GIEWS Country Brief Benin Reference Date: 23-April-2020 FOOD SECURITY SNAPSHOT Planting of 2020 main season maize ongoing in south under normal moisture conditions Above-average 2019 cereal crop harvested Prices of coarse grains overall stable in March Pockets of food insecurity persist Start of 2020 cropping season in south follows timely onset of rains Following the timely onset of seasonal rains in the south, planting of yams was completed in March, while planting of the main season maize crop is ongoing and will be completed by the end of April. The harvest of yams is expected to start in July, while harvesting operations of maize will start in August. Planting of rice crops, to be harvested from August, is underway. The cumulative rainfall amounts since early March have been average to above average in most planted areas and supported the development of yams and maize crops, which are at sprouting, seedling and tillering stages. Weeding activities are normally taking place in most cropped areas. In the north, seasonal dry weather conditions are still prevailing and planting operations for millet and sorghum, to be harvested from October, are expected to begin in May-June with the onset of the rains. In April, despite the ongoing pastoral lean season, forage availability was overall satisfactory in the main grazing areas of the country. The seasonal movement of domestic livestock, returning from the south to the north, started in early March following the normal onset of the rains in the south. The animal health situation is generally good and stable, with just some localized outbreaks of seasonal diseases, including Trypanosomiasis and Contagious Bovine Peripneumonia. -

Pregnant women are a vulnerable population and this disease can underlie an increased risk of low-birth weight newborns (< 2500 g); these women therefore need management during pregnancy. This was previously provided by chloroquine treatment, which, because of compliance problems and drug resistance, was replaced by intermittent preventive treatment with sulfadoxine-pyrimethamine (ITPp-SP) with two single doses taken after 16 weeks of amenorrhea, at least 4 weeks apart. This protocol was recommended by the World Health Organization (WHO) in 1998 and was initiated in Benin in 2006 after its political adoption in 2004. A retrospective longitudinal study was conducted in eight maternity hospitals in two geographical areas in Benin (in the south and north). The study investigated 2420 women who gave birth from 2005 to 2009. The antenatal cards of those women were randomly selected over 5 years with the aim of analyzing the IPT coverage in the study’s maternity hospitals. Results: The rate of IPT-SP coverage evolved from 3.7% in 2005 to 87.8% in 2009 for women who had received at least one dose and from 2.7% to 68.4% from 2005 to 2009 for those who had received complete ITP (two doses). -

Benin• Floods Situation Report #8 4 November 2010 This report was issued by UNOCHA Benin. It covers the period from 27 October to 4 November. The next report will be issued on or around 11 November. I. HIGHLIGHTS/KEY PRIORITIES • Rains continue, mostly in the north of the country, although the dry season is expected to start soon. • The Emergency Humanitarian Appeal Plan was launched this week requesting US$ 46,847,399 to assist flood victims. • On 30 October WFP started food distribution in Zagnanado for 2,450 vulnerable people in collaboration with the National Red Cross. II. Situation Overview The latest governmental figures report that 680,000 people and 55 municipalities out of 77 in the country have been affected by floods since the start of heavy rains in August. The flooding has caused at least 46 deaths, 1,000 injuries and left more than 150,000 people homeless. According to field reports, sporadic rains continue mostly in the north, but waters are gradually receding in many parts of the country. In some departments water stagnation continues. Humanitarian organizations, including United Nations agencies and NGOs, are working to provide assistance to those in need, especially in the area of food, health, shelters, and water and sanitation. Health could become a major concern in the worst affected areas, as the recession of water in the next few weeks could increase the number of cholera and malaria cases. Serious humanitarian consequences will be registered particularly in the agricultural sector as the planting season, due to start in November, will be severely affected by the unexpectedly high rainfall. -

Bureaucratic Agency and Power Asymmetry in Benin-China Relations Folashadé Soulé-Kohndou The study of African agency in international relations has gained much ground in the last decade, with several authors scrutinizing how African governments, civil society organizations and other groups have been dealing with China and influencing the relationship to their advantage (Van Bracht 2012; Gadzala 2015; Fraser and Whitfield 2008; Prizzon and Rogerson 2013). Despite the pioneering character of these studies, very few have addressed the particular role bureaucrats play in negotiating with China and how variations of tactics across bureaucracies affect the outcome of such negotiations. Yet, how African states’ affect and influence negotiation deserves attention as well as appreciation and join but requires Bob Jessop’s theory of the need to identify the specific sets of state officials located in specific parts of the state system, i.e. the bureaucrats of specific entities in ministries (Jessop 1990). This chapter focuses on the negotiation tactics and manoeuvres of bureaucrats of a small francophone African state, Benin, when negotiating infrastructure project contracts with China and questions the latitude of social action of bureaucrats as substate actors often acting in the shadows of the negotiation process and the agentic dimension of their action. More specifically, it focuses on bureaucrats located in ministerial departments in charge of reviewing calls for tenders, monitoring execution of public works and closing projects. For the purpose of this chapter, civil servants and bureaucrats are used interchangeably. It challenges the assumption that the high dependence on aid and overseas investment of many West African francophone countries necessarily limits their capacity of acting and exercising influence during negotiations with China. -
