The municipalities are represented by 5 inter- municipal counsils; Vest-Finnmark Rådet (7 municipalities in Troms and Finnmark County), Vesterålen regionråd (6 municipalities in Nordland County), Salten Regionråd (10 municipalities in Nordland County), Indre Helgeland Regionråd (5 municipalities in Nordland County) and Helgelandsrådet (12 municipalities in Nordland County); 1. In your view, what have been the EU’s main achievements and failures under each of the three priorities in the 2016 Joint Communication? Vest-Finnmark Rådet, Vesterålen regionråd, Salten Regionråd, Indre Helgeland Regionråd and Helgelandsrådet embraces the EU’s engagement in promoting sustainable development in the Arctic. This priority marks a positive shift in how the Arctic is perceived as a strategically important territory, with green growth potential for the region and Europe. The Sami people are to have their own nation-wide Sameting elected by and among the Sami population. § 1-3. The annual report of the Sameting. The annual report of the Sameting is to be sent to the King. § 1-4. The financial liability of the State. The particular expenses incurred by county municipalities and municipalities in connection with elections to the Sameting are to be covered by the State. Photo: Bjørn Erik Olsen / nordnorge.com / Bodø Population in the North This chapter focuses on the population development trends in the BIN area, including population distribution, gender and age group analysis at the county and municipal level. In 2015, the BIN area’s population equaled 1 661 341 people that accounted for 10 % of the total population of Finland, Norway, and Sweden. The population in the BIN area has grown by 2.3 % from 2006-2015. This report provides only an analysis of the trends in population development, without accounting for trends in births, deaths and migration inflows and outflows that will be the topic of the next BIN report on population. The results suggest a continuing trend of urbanization den equaled 57.1 years. The rise in the dependency ratio of the BIN area, with population growth concentrated indicates growing pressures on social security and public in regional urban areas. These regional urban areas are health systems in the BIN area. located in coastal areas that benefit from good trans- port infrastructure, while transport infrastructure in County level development rural areas remains underdeveloped. Gender analysis The population distribution across counties in the BIN shows high male-to-female ratios in all BIN counties, area is not uniform.
