The NIK’s organisation and functioning are set out in the Constitution of the Republic of Poland and the NIK Act of 23 December 1994. The NIK is subordinate to the Sejm (lower chamber of the Polish Parliament) and acts in accordance with the principle of collegiate responsibility. The NIK is headed by its President, who is appointed by the Sejm for a six-year term of office. The NIK performs audits related to, primarily, the execution of the state budget as well as public finance spending and management of public property by state and local governmental bodies and economic entities. These principles are reflected in the appointment of the NIK College, vested with wide mandate. The Members of the NIK College, who perform their function independently, are appointed by the Marshal of the Sejm for a three-year term of office upon the NIK President’s request. The College consists of: the President of the NIK acting as Chairman, the Vice-Presidents, the General Director and 14 members: 7 representatives of legal and economic sciences, and 7 directors of the NIK’s organisational units or advisers of the NIK’s President. The NIK College is responsible for: approving the analysis of state budget and monetary policy guide- lines execution, approving the report on NIK’s activity, formulating an opinion on the vote of discharge for the government, work plan and draft budget of the NIK. Moreover, the College assesses audit programmes and pronouncements on the results of particularly important audits as well as considers post-audit claims. This means that the NIK is a fun- ctionally autonomous body, playing the leading role in the performance of audits in Poland, and its findings, assess- ments and conclusions are subject to verification only by the NIK itself. Even the Sejm, to which the NIK is subordinate, is not entitled to introduce any changes in this respect. The Act on the NIK defines its structure and operating principles, regulates audit procedures and determines the rights and obligations of the NIK’s employees. Most frequently the NIK carries out audits on its own initiati- ve. Pursuant to the Act, the NIK undertakes audits also upon the order of the Sejm or its bodies as well as upon the request of the President of the Republic and the Prime Minister. Dyskusje i spory związane z tymi wydarzeniami zdominowały dyskurs polityczny w ostatnich dwóch tygodniach. Jednak najważniejszym wydarzeniem było niewątpliwie powołanie nowej koalicji rządowej, desygnowanie premiera i formowanie nowego rządu. ZAUFANIE I NIEUFNOŚĆ Po wyborach politykiem najczęściej darzonym zaufaniem społecznym (przez 69% Polaków) jest lider zwycięskiego ugrupowania i nowo mianowany premier Donald Tusk. Notowania minimalnie lepsze od aktualnych Donald Tusk miał tylko raz w całej swojej wieloletniej karierze politycznej – we wrześniu 2005 roku, przed ostatnimi wyborami prezydenckimi, zaufaniem darzyło go 71% badanych. W ścisłej czołówce polityków cieszących się obecnie największym zaufaniem społecznym jest także wicepremier Waldemar Pawlak – lider PSL współtworzącego rząd z Platformą. Ufa mu tyle samo ankietowanych, co Zbigniewowi Relidze, zajmującemu w ubiegłych miesiącach pierwsze miejsce w naszym rankingu (po 62% deklaracji zaufania).

    Institut d’Etudes Européennes Luxembourg Institute for European et Internationales du Luxembourg and International Studies EXECUTIVE SUMMARY Round Table on Societal Concepts for the Upcoming Russia 10 April 2008 Luxembourg Introduction In cooperation with the Russian Center for International Scientific and Cultural Cooperation (Russian Ministry of Foreign Affairs) and the Moscow-based Association for Euro-Atlantic Cooperation, the Luxembourg Institute for European and International Studies (LIEIS) convened a one-day conference on ‘Societal Concepts for the Upcoming Russia’ on 10 April 2008 in Luxembourg. This event was supported by the Business Association Luxembourg- Russie and the Luxembourg Ministry for Culture, Higher Education and Research. Following seminars in 2006 and 2007 in Luxembourg, this conference was the third in a series of events on Russia in recent years organised by the LIEIS in cooperation with the Russian Center for International Scientific and Cultural Cooperation. Whereas the earlier seminars had focused on Russia’s role in international relations and its relations with the EU, this conference focused on wider societal questions. In the presence of more than 30 observers, about 20 participants from Russia and Europe debated possible societal, political, social and economic models, as well as possible strategies for the country’s foreign, defence and security policy, including relations with the EU, NATO and the USA but also with China, India and Central Asia (cf. programme and list of participants in the appendix). Like similar LIEIS conferences, the ambition was to generate new insights and ideas in order to conceptualise the various options available to Russia.
