Au mois de janvier, il était 2ème loin derrière Di Rupo, le médiamètre du mois de février révèle-t-il plus? Le taux d’occupation des médias d’Elio Di Rupo chute de façon spectaculaire puisqu’en janvier, il dépassait en effet les 12% et qu’au mois de février, il atteint 7,9%. Bart De Wever se maintient en 2ème place, perd beaucoup moins en visibilité que Di Rupo aussi mais dépasse le Premier Ministre dans la presse écrite. Didier Reynders monte sur la 3ème place du podium alors que Kris Peeters est relégué en 8ème place, ce que l’on peut considérer comme un très mauvais score si on analyse sa présence médiatique sur les 3 dernières années. Quelles sont les surprises de ce mois de février? Paul Magnette est toujours dans le top 10 malgré sa sortie du gouvernement fédéral. Il faut dire qu’il a repris la Présidence du PS et que, dans ce registre, il est sans aucun doute plus présent médiatiquement que son prédécesseur Thierry Giet. Il faut également souligné son implication médiatique dans l’annonce des licenciements chez Caterpillar. Hendrik Bogaert, secrétaire d’Etat à la fonction publique, pointe en 9ème place en raison de la fronde des syndicats fâchés de sa politique qui prône la réduction des effectifs et des moyens dans les services publics. Jean-Marc Nollet, Vice-Président et Ministre du développement durable du gouvernement wallon, pointe en 14ème place, secoué par la cacophonie en matière de politique énergétique wallonne. -

Het succes van 'Patrick' Op zoek naar bewijzen en verklaringen van het Janssens-effect in Antwerpen Peter VAN AELST Michiel NUYTEMANS thi•iM•I The electoral succes of 'Patrick' In search of ev id ence and ex pl anations of th e Janssens-effect in Antwerp In di sc uss in g the resu lts of th e Be lgian local election s of 8 October 2006 the media devoted most attention to Antwerp. Not on ly because it is Fl anders biggest city, but especia ll y be cause of th e remarkabl e result of mayor Patri ck Jan sse ns and his sociali st party (S p. a-S pirit). They wo n ove r 35% of th e votes and beca me th e biggest party of th e city, a position that was taken by th e ex treme right party for more than ten years. In thi s articl e we tri ed to map and ex plain the so ca lled 'Jansse ns-effect'. By analysing th e electi on resu lts and th e data of an (inter-university) Internet panel we man aged to prove th at Patri ck Jan ssens had a large share in th e victory of hi s party. A lot of citi zens of Antwerp that normally wou ld not vote for th e social ist party supported Jansse ns. To explain th is perso nal success we suggested four plausibl e motives: th e perceived quali ties of Jansse ns as a mayo r; hi s presid enti al ca m pa ign; th e attention of and performance in the media; and finall y th e statement aga inst ex treme ri ght. -

The opening session was chaired by Mr Herman DE CROO. Welcome address by Mr Armand DE DECKER, Speaker of the Belgian Sénat Mr Armand DE DECKER, Speaker of the Belgian Sénat, welcomed the participants of the meeting, noting that for Belgium this was the twelfth Presidency of the EU. The Speaker extended special welcome to the delegation of the Icelandic Alþingi, which participated in the meeting of the Chairpersons of COSAC for the first time. The Speaker informed the Chairpersons that following the elections on 13 June 2010, the Belgian Federal Parliament would be reconstituted between 6 July 2010 (Chambre des représentants) and 20 July 2010 (Sénat). -

How do these policies develop and what can be learned? This case study explores the factors contributing to the successful formulation and implementation of media literacy in Flanders-Belgium. By examining the trajectory of policy debates and policy formulation, this research highlights the development of the concept of mediawijsheid (media literacy), the organization, the Knowledge Center for Media Literacy, and the role of the public service broadcaster in relation to media literacy policy. This case study shows that media literacy has been supported through three coalition governments in Flanders Belgium as different political parties rallied around media literacy as a common denominator for the challenges posed by the changing digital media environment. In particular, the empowerment view on media literacy seems to charm the left, middle, and right of the political spectrum, a finding that may inspire other actors in other countries as they attempt to move media literacy onto the national political agenda.
