1. Resumption of the session

The sitting opened at 15.05.

2. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

3. Statements by the President

The President condemned the violent attack on the journalist Oleg Kashin in Moscow during the night of Friday 5 to Saturday 6 November 2010 and welcomed the fact that Mr Medvedev, the President of the Russian Federation, had swiftly called for those guilty to be brought to justice.

The President said that on 31 October 2010, for the first time in two years, a demonstration had been held in Moscow without the police intervening. He expressed Parliament’s hope that this was an indication that public life in Russia was becoming democratic.

On the same day, Christians in the Syriac Catholic cathedral in Baghdad in Iraq had been the victims of a terrorist attack. On behalf of Parliament, the President called for an end to religious violence in the region. 27.1.2011 EN Official Journal of the European Union C 25 E/3

Concerning the award of the Nobel Peace Prize on 10 December 2010, the President expressed his disapproval of the Chinese authorities’ attempts to put pressure on the European ambassadors, to dissuade them from attending the ceremony. The considered human rights throughout the world to be inalienable. Parliament would be represented at the ceremony by the head of the European Union’s delegation in Norway.

4. Composition of Parliament

Ramón Jáuregui Atondo had informed the President that he had been appointed a member of the Spanish Government with effect from 21 October 2010.

Parliament took note of this and, in accordance with Article 7(1) of the Act on the election of members of the European Parliament by universal suffrage and with Rule 4(1) and (4), established that his seat would be vacant with effect from 21 October 2010.

5. Corrigendum (Rule 216)

The committee responsible had forwarded the following corrigendum (P7_TA-PROV(2010)0227(cor01)) to a text adopted by Parliament:

Corrigendum to the position of the European Parliament adopted at first reading on 17 June 2010 with a view to the adoption of Directive 2010/…/EU of the European Parliament and of the Council amending Directives 2003/71/EC on the prospectus to be published when securities are offered to the public or admitted to trading and 2004/109/EC on the harmonisation of transparency requirements in relation to information about issuers whose securities are admitted to trading on a regulated market (Text with EEA relevance) P7_TA-PROV(2010)0227 - (COM(2009)0491 – C7-0170/2009 – 2009/0132(COD)) ECON

Pursuant to Rule 216(4) of the Rules of Procedure, this corrigendum would be deemed approved unless, not later than 48 hours after its announcement, a request was made by a political group or at least 40 Members that it be put to the vote.

The corrigendum was available on the Séance en direct site.

In accordance with Article 24(4) of the Financial Regulation as interpreted in point 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets approved the Commission’s proposal for transfer of appro­ priations DEC 30/2010 (N7-0052/2010 - C7-0304/2010 - 2010/2220(GBD)).

In accordance with Article 24(4) of the Financial Regulation as interpreted in point 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets approved the Commission’s proposal for transfer of appro­ priations DEC 31/2010 (N7-0053/2010 - C7-0305/2010 - 2010/2221(GBD)).

In accordance with Article 24(4) of the Financial Regulation as interpreted in point 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets approved the Commission’s proposal for transfer of appro­ priations DEC 32/2010 (N7-0054/2010 - C7-0306/2010 - 2010/2222(GBD)).
