The appeal brought by the Swiss Confederation seeks to have set aside the judgment of the General 2 Court of the European Union of 9 September 2010 (‘the judgment under appeal’). The General Court 3 dismissed the action brought by the Swiss Confederation for the annulment of Decision 2004/12/EC on a procedure relating to the application of Article 18(2), first sentence, of the Agreement between 4 the European Community and the Swiss Confederation on Air Transport (‘the Air Transport 5 Agreement’) and Regulation (EEC) No 2408/92 . C 235 E/14 Official Journal of the European Communities EN 21.8.2001 (2001/C 235 E/018) WRITTEN QUESTION E-3750/00 by Ioannis Marínos (PPE-DE) to the Council (1 December 2000) Subject: Incorporation of the WEU within the EU On 13 November 2000, the Defence Ministers of the Western European Union (WEU) and the Foreign Ministers of the European Union met in Marseilles with the future of the WEU as the main topic on the agenda. At this joint ministerial session the decision was taken to incorporate the WEU’s activities within the EU, and this decision was ratified. As is well known, Turkey (together with other countries outside the European Union) participates in the WEU as an associate member and staff (both military and political) with Turkish nationality are involved in its activities. The same is true of Eurocontrol (the body responsible for air traffic control in Europe) in which Turkey participates as a full member and where Turks serve as senior and top-ranking administrative officials. The EU is moving towards a decision to absorb this body and create a new service along the lines of the above body to coordinate air traffic in our continent in a more efficient and organised manner. According to reports in the European press, this service will also be given responsibility for control over Member States’ F.I.R. areas which are currently reserved for defence purposes only and which are to be transferred to civil aviation. The Central Library of the European Commission is now under the authority of Commissioner Viviane Reding, who is responsible for Education and Culture. I became Director General for Education and Culture on 1st January 2000, and therefore am privileged to write this introduction. The citizen is at the heart of the new Commission policy, particularly in the fields of educa- tion, training, respect for culture and language, and access to knowledge generally. It is vital to encourage the development of libraries and the dissemination of information for use by the discerning citizen. -

Chronology: The Evolution of a Common EU Foreign, Security and Defence Policy March 1948: Belgium, France, Luxembourg, the Netherlands, and the UK sign the Brussels Treaty of mutual defence. April 1949: The US, Canada and ten West European countries sign the North Atlantic Treaty . May 1952: The European Defence Community treaty is agreed by the six ECSC member states. It would have created a common European army, and permitted West Germany’s rearmament. In August 1954, the French National Assembly rejects the treaty. October 1954: The Western European Union (WEU) is created on the basis of the Brussels Treaty, and expanded to include Italy and West Germany. West Germany joins NATO. December 1969: At their summit in The Hague , the EC heads of state or government ask the foreign ministers to study ways to achieve progress in political unification. October 1970: The foreign ministers approve the Luxembourg Report , setting up European Political Cooperation. They will meet every six months, to coordinate their positions on international problems and agree common actions. They will be aided by a committee of the directors of political affairs (the Political Committee ). July 1973: The foreign ministers agree to improve EPC procedures in the Copenhagen Report . They will meet at least four times a year; the Political Committee can meet as often as necessary. European Correspondents and working groups will help prepare the Political Committee’s work. The Commission can contribute its views to proceedings. October 1981: Measures approved in the London Report include the crisis consultation mechanism: any three foreign ministers can convene an emergency EPC meeting within 48 hours. -

State Transformation and the European Integration Project Lessons from the financial crisis and the Greek paradigm Evangelos Venizelos No. 130/February 2016 Abstract The financial crisis that erupted in the eurozone not only affected the EU’s financial governance mechanisms, but also the very nature of state sovereignty and balances in the relations of member states; thus, the actual inequalities between the member states hidden behind their institutional equality have deteriorated. This transformation is recorded in the case law of the Court of Justice of the European Union and the member states’ constitutional courts, particularly in those at the heart of the crisis, with Greece as the most prominent example. It is the issue of public debt (sovereign debt) of the EU member states that particularly reflects the influence of the crisis on state sovereignty as well as the intensely transnational (intergovernmental) character of European integration, which under these circumstances takes the form of a continuous, tough negotiation. The historical connection between public debt (sovereign debt) and state sovereignty has re-emerged because of the financial crisis. This development has affected not only the European institutions, but also, at the member state level, the actual institutional content of the rule of law (especially judicial review) and the welfare state in its essence, as the great social and political acquis of 20th century Europe. From this perspective, the way that the Greek courts have dealt with the gradual waves of fiscal austerity measures and structural reforms from 2010 to 2015 is characteristic. The effect of the financial crisis on the sovereignty of the member states and on the pace of European integration also has an impact on European foreign and security policy, and the correlations between the political forces at both the national and European level, thus producing even more intense pressures on European social democracy. -

Abstract This paper presents the various economic approaches to achieving monetary union, particularly in the context of European Economic and Monetary Union (EMU). It also evaluates the implications of the Maastricht Treaty, in the light of the current state of economic convergence and given the economic convergence criteria embodied in the Treaty, in terms of economic policy for individual Member States and for the European Union (EU) as a whole. Comparisons are made with other more mature federations, and a case for greater fiscal federalism post-1999 is presented. MUAC AO AIRAC Brief Maastricht Upper Area Control Centre MUAC AO AIRAC 2107 Brief – 15-07-2021 Introduction The MUAC AO AIRAC Brief informs AOs and CFSPs about significant changes in routeings and RAD restrictions in the MUAC airspace. It does not supersede the official publication of AIP or RAD; it rather aims to provide complementary information regarding some changes which affect flight planning in the MUAC airspace. This Brief includes a summary of changes which become effective on AIRAC 15-07-2021. New FRA intermediate waypoint OTMEC Maastricht UAC creates the new FRA Intermediate waypoint OTMEC at position 520403N 0054946E in the Southeast of The Netherlands. Its main purpose is circumnavigation of the military areas EHTRA12Z and EHTRA12AZ. At the same time, five other FRA intermediate waypoints are withdrawn: RENDI, ARNEM, ELPAT, NAPRO, TEBRO. Since the new point OTMEC is located at an ideal position for all flows, the nearby waypoints which were previously used in the legacy ATS-Route structure before being converted to FRA points, have become redundant.
