treballemper una economia més propera Pla de Desenvolupament Econòmic de Sant Martí 2018-2022 Més col·laborativa · Més social · Més redistributiva · Més propera · Més solidària · Més plural · Més implicada · Més sostenible Districte de Sant Martí Benvolgudes i benvolguts, El Pla de Desenvolupament Econòmic de Sant Martí 2018-2022 neix amb la voluntat de ser un instrument que contribueixi a reduir les desigualtats socioeconòmiques i els desequilibris territorials, impulsant i donat suport a la generació d’activitat econòmica al nostre Districte. Una eina que doti dei més i millors recursos per a les persones en recerca de feina i/o en situacions de precarietat laboral, així com de recursos per a la promoció del comerç de proximitat, de les pimes i de les persones emprenedores, que visibilitzi i impulsi les iniciatives d’Economia Social i Solidària. I, finalment, una eina que garanteixi que el districte segueix sent un referent en accions de retorn social del sector turístic. Aquest Pla s’ha elaborat a partir de la diagnosi de les pròpies necessitats i potencialitats de la zona. Sant Martí es caracteritza per la seva diversitat, amb una activitat econòmica plural i dinàmica, i uns factors de desenvolupament endògens potents: al Districte trobem, per exemple, la major part del front marítim de la ciutat, així com un teixit associatiu ric i articulat. Compta també amb un notable potencial cultural i tecnològic, a més d’un rellevant passat cooperativista que es projecta en l’actual treball en xarxa de l’univers de l’Economia Social i Solidària. Tots ells són elements clau per desenvolupar un model socioeconòmic que tingui un vincle estret amb el territori. -

Summary: This paper presents the development of the Historic Charter of Barcelona. The CHB is a research compiling, to date, all knowledge about the urban history of the city and its documentary and cartographic sources via an online tool made for researchers and citizens with the aim of explaining the history of Barcelona through 26 maps. Introduction From the foundation of Barcino around 10 BC, Barcelona has been exhaustively drawn. The number and diversity of cartographic representations of the city is massive, since portolan charts mapping the seas in the fourteenth century to contemporary digital maps imagining 1992 Olympic City. This cartographic construction has eventually consolidated the imagery of the city. Perspectives and maps reflect the distinctive social and economic conditions of each period to the point of becoming a powerful instrument that will serve, especially from the nineteenth century, to project the image of the city into the future (Santamaria-Varas & Diez-Martinez, 2016). The first images of the city placed special emphasis on the topography of the territory and the control of the waterfront and walls. If the portolan charts (Pujades, 2007) of Vallseca (1444) and Bertran (1456, 1489) represented a partial vision of Barcelona focusing on emblematic Montjuïc, the Hill defining- element of the city viewed from the sea (Fig. 1), the first global images of Barcelona created by painters and travellers such as Anton Van Wyndergaerde (1563). -

Among the consequences of the current COVID-19 pandemic are the recommendations of maximizing outdoor environments when conducting human interactions. Therefore, outdoor eating has dramatically increased throughout the world, with terraces becoming a radical urban change in many streetscapes. The urgency of the situation, and rapid implementation of these changes, has revealed some aspects of this phenomenon that should be considered when adapting the regulations to this new reality. However, the research on their functioning and impact is limited. Additionally, although energy consumption in the architectural and urban field is considered fundamental, re- search has rarely addressed small business outdoor spaces, placing the focus instead on residential heating or public lighting. This study focuses on the intersection of these two gaps by analyzing a set of terraces in Barcelona and estimating the power installed in their outdoor heating devices. The goal is to determine the potential energy consumed, contrast it with other values more commonly used when researching architectural energy consumption and point out the lack of sustainability of these approaches to providing comfort. -

Bolstering community ties and its effect on crime: Evidence from a quasi-random experiment Magdalena Dom´ınguez and Daniel Montolio∗ Work in progress - Do not cite without permission This version: February 2019 Abstract In this paper we study the effect of bolstering community ties on local crime rates. To do so, we take advantage of the quasi-random nature of the implementation of a community health policy in the city of Barcelona. Salut als Barris (BSaB) is a policy that through community-based initiatives and empowerment of citizenship aims at improving health outcomes and reducing inequalities of the most disadvantaged neighborhoods. Based on economic and sociological literature it is also arguable that it may affect other relevant variables for overall welfare, such as crime rates. In order to test such a hypothesis, we use monthly data at the neighborhood level and a staggered Differences-in-Differences approach. Overall we find that BSaB highly reduces crimes related to non-cognitive features as well as those where there is a very close personal link (labeled as home crimes), with responses ranging from 9% to 18%. Additionally, female victimization rates drop for all age groups as well as the offense rates of younger cohorts. We argue that such outcomes are due to stronger community ties. Such results provide evidence in favor of non-traditional crime preventing policies. Keywords: crime; community action; differences-in-differences. Barcelona has recently started a new strategy to control and understand Last Mile Delivery, AreaDUM. The strategy is to provide freight delivery vehicle drivers with a mobile app that has to be used every time their vehicle is parked in one of the designated AreaDUM surface parking spaces in the streets of the city. This provides a significant amount of data about the activity of the freight delivery vehicles, their patterns, the occupancy of the spaces, etc. In this paper, we provide a preliminary set of analytics preceded by the procedures employed for the cleansing of the dataset. During the analysis we show that some data blur the results and using a simple strategy to detect when a vehicle parks repeatedly in close-by parking slots, we are able to obtain different, yet more reliable results. In our paper, we show that this behavior is common among users with 80% prevalence. We conclude that we need to analyse and understand the user behaviors further with the purpose of providing predictive algorithms to find parking lots and smart routing algorithms to minimize traffic.
