0118 1 MINUTES Meeting of 18 January 2010, from 18.00 to 21.00 STRASBOURG the Meeting Opened at 18.05 on Monday 18 EUROPEAN PARLIAMENT 2009 - 2014 Committee on Constitutional Affairs AFCO_PV(2010)0118_1 MINUTES Meeting of 18 January 2010, from 18.00 to 21.00 STRASBOURG The meeting opened at 18.05 on Monday 18 January 2010, with Carlo Casini (Chairman) in the chair. Hearing of Maroš Šefčovič, Vice-President designate of the Commission for Inter-institutional Relations and Administration 1. Introductory announcements – practical arrangements for the hearing The hearing was organised and led by the Committee on Constitutional Affairs. The Committee on Budgetary Control was associated. The Committee on Budgets, the Committee on Legal Affairs and the Committee on Petitions were participating by sending delegations. The speaking time was allocated as follows: 25 questions from AFCO Members (125 minutes in total), 3 questions from CONT Members (15 minutes in total) and 1 question each from BUDG, JURI and PETI Members (15 minutes in total). Interpretation from and into the official languages was available with the exception of Maltese. The debate was webstreamed live on Parliament's internet site and the proceedings were recorded in the form of a verbatim report. 2. Personal words of welcome from the Chair to the Vice-President designate of the Commission The Chair welcomed Mr Maroš Šefčovič, Vice-President designate of the Commission for Inter-institutional Relations and Administration. Presentation of the Vice-President designate of the Commission The Chair gave the floor to the Vice-President designate of the Commission for an introductory statement. 4. Debate with the Vice-President designate of the Commission The introduction of the Vice-President designate was followed by approximately 160 minutes of questions. The debate was held in accordance with the 'ping-pong' principle with questions having slots of a maximum of five minutes each: – 1 minute for the initial question; – 2 minutes for the Vice-President designate's reply; – 1 minute for a supplementary question (if appropriate); – 1 minute for the final reply (if appropriate). Closing statement of the Vice-President designate of the Commission Before the end of the hearing, the Chair gave the floor to the Vice-President designate of the Commission to make a brief closing statement of no more than 5 minutes. 6. Conclusion of the hearing The Chair announced that a coordinators' meeting would be held in camera on 19 January 2010, from 9.30 to 10.30, to evaluate the hearing and that a committee meeting would take place the same day to make the final evaluation. 7. Any other business The Chair informed the committee that the President-in-Office of the Council, Mr Diego López Garrido, Secretary of State for European Affairs, has confirmed his participation in the extraordinary meeting of the Committee on Constitutional Affairs on Monday 8 February 2010 in Strasbourg for the presentation of the programme of the Spanish Presidency.     Through a glass darkly 1 Briefing note June 2014 The new European Parliament: what to expect From 22 to 25 May 2014, Europeans went to the polls. Many of them went to express their dissatisfaction. Although the majority of the incoming 751 MEPs remain broadly supportive of the EU, both they and those who need to engage with the European Parliament will have to adapt to the increased power of a disparate anti-EU and anti- establishment minority over the next five years. This briefing provides an overview of the election results* at the EU level and what happens next, further analysis on results in France, Germany, Greece and the UK, a look at the key outgoing and incoming MEPs, and an examination of the selection procedures for the new leaders of the European Commission, European Parliament and European Council. The election results The election saw a marked rise, of about 10%, in the number of MEPs elected from anti-EU and anti-establishment parties from both ends of the political spectrum. They won around 230, or 31%, of the 751 seats, compared to 164, or 21%, of the 766 seats in 2009. What remains to be seen is whether the newly -elected MEPs will join existing, or form new, political groups in the Parliament (see below for more information on the importance of political groups and how they are formed). Despite their decreased numbers, the pro-Europeans remain the dominant force in the European Parliament. Their four groups – the centre-right, the centre-left, the liberals and the greens – won 521, or 69%, of the 751 available seats.
