You are requested to comment on this document that contains the Integrated Spatial Development Framework (SDF) and Environmental Management Framework (EMF) for the SOUTHERN PLANNING DISTRICT. 2. The Integrated SDF and EMF suite of documents comprise the following: a. Volume I: Baseline and Analysis Report b. Volume II: Integrated District SDF and EMF (containing the vision and spatial guidelines) c. Volume III: Implementation Plan (containing the prioritisation framework; projects and proposals for spatial restructuring and upgrading) d. Volume IV: Annexures 3. Also included for comment in the Integrated District SDF and EMF, in the Annexures, are the proposals in accordance with the National Environmental Management Act, Act 107 of 1998 (NEMA) for the: a. The proposed Exclusions from the Trigger Activities listed in section 24 of NEMA for the Southern district and other designated areas; b. The proposed Exclusions Instrument to manage the environmental processes related to the proposed Exclusions; and c. The delineation of the Urban Areas. 4. You are invited, prior to working your way through the documentation, to consult the supporting summary introductory and background material in the form of summary presentations and videos. 5. You may comment from 6 April 2021 to 6 June 2021. Any comments received after the specified 60-day period may be ignored. 6. This document does not deal directly with maintenance aspects such as pipe bursts, the provision of street lights, etc., but rather focusses on the major projects at a systems-level required to enable such local access to services. This does not mean that the local maintenance aspects are not important and are not needed for achieving well-functioning environments. Those maintenance aspects are dealt with through the action plas of the respective line departments and as a result of their respective yearly maintenance programmes. The exact details of how we will raise this money (through rates and service charges) and how we will spend it (with timelines, specific amounts and on which specific projects or departments) are then worked out in our Annual Budget and our Service Delivery and Budget Implementation Plans. Our prime objective for Cape Town as contained in our Integrated Development Plan, is, first of all, infrastructure-led economic growth. We have set ourselves the task of ensuring better roads, reliable electricity, adequate water and sanitation, integrated human settlements and a clean, safe public environment. Our efforts are therefore focused on creating a solid platform of urban infrastructure and services, which will help existing investors to become more productive, attract new investors and skilled workers to our city, grow the overall economy, and so create more jobs. We need to encourage investment in our city, to attract, grow and retain skills and capital in Cape Town. By doing this, we intend to create the opportunities our people need to improve their quality of life. Promoting investment is the key to job creation, which is the only real way for people to escape poverty. The failure of cities to successfully do this, anywhere in the world, almost always ends with reducing the opportunities open to citizens. Less investment means less jobs – which we are seeing more and more as the world entered the current financial crisis.

    R 1 GREATER CAPE TOWN’S RIVERS 2005 STATE OF RIVERS REPORT RIVER HEALTH PROGRAMME i GREATER CAPE TOWN’S RIVERS 2005 OVERALL STATE OF GREATER CAPE TOWN’S RIVERS Generally, only a few of the upper reaches of the rivers in the greater Cape Northern Rivers Town area are still in a natural or good ecological state. Development in the lowland areas has modifi ed the rivers, resulting in their poor ecological state. Signifi cant stretches of most rivers have been canalised, have poor water quality, modifi ed fl ows and abundant alien fi sh and plant life. The ecological functioning and delivery of goods and services by these rivers have been severely reduced. Many rivers require rehabilitation. Central Rivers Eastern Rivers GREATER CAPE TOWN’S RIVER CATCHMENTS Southern Rivers The Steenbras, Sir Lowry’s Pass, Lourens*, Eerste/Kuils, Sand, Zeekoe, Silvermine, Else, Schusters, Krom, Bokramspruit, Hout Bay*, Salt, Diep*, Sout, Buffels and Modder rivers are situated within the greater Cape Town area. These rivers rise in the mountain ranges of the Hottentots Holland Mountains in the east and Table Mountain and Cape Peninsula mountains in the south west. Urban development is the predominant land-use in the low-lying areas, with the Cape Flats being the most densely populated. Other major land-use activities are conservation in the south, irrigated agriculture to the east and dryland agriculture in the north. Small areas of natural vegetation are found throughout these catchments. The rivers in greater Cape Town have been divided into the following four management areas: Southern; Central; Eastern and Northern.
