The purpose of the index was to consolidate the available biodiversity-related indicators at the local level, which could then help cities to evaluate and benchmark their biodiversity conservation efforts. The CBI scoring is quantitative in nature. A total of 23 indicators make up the index, measuring a city’s native biodiversity, the ecosystem services provided and biodiversity governance. Scores range between zero to four points for each indicator, with a maximum overall score of 92. The index is meant to allow the city to visualize their progress in conserving biodiversity with every application of the index. The first year is considered the baseline against which cities can then chart their subsequent evolution. According to the Secretariat for the Convention on Biological Diversity (SCBD)1, some of the benefits that cities derived from the application of the index include “a) the process facilitated capacity-building in biodiversity conservation, b) the indicators also function as biodiversity conservation guidelines, and c) assistance in setting priorities for conservation actions and budget allocation through quantitative scoring”. The City Biodiversity Index for Kochi was developed under the Integrated subnational action for biodiversity: Supporting implementation of National Biodiversity Strategy and Action Plans through the mainstreaming of biodiversity objectives across city-regions or INTERACT-Bio project. Funded by the Federal Minister for the Environment, Nature Conservation, and Nuclear Safety, (BMU) through the International Klimate Initiative (IKI), the four-year project is being implemented by ICLEI South Asia in collaboration with the Centre for Heritage, Environment and Development (c-hed) in Kochi. They act as benchmarks to understand human interaction with the natural world. Of the two mega diverse Indian states, Rajasthan with an area of about 342,239 sq. km. is the largest state of India. The state is symbolized by its arid and semi-arid tracts. Ecologically suitable forest areas of the state over time have been declared as National Parks, Wild Life Sanctuaries and Reserves. Wildlife wing of the State Forest Department (SFD) maintain these protected areas in a scientific manner, conducive for conservation of wild life in the area. Temporal population of any life form actively select a suitable site for sustainance. Its fitness is directly influenced by the ability to find a suitable habitat based on innate preference for food, shelter and absence of enemies.

The PFS was jointly funded by the Cochin Corporation and the Cities Development Initiative for Asia (CDIA), and conducted between December 2009 and June 2010. The outputs of the PFS include an innovative transport sector strategy for Cochin, together with three high-priority transport sector investment proposals for immediate implementation. These proposals include ferry services, priority bus lanes, park and pay and pedestrian over bridges, and pedestrian precincts with supporting park and pay facilities. This report addresses the investment proposal for the ferry services. The proposal firstly summarizes the status, constraints and challenges facing Cochin‟s transport sector, leading to a summary of the innovative transport sector strategy which has been developed for the city to meet these challenges. This then leads into a presentation of the proposed ferry service investment proposal, providing technical, financial, economic, and social and environmental safeguard analysis for pre-feasibility due diligence. The proposal also provides a preferred implementation schedule for the initiative, and recommends institutional restructuring and strengthening activities necessary to assure long term viability of the investments. There is considerable public private partnership (PPP) opportunity in the ferry services proposal. The PPP potential is also therefore addressed. Formulation of this PFS has only been possible due to the vision and leadership provided by the Corporation through the Mayor Professor Mercy Williams.

Towards the beginning of the modern age this political terrain gradually enrolled as three native kingdoms with clear cut boundaries. The three native states comprised kingdom of Travancore of kingdom of Cochin, kingdom of Calicut These territories never enjoyed a single political structure due to the internal and foreign interventions. The project will complement ongoing _Rebuild Kerala Initiative_ of the Government of Kerala (GOK) post flood disaster of 2018.
