Say Hello to the New Guys James Mulvenon In late July 2012, six officers, two from the People’s Armed Police and four from the People’s Liberation Army, were promoted to the rank of full general, the highest possible rank in the service. The order was conferred by the presumably outgoing Central Military Commission Chairman, Hu Jintao, but was announced by his likely successor, Xi Jinping. This article examines the backgrounds of these six individuals, assessing whether they might represent new trends under Xi’s leadership. Introduction On 30 July 2012, six officers, two from the People’s Armed Police and four from the People’s Liberation Army, were promoted to the rank of full general, the highest possible rank in the service: • Lieutenant General Liu Yazhou, 60, the political commissar of the National Defense University; • Lieutenant General Wang Jianping, 59, commander of the PAP; • Lieutenant General Xu Yaoyuan, 60, political commissar of the PAP; • Lieutenant General Du Jincai, 60, deputy head of the PLA’s General Political Department; • Lieutenant General Tian Xiusi, 62, political commissar of the Chengdu Military Command; and • Lieutenant General Du Hengyan, 61, political commissar of the Jinan Military Command. Xi Jinping, vice chairman of the Central Military Commission, announced the order signed on 28 June by Chairman Hu Jintao of the Central Military Commission on the promotion to the military rank of general and the order signed jointly by Premier Wen Jiabao of the State Council and Chairman Hu Jintao of the Central Military Commission on the promotion to the police rank of Armed Police general.1 The rank promotion ceremony itself was presided over by Guo Boxiong, vice chairman of the Central Military Commission. -

Of necessity, the trials reported in these volumes are examples only, since the trials conducted before the various Allied Courts of which the Commission has had record, number about 1,600. MODERN HISTORY Leon Trotsky Leon Trotsky was one of the most significant figures in the revolutionary period of Russian history. Born in 1879 in the Ukraine, he rose to prominence during the 1905 revolutions. His alliance with the Bolshevik came late, in 1917, however in the events leading to the Bolshevik revolution his organisational abilities and intellectual gifts meant that he was second only to Lenin. Trotsky’s life spanned an illustrious sixty one years, and centred primarily on the political and ideological stage of Russia. His decline, however, began following Lenin’s death in 1924 as he was outmanoeuvred by Stalin in the subsequent power struggle. Trotsky spent in later years in exile, until in 1940 he was murdered, presumably by one of Stalin’s assassins, with an ice pick. Prior to the Bolshevik’s revolution in 1917, Trotsky was independent of both Menshevik and Bolshevik factions. Following the overthrow of the Tsarist government, Trotsky assumed the role of leading the Interdistrict Committee of Russian Social Democratic Labour Party (RSDLP) – which included both Mensheviks and Bolshevik. He also joined the newly established Petrograd Soviet of Workers and Democratic Soldiers. However, because he disapproved of the support which the Mensheviks were providing the Provisional government and the war effort; Trotsky joined the Bolshevik in July, 1917. He then became the leader of Military Revolutionary Committee. “On 12th October a Military Revolutionary was established … whereby the mechanics of the seizure of power were worked out and put into effect” (Gill). Through this Committee, Trotsky led the Bolshevik revolution in 1917. “The MRC operations, headed by Trotsky, had carried the day.” (McCauley) Following the fall of the provisional government and the seizure of power by the Bolsheviks, the Congress appointed a new Chairman – Lenin, and a new Commissar for Foreign Affairs – Trotsky. -

Lost Chance for Peace The 1945 CCP-Kuomintang Peace Talks Revisited ✣ Sergey Radchenko This article reconsiders the 1945 Chongqing peace talks between the Kuo- mintang (KMT) and the Chinese Communist Party (CCP). These talks—in particular, meetings between Generalissimo Chiang Kai-shek and CCP Chair- man Mao Zedong—paved the way to the Chinese Civil War (1945–1949) and for this reason have been the subject of extensive study by Chinese, Tai- wanese, and Western historians. The main questions to consider are whether the talks were a missed opportunity for averting the civil war and, if so, why the two sides failed to come to terms. One answer would be to apply the an- cient Chinese adage that two tigers cannot live on one mountain. One or the other had to give, and no agreements could have mattered in the eat-or-be- eaten struggle of the two political titans, Chiang and Mao. Another answer would be to resort to the blanket term of “ideology.” Mao was as commit- ted to the success of Communist revolution, the argument goes, as Chiang was committed to preventing it. The ideological rift between the KMT and the CCP was put aside for the duration of a national emergency, the Sino- Japanese war, but it was never healed. The end of war heralded the ostensibly inevitable resumption of the KMT-CCP struggle for supremacy. Yet, explanations relying on historical determinism gloss over the range of options open to policymakers, applying retrospective coherence to open- ended situations that were anything but clear to those directly involved. -

Miller 2013 Abstract Neither technological nor numerical superiority accounts for the outcome of most battles. Instead, some intangible factor has historically mattered more. The political science literature has termed this factor ‘military effectiveness’, yet using this phrase to refer solely to efficiency in one of the many tasks militaries are asked to perform can be dangerous. Armies which are good at conventional combat may be less effective at internal security, for instance. I therefore propose a new term ‘destructivity’ to refer exclusively to military effectiveness in high intensity, conventional warfare. Previous literature has suggested a number of factors which may account for variation between states in their levels of destructivity. Wealth, human capital, regime type, ethnic heterogeneity, culture and the external pressures of the international system have all been suggested by past scholars. -

ISBN 978-91-554-8880-2. The reform process that has been underway in China the past 30 years has affected most parts of Chinese society. In regard to core branches of the civilian state administration, public administration research provides evidence of far-reaching decentralization, marketization, and a relaxation of direct political control within many policy areas. Despite the fact that the military in any Marxist-Leninist state is an indispensable part of the state administration, it is rarely included in research on the Chinese state administrations. In this dissertation, it is ar- gued that the military is intrinsically linked to the overall political stability of the Chinese state not only because it constitutes one of the most central branches of the Chinese cadre administration, but also given its close connection to the ruling communist party. Hence it deserves greater research focus. The overarching focus of this study is political control and governance vis-à-vis the Chinese military.
