Dear vir. Nixon, You have stated publicly what qualities your Secretary of State mu st possess. Mr. Robert C. Hill has these qualities in abundance. This I know, because during the two years I served under his distinguished leadership while he was Ambassador to Mexico, he showed that: 1. He has acqui r ed a broad understanding of and a deep apprec iation for Ame r i ca 's role in World Affairs. 2. He knew how to get results. Despite a host government that was not very f r iendly, by using a variety of techniques, he successfully carried out the policy of our government which was to improve relations with Mexi co . 3. He demanded top l evel performance from the entire Embassy staff - and he got it. Those who did not measure up were sent home. While Ambassador Hill was there, the U. S. Embassy in Mexico had the smoothest running .and most competent embassy team I have ever seen. 4. His capacity for work is remarkably high. 5. He is ab l e, earlier than most people, to recognize situations that a r e not in the best interests of the United States. Castro of Cuba is a good example. 6. He has the c our age to stand up for what he believes is best f or t his country. Opposing those ~ho were Castro apologists was not e a sy right befo r e as well as after Castro came to power. 7. His code of ethics and morals is very high. The easy road is not f or him unless it is also the right one. 8. Mrs. Hi ll has added i great deal to her husband's success. No one I know would, as the wife of the Secretary of State, be a greate r credit to the United States. 9. He has many good friends on both sides of the aisle in Co ngress. During seven year s on three separate assi gnments as Naval Attache, I wo r ked dir ect ly for 18 U. S. Ambassadors in eight embassies in La t in America. I have taken the liberty of making several suggestions of young quality people to serve in your administration. I made these to John Mitchell and to George Champion. But, there is one I wanted to make direct to you. In in volves William B. Macomber, present Assistant Secretary of State for Congressional Affairs. I hope that very serious consideration can be given to making Mr. Macomber one of the under sgcretaries in the State Departm;gt. My reasons are as follows: He is tough and very able and he doesn't talk or act like the prototype State Department people. He has excellent relations with the members of Congress-- on both sides of the aisle. He is a Republican but he knows the meaning of loyalty and has demonstrated that in ably serving three Presidents. He was, I'm sure you'll recall, with AID and our Ambassador to Jordan under the Democrats, as well as serving as Assistant Secretary under General Eisenhower and President Johnson. He is young---tons of energy. He is dedicated and has stars in his eyes about our country and its strengths. He can organize and administrate, and I know he has the fibre to make the tough decision. He knows the Department, but he is not wed to its weaknesses. Lastly, he is a man of total integrity and dedication. I have seen him in some tough spots before the Congress and he performed with real class. • 2 - The Honorable Richard M. Enclosed is a self-explanatory resume of Mr. Eberle's varied experiences in the Air Force, investment banking, the diplomatic service, and the legislative branch of our govern ment. As my assistant, Mr. Eberle has developed a broad under standing of both the legislative and executive branches and has gained the reputation of being one who can get things done smoothly and with dispatch. He is not hesitant to assume responsibility to press difficult problems to a solution, but knows when not to exceed the authority delegated to him and when to. seek additional policy guidance. ·. He has served on the Steering Committee since its founding in 1963 and is presently its interim Chairman. In addition, he has contributed generously of his own time as a volunteer Research Associate with the House Re publican Task Force on Western Alliances (formerly the NATO Task Force). He has drafted and helped edit a number of their position papers. His hours there, which sometimes ran to 9-11 .... o'clock at night, were in addition to those he spent in charge of my Washington office or flying into Pittsburgh to assist me in my own re-election campaign. In my opinion Mr. Eberle's background and expertise woulq be useful to whatever Transition Task Force is appointed to analyze the problems of the State Department and make re commendations before the Nixon Administration takes over.
