    1 THE REPRESENTATION ON ENTRUSTMENT OF POWERS IN CONNECTION WITH MARA AUTONOMOUS DISTRICT COUNCIL FUNCTIONARIES, ETC. I. Introduction : The Pawi-Lakher Regional Council set up in 1953 under provisions of Article 244(2) read with the Sixth Schedule to the Constitution of India was re-organized into three Regional Councils. Viz: Pawi-Lakher and Chakma by a notification issued by the Government of Mizoram in April, 1972. In terms of provisions of 20B of the Sixth Schedule, Lakher Regional Council along with Pawi-Regional Council and Chakma Regional Council was elevated to the status of a District Council with effected from 29th April 1972 under the Mizoram District Council’s (Miscellaneous Provisions) orders, 1972. The Lakher District Council was renamed as the Mara Autonomous District Council from 1st May, 1989 under Notification issued by the Government of Mizoram in May, 1989. The Sixth Schedule to the Constitution vests the District Councils with powers to make laws on matters listed in paragraph 3(i) of the schedule mainly in respect of allotment, occupation, use etc of the land, management of forests other than reserve forests, use of any canal or water – course for Agriculture, regulation of the practice of “Jhum” or other forms of shifting cultivation, establishment of village or town committee or councils and their powers, Village or Town administration including police, public health and sanitation and heritance of property under paragraph 6(i) of the Sixth Schedule. The council have powers to establish, construct or manage primary schools dispensaries, markets, cattle pounds, Ferries, fisheries, roads, road transport and water ways in the respective autonomous districts, to its officers function in relation to agriculture, animal husbandry, community project, co-operative societies, social welfare, village planning or any other matter which the executive power of the state extends.

The Appraisal Committee Meeting (Through Video Conference) under National AYUSH Mission (NAM) for the year 2020-21 was held on dated 18th June, 2020 under the Chairmanship of Shri. Roshan Jaggi, Joint Secretary, Ministry of AYUSH to discuss the State Annual Action Plan (SAAP) of State Government of Mizoram. List of the participants is enclosed at Annexure-I in attachments. 2. At the outset, after welcoming the State representatives to the meeting Joint Secretary (AYUSH) informed the State Government to expedite the implementation of National AYUSH Mission (NAM) scheme and try their best to utilize the grants which was approved in the previous years so that actual outcome of the scheme may be fulfilled. The Appraisal Committee discussed the SAAP of the State Government of Mizoram. 3. Appraisal Committee firstly reviewed the expenditure status of the State Government against the previous year’s grants-in-aid released to them by Ministry of AYUSH under NAM scheme and the status of Utilization Certificates submitted by the State Government. It is observed that Ministry of AYUSH has released an amount of Rs. 2741.444 Lakhs to the State Government of Mizoram from the year 2014-15 to 2019-20 under NAM scheme. As per the physical and financial progress report submitted by State Government as on 31st March, 2020 they have reported expenditure for an amount of Rs. 1895.285 lakhs.     MARA AUTONOMOUS DISTRICT OF NORTHEAST INDIA K. Zohra Associate Professor, Government Saiha College, Mizoram, India. HISTORICAL BACKGROUND The Maras occupy a large hill tract of the southern part of Mizoram. The whole region inhabited by them is commonly called ‘Marara’ in their local language, meaning ‘the land of the Maras’. In the early British period, this hill region was popularly known to the British as ‘Lakherland’ as the Maras were then designated as ‘Lakher’. In 1953, the Mara area of the erstwhile Lushai Hills became ‘Pawi-Lakher Region’ under the Sixth Schedule of the Indian Constitution. Under the same context of the Indian Constitution, in 1972, the Mara area became an autonomous district known as ‘Lakher District’, which was again rechristened into ‘Mara District’ in 1988. Saiha, locally known as Siaha is the capital town of the Mara Autonomous District. LOCATION: The Mara Autonomous District lies in the loop of the Kolodyne river, and is situated between the Latitude 22º.07' and 22º.38' North and between the Longitude 92º.55' and 93º.10' East. Situated in the southern part of Mizoram, it covers an area of about 1445 square kilometers. It is flanked on the north and the west by the Lai Autonomous District of Mizoram, and on the south and the east by the Chin State of Myanmar, covering an international boundary with Myanmar for 159kms. MOUNTAIN: There are several high peaks and precipices. The Sahiatla with a height of 2022 meters is the highest peak in the Mara Autonomous District. There are other prominent peaks within the district like the Tliatlu with a height of 1940 metres, the Kahrie 1918, the Zyhno thiena byuh 1864 metres, the Leiparotlah 1840 metres, the Mawma 1834 metres, the Meisabyu 1810 metres, the Chhôchhopaw 1791 metres, the Irene Peak 1787 metres, the Ngiapikana 1765 metres and other several peaks.
