It traces the history of that relationship from 1969 to 1983 and documents the linkages between the two organizations, especially as regards the many projects which CIDA has funded for the CLC's International Affairs Department. The projects are compiled and analysed geographically and by sponsoring organization. An explanation is offered as to why the CIDA/CLC relationship has developed and expanded. This is done in the context of a critique of the Canadian foreign aid programme, which is virtually synonymous with CIDA. The Canadian aid programme, and CIDA, are seen as serving the foreign and domestic interests of the Canadian state, which seeks to maintain present national and international class relations. CIDA, it is argued, maintains the CLC relationship because it allows CIDA, as an instrument of the state, to contribute to legitimization of the state and in the process to exert some influence over the working class in Canada and in the developing countries. A critical examination is also offered of the international policies pursued by the leadership of the CLC. The CLC is seen as maintaining the CIDA relationship because it contributes to the advancement of the social- democratic ideology within the labour movement in Canada and overseas; it strengthens the CLC as an international actor, especially within the powerful International Confederation of Free Trade Unions; and it legitimizes the present leadership of the CLC. The thesis argues that the convergence of interests between CIDA and the CLC is based primarily on a shared interest in exerting influence on the working class in both the Third World and Canada. Given the strategic importance of South Africa and the important role played by the trade union movement in the struggle for liberation in that country, major projects that CIDA has funded for the CLC in that country are examined, in the context of the role of the international labour federations in South Africa. ii My thanks to: - my thesis advisors, Dr. Richard Nordahl and Dr. Jeffrey Steeves of the University of Saskatchewan for their teaching, advice and support. Drawing on primary information obtained from CIDA and the CLC, it demonstrates the growth in the diversity and quantity of the projects funded in that period and looks in some detail at four of them to illustrate the activities undertaken in South Africa by the CLC with CIDA funds. The thesis also examines the relationship that has developed between CIDA and the CLC since 1969 and within which the donor/client relationship of the projects is conducted. Drawing on CIDA and CLC literature, as well as secondary material in the areas of international aid, social democracy and the politics of international trade unionism, the thesis offers an explanation for the initiation and growth of the CIDA-CLC relationship. This explanation is offered within a Marxian framework as utilized by, inter alia, Ralph Miliband, James O'Connor, James Petras, John Saul, Leo Panitch and Harry Magdoff.1 The essential characteristics of this framework are the use of class analysis as a means of under- standing contemporary society; a critical perspective on social democracy as a reformist ideology that seeks to mediate the essentially antagonistic relationship between capital and the working class; and a perception of the state as an instrument of the ruling class. The objective of the thesis is not to validate the theses underlying the Marxian framework. The data dealt with in this thesis fit well into the Marxian framework, however, and in this sense lend support to it. 2 CIDA is the official aid arm of the Canadian government. It has grown from modest beginnings in the 1950's to a two billion dollar a year undertaking in the early 1980's. It is largely the creation of successive Liberal administrations, who have accepted and attempted to implement the targets and objectives determined by the United Nations regarding aid to the developing countries. Through CIDA, the Canadian government has sought also to achieve political objectives, both in relation to the developing nations and within Canada. As regards the former, the disbursement, amount, timing and withholding of aid is subordinated to the government's foreign policy objectives. The neglect of Nicaragua as an aid recipient, in relation to the other states of Central America, in the past few years is a graphic illustration of the policial use of aid. As regards the Canadian political process, the practice of tying Canadian aid to pur- chases from this country of goods and services allows the government, through CIDA, to determine the allocation of contracts on a regional and corporate basis, in accordance with its political wishes. In its allocation of aid funds, the government also responds politically to the pressures of the wide range of non-governmental organizations (NGOs) involved in international development assistance programmes. Among these NGOs is the Canadian Labour Congress (CLC). The CLC is Canada's largest trade union central, with a 1983 membership of 2.3 million workers. Through its organic relationship with the New Democratic Party, the CLC is linked with the international social- democratic movement and the Socialist International. Through its affiliation with the International Confederation of Free Trade Unions 3 (ICFTU), the CLC is part of the social-democratic labour movement throughout the world, and in fact plays a very important role in that movement. The CLC has been involved, since its inception in 1956, in international affairs. Through the ICFTU, the CLC has developed links with trade unions in many of the developing countries. It has provided moral, organizational and other material support for workers' struggles throughout the world. Through its own International Activities Fund and through the ICFTU's International Solidarity Fund, the CLC has provided funds for trade union education and organizing in the developing countries, together with the provision in Canada

Orr (1936-2009) was one of a number of rank-and-file labour militants in the city of Saint John, New Brunswick who bore witness to, and had some hand in, a number of upheavals in the local labour movement. Growing up in a working-class neighborhood in west Saint John, he came of age at the time of the momentous Canadian Seamen’s Union strike of 1949, which had a permanent impact on his outlook. Leaving school at sixteen to work for the Canadian Pacific Railway, he then joined the navy before going on to become a lifelong union man on the docks. As a member of Local 1764, International Longshoremen’s Association, he helped lead the 1974 strike against the Maritime Employers’ Association. He was one of the organizers of the 1976 Saint John General Strike on 14 October against the federal government’s wage controls. Orr was also a key organizer of the 1979 NO CANDU campaign that closed the port in support of civil rights for workers in Argentina.

Radical social movements and countercultures challenged the conservatism of the preceding decade, rejected traditional forms of politics, and demanded an alternative based on the principles of social justice, individual freedom and an end to oppression on all fronts. Yet in Canada a unique political movement emerged which embraced these principles but proposed that New Left social movements – the student and anti-war movements, the women’s liberation movement and Canadian nationalists – could bring about radical political change not only through street protests and sit-ins, but also through participation in electoral politics.

REASON, PASSION AND INTEREST: PIERRE TRUDEAUS ETERNAL LIBERAL TRIANGLE Reginald Wfhitaker Considerable attention has been lavished over the years on Trudeau as the philosopher of federalism and bitter critic of Quebec nationalism. It is easy enough to assume, along with the Right and Left in English Canada and le tout-Quebec, that Trudeau's "rigidity" and "inflexibility" on these questions has simply left him as an anachronism, passed over by the rush of events and the seemingly inexorable advance of independantisme in Quebec and decentralist regionalism in English Canada. Yet nothing -is more notoriously ephemeral than political fortune. That Trudeau's ideas are presently in eclipse is apparent; that they are thereby exhausted is by no means obvious . It is a mark of the power of this man that no strong federalist position can in the near future escape the colour and quality which his expression has given to this thesis in the dialectics of centralization-decentralization and duality-separation. In this sense alone Trudeau's arguments bear continued reading: to a greater extent than many of us would like to admit, he remains close to the heart of our central dilemmas . It is not however this relatively familiar terrain which I propose to cover once again. Journalist Anthony Westell wrote a book on Trudeau called Paradox in Power, and that phrase perhaps best sums up a common reading of Trudeau, especially by English Canadian intellectuals. How could a man who first rose to notoriety in Duplessis' Quebec as a "radical" defender of strikers, a passionate proponent ofcivil liberties and a tireless advocate of democratization of public life turn into the prime minister who invoked the War Measures Act, defended ' This paper was originally presented, in slightly different form, at a symposium on the political thought of Pierre Trudeau, sponsored by the Department of Political Science at the University of Calgary, 19 October, 1979 .

    The Course and Canon of Left Nationalism in English Canada, 1968-1979 by Michael Cesare Chiarello A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in History with Specialization in Political Economy Carleton University Ottawa, Ontario © 2020, Michael Cesare Chiarello ii Abstract This dissertation is an inquiry into the political and intellectual currents of English Canadian left nationalism from the late 1960s through the 1970s. It investigates the reasons why left nationalism emerged as a major force in English Canadian left politics and explores the evolution of a neo-Marxist critique of both Canadian capitalism and Canada's relationship with the United States. Left nationalism represented a distinctive perspective and political agenda. Its vision was of a Canada divorced from the American-led capitalist world system. English Canadian left nationalism had a political manifestation in the Waffle movement and an intellectual manifestation in the New Canadian Political Economy. The dissertation demonstrates that the left nationalist interpretation of Canadian- American relations was not rooted in anti-Americanism, but in a radical politics of democratic socialism and anti-imperialism. Left nationalism was primarily the product of neo-Marxist thought, rather than a reaction to problems in American politics, society, and foreign policy. English Canadian left nationalists were disruptors who, unlike their New Nationalist contemporaries, did not advance a program of capitalist or social democratic reform. The left nationalists were determined to replace capitalism with democratic socialism; without socialism, there could be no Canadian independence. Left nationalists sought to end Canada’s colonial status in the declining American empire, viewed the preservation of Canada’s resources as imperative to the country’s long-term prosperity, and advanced neo-Marxism in the academy and in the universities.

    Some Sidelights on Canadian Communist History On Karen Levine’s 1977 Interviews During the summer of 2020 I happened to mention the Kenny oral history project to my friend Russell Hann, a labour historian with an encyclopedic memory and a well-organized personal archive. He immediately recalled a 1977 essay by a UofT undergraduate, Karen Levine, on the impact of the 1956 Khrushchev revelations on Canada’s Communists. He also recollected that she cited interviews she conducted with some important figures in the movement, including Robert Kenny. Russell promptly forwarded a copy of “The Labour Progressive Party in Crisis: 1956-57”i to me and after reading it, I contacted Karen, to find out if the recordings she made 43 years earlier still existed. Luckily, Karen kept them (with the unfortunate exception of J.B. Salsberg, a pivotal figure in the 1956 events) and generously agreed to add them to the other interviews in the Kenny oral archive. In her essay Karen also cited information gleaned from earlier recordings done by David Chud, one of several students who, in the early 1970s, recorded over 100 “interviews with individuals involved with [Canada’s] labour and socialist movements.” Don Lake, at that point associated with the left-nationalist Waffle wing of the New Democratic Party, was one of the graduate students who did these interviews. Today Don and his partner Elaine operate “D&E Books,” one of Toronto’s premier antiquarian bookstores. Their business was originally launched in 1977 as “October Books” after they purchased a stock of radical (and other) books and pamphlets from Peter Weinrich who was then in the process of winding up his partnership in Blue Heron Books.
