The Chair gave a brief overview of the IMCO mission to the US which she qualified as extremely interesting. Furthermore, she indicated that a report would be submitted soon by the secretariat.

7.3 Proposals for Union Acts

7.3.1 Proposal for a Union act on differences in the declarations, composition and taste of products in central/eastern and western markets of the EU - B8-0301/2017 (EI)

IMCO held a joint exchange of views on 22 June 2017 with the authors of the proposal and the authors of the related IMCO pilot project on “Assessing alleged differences in the quality of products sold on the Single Market” proposed for the EU budget 2018.

Given that IMCO is already supporting the budgetary pilot project on this matter, Coordinators decided to inquire with the Commission about its (lack of) action since Parliament’s resolution on a new agenda for European Consumer Policy of 11 June 2013, which pointed out the concerns by the consumers on the matter.

8 Miscellaneous

8.1 List of own-INI reports

Coordinators took note of the list of own-INI reports suggested by political groups and of the fact that only 3 own-INI reports can be drafted simultaneously during the second half of the legislature.

They decided to draft:

- an INI on Customs combining the proposals from EPP and S&D on the matter (title and scope to be decided upon a suggestion from the secretariat) - an INI on Products/Goods including the dual quality of products (possible title and scope to be decided upon a suggestion from the secretariat)

Coordinators agreed not to draft an INI on Collective redress as this matter can be raised through a future EC proposal (possibly a revision of the injunctions directive). They also took note of the withdrawal of the other proposals from the EPP and the S&D. PE610.806v01-00 12/19 PV\1135042EN.docx EN 8.2 Pilot phase - earlier start of Committee meetings

Coordinators agreed to take part in the pilot project launched by the European Parliament administration offering the possibility to start at 14.30 (until 18h30) during Tuesday and Wednesday of Committees weeks, starting as of week 41 (10 October) and until the end of November 2017.

8.3 Groups of interest & Position papers to MEPS

Coordinators endorsed the practice for the Secretariat to forward for information to the rapporteur and shadows any position papers or amendments received from stakeholders.

8.4 Change in the Structure of the Coordinators Note

Coordinators endorsed Political Group Advisors and Secretariat’s proposal to slighty modify the structure of the Coordinators Note aimed at facilitating the consideration of items which require a debate.

Therefore, as of September, the note will be divided in two parts: - Part A would be items for Decision with Debate and will cover the current items under 1-4, and 8 (Miscellaneous), while, - Part B would be items for Decision without Debate and will cover items under 5-7 where there is usually no debate.

Should a Coordinator wish to have a discussion in one of the items under 5-7 this would simply need to be requested before the meeting informing the Secretariat.

8.5 Laying down rules on the making available on the market of CE marked fertilising products (Gáll-Pelcz report)

Coordinators supported the request from the rapporteur to postpone the Plenary vote on her Report on the Fertilizing Products regulation to the October I session (originally, the Plenary vote was foreseen for September).

8.6 Council Decision authorising the opening of negotiations of the UNWTO Convention on the protection of tourists and on the rights and obligations of tourism service providers (MD/AK)

Coordinators took note of the possibility to consult a hard copy of the Council Decision authorising the opening of negotiations and the Annex with negotiations directives on the UNWTO Convention (documents marked "LIMITE"), previous arrangement with the IMCO secretariat (contact persons Mrs Marlies Desomer and Atanaska Koleva).

8.7 European Banking Authority’s (EBA’s) final draft Regulatory Technical on Strong PV\1135042EN.docx 13/19 PE610.806v01-00 E N Customer Authentication and Secure Communication

On a proposal by Mr Dalton, Coordinators agreed for the Chair to address a letter to her ECON counterpart, raising his attention to the implications for consumers of the European Banking Authority’s (EBA’s) final draft Regulatory Technical Standards (‘draft standards’) on Strong Customer Authentication and Secure Communication, under the revised Payment Services Directive (PSD2).

The letter should also propose that the Commission should work with the EBA to find a risk-based and technologically-neutral approach which will strike the right balance between security and convenience, in line with the principle of proportionality.

8.8 Committee opinions on MFF

Mr Danti asked the Secretariat to check why all committees are doing an opinion on the “next MFF: preparing the Parliament’s position on the MFF post-2020” (2017/2052 (INI) and not IMCO.

8.9 Follow-up of the Brexit negotiations

Coordinators agreed to discuss suitable methods to follow Brexit negotiations at their forthcoming meeting, acknowledging that no policy actions should be undertaken which may interfere with the EP Steering Group on the Brexit negotiations.

It was also suggested to organise a mission to Ireland to enquire about Customs aspects raised by Brexit.

8bis Missions & Delegations

8bis1 IMCO Delegation to Washington D.C.

Coordinators took note of the revised elements of the draft program reflecting the decision by the CoP at its meeting of 6 July 2017 to authorise the IMCO delegation to the U.S. while limiting it to Washington D.C. only.

Political groups were invited to inform the Secretariat by 13 July COB about the Members taking part at the delegation to Washington D.C; it was recommended to keep the IMCO delegation small, without making recourse to interpretation.

8ter 2018 calendar of IMCO committee meetings

Coordinators endorsed the dates for the 2018 calendar of IMCO committee meetings which will be submitted for vote at the committee meeting of 4th September 2017.
