Bakker Telefoon 5113661, 5113540 E-mail: [email protected] SO/PM Reg.nr. 2007 / 233632 Te kopiëren: A Onderwerp B&W-vergadering van 29 januari 2008 Resultaten Tunnelstudie Zuidtangent 2007 Bestuurlijke context De eindrapportage van de haalbaarheidsstudie voor een lange ondergrondse verbinding voor de Zuidtangent in Haarlem is gereed (bijlage A). De onderliggende rapportages liggen ter inzage. De raad heeft in december 2006 medewerking toegezegd aan deze door de provincie in 2007 uitgevoerde haalbaarheidsstudie (233 / 2006). In de eindrapportage wordt geconcludeerd dat een ondergrondse verbinding voor de Zuidtangent in Haarlem haalbaar is, en dat een oplossingsrichting vanaf de Schipholweg, via het Houtplein en het centrum naar het NS-station hiervoor het meest doelmatig en kansrijk is. De verbinding is over de hele lengte ondergronds waardoor een forse verbetering optreedt van de kwaliteit van het (hoogwaardig) openbaar vervoer: de reistijd binnen de gemeente Haarlem wordt aanzienlijk bekort, terwijl betrouwbaarheid en comfort sterk verbeteren. Met aanvullende maatregelen kan het aantal busritten door de stad fors afnemen. Stadslijnen voor de lokale vervoerbehoefte blijven uiteraard in stand en worden waar nodig aangevuld. Er wordt bovendien geanticipeerd op toekomstige ontwikkelingen (als: aanleg tweede terminal Schiphol, Zuidas) en is het in de toekomst mogelijk om de verbinding te verlengen in noordelijke richting (Velsen / IJmuiden), alsmede aansluiting te zoeken op het hoogwaardig openbaar vervoer in de regio Amsterdam (Noord/Zuidlijn in het bijzonder). Thans wordt gevraagd in te stemmen met de conclusie uit de eindrapportage. Om te komen tot de daadwerkelijke aanleg van een tunnel dient op een aantal onderdelen een nadere uitwerking plaats te vinden. Thans wordt gevraagd om opdracht te geven deze vervolgstappen te zetten. De opdracht vindt plaats aan de stuurgroep ‘Tunnelstudie Zuidtangent’ waarin de gemeente vertegenwoordigd is door wethouder Nieuwenburg. De stuurgroep wordt gevraagd in het voorjaar van 2009 een vervolgbesluit voor te leggen. De nota betreft geen aanlegbesluit maar een besluit tot verder onderzoek van de voorkeursvariant (vervolgstap). Met andere woorden, het betreft hier géén 'go / no-go' beslissing voor een tunnel. Raadsparagraaf: De nota is kaderstellend, het betreft een mogelijk substantiële ontwikkeling als onderdeel van een strategische visie over de stad. B&W-besluit: 1. Het college stemt in met de conclusie uit de eindrapportage van de Tunnelstudie dat een onder- grondse verbinding voor de Zuidtangent in Haarlem maatschappelijk, ruimtelijk, vervoerskundig en technisch haalbaar is, en dat de oplossingsrichting vanaf de Schipholweg, via het Houtplein en het centrum naar het NS-station hiervoor het meest doelmatig en kansrijk is (voorkeursvariant); 2. Het college stelt de raad voor, middels de stuurgroep 'Tunnelstudie Zuidtangent', deel te nemen aan een door de provincie uit te voeren vervolgstudie ter uitwerking van de voorkeursvariant. Onderdeel hiervan zijn in ieder geval een nadere uitwerking van de oplossingsrichting, een haalbare business case, regionale afspraken en een heldere taak- en risicoverdeling tussen betrokken publieke partijen en te betrekken private partijen; 3. Het college stelt de raad voor de provincie te verzoeken het initiatief te nemen voor de vervolgstudie en tevens de financiële middelen voor de vervolgstudie beschikbaar te stellen. 4. Het besluit heeft voor de gemeente geen financiële consequenties. 5. De betrokkenen ontvangen daags na besluitvorming informatie over dit besluit; de portefeuillehouder geeft perstoelichting 6. Het raadsstuk wordt voorgelegd aan de gemeenteraad, nadat de commissie Beheer hierover een advies heeft uitgebracht. A performance study is performed on three criteria: the bus station’s throughput of traffic flow, or: coping with capacity, the safety on the bus lane and quality of the infrastructure as perceived by its user. There is a projected growth of public transportation through Schiphol Plaza when looking at increasing numbers of air travelers, employees and use of especially the HOV (high quality public transportation) bus lines. There is no knowledge yet on how long the current bus station layout can cope with this growth. This needs to be made clear and a possible solution for appearing bottlenecks needs to be provided. Methodology The research on the bus station performance requires methodology that fulfills the requirements of providing performance scores on current and future scenarios for its capacity, quality and safety. For capacity scores it is determined to use average bus delays as suffered at the bus station as units, where also a percentage of buses exceeding the set threshold of 30 seconds delay is taken as a second scoring quantification.

    3 Case study Amsterdam/ Randstad The TEN scheme places Amsterdam at the end of two European axes: One towards the south, crossing the Randstad and connecting with Brussels and Paris, and another towards the East, linking Amsterdam with Cologne or Berlin.1 According to the current plans, the HST will serve three stations within the Amsterdam agglomeration: This includes the present central station located at the northern end of the downtown area, a newly built underground station in the southern city area (Zuid/ World Trade Center), and the existing underground station inside the Amsterdam airport terminal (Schiphol). All three stations are linked to major space- functional development programmes. For the two city locations, this has been done in the form of large- scale urban projects comprising 800.000m2 (central station) and 1mio.m2 (Zuid/ WTC) total gross floor- space. Within the Randstad, the next stops of the HST will be Utrecht (15’), Rotterdam (28’) and The Hague (36’), and outside Breda (48’) and Arnheim. Likewise, each of these locations is connected to large scale urban (re-) development projects (Fig.IV.13+14). As far back as the early seventeenth century, a network of permanent public transport links existed between cities. A very Dutch system – it was a network of waterways. We do not, however, have to go so far back in time. In 1970, the Netherlands was the first European country with a national, symmetric rail service. In 1980, we were the first to have a national ticketing and fare system for local and regional public transport. And in 1992, for the first time, travellers could phone a single national telephone number with all their questions about departure times, fares and other ma!ers. Our ambition is to work constantly on further improvements. In 2010, we began the introduction of the OV-chipkaart; an electronic card similar to the Oyster card in use in London, that can be used for travel on all modes of public transport in the Netherlands.
