Earnest Money Deposit (EMD) should be submitted along with the Technical Bid of the Agency. Offer without prescribed earnest money would be rejected out rightly. The EMD would be refunded without interest after award of Contract. c. The agency shall quote preferably with direct flights or with minimum transit time . d. The EMD is liable to be forfeited if (i) information/declaration furnished by the bidder is found to be false, (ii) the successful bidder withdraw/amend its quotation after opening of RETENDERs and/or declines to act on offer made by the Department or fails to furnish performance security as per terms and conditions or fails to provide flight tickets the prescribed time limit. e. The Financial Bids in separate envelope should be strictly as per the format given in the Annexure -11. The rates quoted in the Financial Bids should be both in words and figures inclusive of all currently applicable taxes. Bids with any cutting or overwriting in figures will not be considered, unless corrections are countersigned. The financial bid should be properly signed and sealed. f. Conditional bids shall not be considered and will be outrightly rejected. g. Financial bids only of those firms will be opened, who qualify on the basis of the Technical bid. h. The Technical and Financial bids should be put in two separate envelopes superscripted as ‘TECHNICAL BID’ and ‘FINANCIAL BID’ respectively, and sealed separately. Both these envelopes should be put in a bigger envelope super scribed as ‘RETENDER FOR FLIGHT TICKETS; duly sealed and addressed to the Director, KITTS, Residency, Thycaud, Thiruvananthapuram -14. i. Director KITTS reserves the right to reject all or any of the RETENDER, and decision of KITTS in the matter shall be final/binding. j. The Financial Bids in separate envelope should be strictly as per the format given in the Annexure -11. Narayana* INTRODUCTION India occupies the second place in the production of milk in the world. The strategy adopted to achieve such remarkable growth in milk production has been a replication of the `Anand pattern' of co-operative dairying in other parts of India using the proceeds of European Economic Commission (EEC) dairy surpluses donated to India under the Operation Flood (OF) programme. The Indian dairy co- operative strategy has, however, proved to be fiercely controversial. One of the major criticisms of the strategy has been that too much focus on transforming the production and marketing technology along western lines has led to a situation where the policy 'took care of the dairy animal but not the human beings who own the animal'. Some dairy unions have come forward to set up foundations and trusts to address the development problems of milk producers. The well-known ones are, The Thribhuvandas Foundation' at Anand, Visaka Medical, Educational and Welfare Trust, and Varana Co-operative Society. They mainly focus on health and educational needs of milk producers and employees. These pioneering efforts have inspired other milk unions. The Malabar Regional Co-operative Milk Producers' Union (MRCMPU)2 has recently registered a welfare trust named, Malabar Rural Development Foundation (MRDF). The mission objective of MRDF is to make a sustainable improvement in the quality of life of dairy farmers by undertaking specific interventions. The planning of interventions for the welfare of dairy farmers in the Malabar region by MRDF called for an understanding of them in the larger social context.
