Afghanistan – Badakhshan Province Operational Coordination Team (OCT) UNOCHA Faizabad Office 17,10,017 @09;30am Draft Minutes Participants; IOM, UNHCR, NAC, CAF, IDS, Afghan Aid, Concern WW WFP, ACTED and UNOCHA # Agenda Discussions Action points 1 Welcome and introduction OCHA warmly welcomed the team and the team introduced themselves to each other. 2 ACTED; Based on last conflict IDPs screening committee meeting 284 families who was missed to Conflict IDPs assessment be assessed referred to ACTED, the joint assessment teams assessed the 284 families and out of UNHCR will distribute and responses updates. these number 181 families verified as real IDPs. Winterization for the prolong IPDs The mentioned verified 181 conflict IDP families responded by ACTED, WFP, and Mission East. in close coordination with DoRR currently the assessment team are assessing 52 conflict IDPs in Shahri Buzurg districts. and humanitarian team. UNHCR; currently we are working on assessing the prolong IDPs, verification of prolong IDPs till first week of November the teams who are assessing the prolong IDPs are consist of NPO, WAW and DoRR. Winterization; UNHCR plans to respond the prolong conflict IDPs who are still living in displacement, reportedly UNHCR will distribute cash which will the cost of winterization for 1550 IDPs in Badakhshan provincial level. Discussion; winterization distribution can be in best manor and we can use our learnt lessons of 2016. UNHCR; we will distribute tents and NFI for the returnees of 2014-2015-2016-2017. IDS; we distributed 143 food items for the IDPs, Based on conflict IDPs screening committee meeting the joint assessment teams which led by IDS/WFP have assessed 137 families and out of the mentioned number only 68 verified as real IDPs. The conflict IDPs who are assessed are from Argo, Kunduz and Kohistan to Faizabad. WFP; WFP has responded 181conflcit IDPS in Keshem district and 68 families will be responded. WFP; assessing the prolong IDPs is ongoing and we will respond the prolong IDPs for the coming winter in case of solving threat of Warduj. From the beginning of the year 2017 IOM have totally assisted 647 natural disaster affected families with different type of nonfood items which the further details are as follows, 53 families which was affected by avalanche in Burghud village of Darwaz district on 3rd Feb IOM has distributed 53 winter module and 53 solar modules on 21st Feb 2017 and on at the same day 28 families which they were also affected by avalanche received 28 BLM 28 SM and 28 winter module from IOM assistance in Manzel Dasht village of Darwaz district, on 3rd April 2017 IOM provided nonfood items for 33 flood affected families in Koche Hesar and Malanga village of Baharak district which were affected by flood on 27th March 2017, on 10th May 17 IOM BDK have assisted 6 families in Rubat village of Faizabad city these families were affected by heavy rainfall incident on 11th April 17 and their needs assessment were done on 13th April 17, on 2nd of May 17 IOM provided NFIs for 46 heavy rainfall affected families in Langar, Kisht-Ghah, Bazar Itfaq and Robatak village of Yaftal district which they were affected on 18th AND 21st of April 17 and their needs were assessed from 19th to 23 April 17 and at the same day IOM has distributed NFIs for 22 landslide affected families in Ornil village of Baharak district, 112 families which they were affected as a result of heavy rainfall incident in Share Safaa, Debazar,Khandaan shar, Aabe Gazekel and Balaki villages of Darayem district provided by IOM NFIs on 8th of May 2017 and at the following day IOM BDK had NFI distribution for 25 heavy rainfall incident affected families in Aaqboorya,Ganda Cheshma and Shamary villages of Argo district, on 25th of May 17 we have assisted 39 heavy rainfall affected families with our NFIs in Katuk and Malwaan village of Share Buzurg district which they were affected on 23rd of April 17, 256 families which they were affected by heavy flooding on 15th May 17 in Lairuk,Khaa and Nowuk village of Jurm district have been provided by our NFIs and family tents on 3-4th June 2017, and the last 19 flood affected families in Ghuzmargh village of Baharak district received IOM NFIs on 6th August 17, Afghanistan – Badakhshan Province Operational Coordination Team (OCT) UNOCHA Faizabad Office 17,10,017 @09;30am Draft Minutes This is also to let you know that we have 625 ESM, 2112 BLM,807 FM, 1008 WM, 383 SM and 316 family tents, totally we have 5251 mentioned type of NFIs in IOM Faizabad warehouse for any upcoming natural disaster incidents, WFP prepositioned food items in seven districts for the emergency cases 92 Mt (Nosai, Shukai Mah may, Shighnan, Eshkashiem, Zebak, Wakhan) The materials will be stocked till Jun 2018, Implementer of the project is Rupani, the presupposing items (flour, oil, pulse, salt). CAF implements the nutrition programs in Ragh ha districts, according to CAF nutrition supply has been postponed, in next month the districts will be closed by snow. ZURICH Project DRR and flood measurement (2015-2017) Protection wall. 128m stone masonry protection wall has been implemented in three targeted villages (Tangan, March, Yustan villages of Yawan) Gabion retaining wall -60m gabion retaining wall has been completed in Teegaran village Flood way and check dam- 16 flood way (wash) and 16m stone masonry check dam successfully completed in two targeted villages (Sow, Wand villages of Yawan) Dry stone check dam – 50m dry stone check dam is under implementation in Khamelgah village of Yawan Gabion check dam- 24m gabion check dam is started the implementation in October 2. Strengthening the Resilience of Afghanistan’s Vulnerable Communities against Disasters (SRACAD) Latrine for Qatarbeed School: three room latrine is under implementation in Qatarbeed School the physical progress is 70%. School repairing in Raghistan – 100% completed. Gabion protection wall- 134m gabion wall in three districts under implementation only Yawan district. Irrigation water – irrigation reservoir for Raghistan and Kohistan district for watershed irrigation purpose Free special space for livestock: the livestock space for Raghistan district is on- going with 30% physical progress, Kohistan and Raghistan districts 3. MSRP Irish Aid funded Project (2017-2021- WASH, Livelihoods, and Education) Family latrine construction: 14 latrine construction works are on-going with 35% physical progress Safe Water supply project in Durang village of Yawan is being constructed and will be completed by end of October. 4. HPP Projects (Humanitarian properness projects- funded by Irish Aid) 138m protection wall is under implementation in Lab Ab village Kohistan district with 45% physical progress 1.6Km road physical work is on-going with 40% till now 4.5 KM road have been constructed and completed in Yawan which connects several villages to Kohistan district centre. A part from the physical works, Concern has invested/investing a lot of efforts on capacity building of communities at villages level forming DDR committees, DRR trainings, simulation/Mock drills and other related topics etc. Result#1 – ERM Standard Assistance: Targeted households affected by conflict and natural disasters receive timely humanitarian assistance to cover their immediate food and non-food needs, and where required, emergency shelter to ensure a minimum of safety and dignity to their living conditions. Project location: directly Faizabad, Keshem, Teshkan, Darayem, Khash, Argo, Shahr-e-Buzorg, Yaftal e Sufla and Baharak, and indirectly entirely BDKN province. CLTS (Community Leading Total Sanitation) Project funded by UNICEF Project goal. Accelerating Ending Open Defecation in Afghanistan through the Implementation of a Community Led Total Sanitation Programme. UNICEF and ACTED will create a synergy through this agreement with the aim to increase the CLTS implementation capacity of Community Health Workers (CHWs) to ensure that Afghanistan can meet the target of ending open defecation by 2025. Target Groups Afghanistan – Badakhshan Province Operational Coordination Team (OCT) UNOCHA Faizabad Office 17,10,017 @09;30am Draft Minutes UNICEF Afghanistan plans to upscale the ending of open defecation by 1) creating a massive CLTS implementation capacity among NGO partners and government; 2) strong leadership and coordination avoiding overlap and ensuring that high open defecation prevalence areas are targeted; and 3) the adoption of a harmonized CLTS approach among all implementers to safeguard the strict non-subsidy approach which is a key success factor underlying the CLTS methodology.
