    Lexicography and indigenous languages Ole Henrik Magga, Sámi allaskuvla/Saami University College, Guovdageaidnu/Kautokeino Keywords: indigenous languages, Saami, lexicography, language planning, knowledge in language. Abstract Indigenous languages are disappearing rapidly. The UN system and especially UNESCO supports the work with indigenous languages for several reasons. Language death is not a loss only for indigenous peoples themselves, but for all humanity because the loss of languages affects diversity, and this diversity is essential for our survival. Lexicographical work is essential for indigenous languages, particularly pursuant to their use in education and society at large. All Saami languages are endangered languages. The lexicon of almost all the ten Saami languages has been investigated quite thoroughly after the first dictionary was printed in 1738. Konrad Nielsen’s dictionary published in 1932-62 is the masterpiece within Saami lexicography. Dictionaries have also been compiled for educational purposes and within specialized fields, like anatomy and mathematics. Embedded in the vocabulary of the Saami languages is knowledge from the past over 6000 years back in time and the loanwords give much information about contacts with Balts, Germanic peoples, Scandinavians and Russians. Saami languages have a rich descriptive terminology and terminology on nature and animals, especially on reindeer. Saami is probably the richest language on snow terminology in the world. For the past 40 years substantial resources have been allocated, especially in Norway, to the education of teachers and printing of books, including dictionaries, in Saami. This would not have been possible without the lexicographical research that had been carried out at the universities throughout a number of years.

    Knut Skog: Høringsuttalelse til NOU2016: 18, Hjertespråket Definisjon: Med funksjonell språklighet menes en personlig ferdighet til å uttrykke og å tilegne seg meninger i så vel hørbar (muntlig) som i synlig (skriftlig) form. Tilegnelse av funksjonell språklighet er aldersbetinget. For barn er morsmålet selvlærende. Barn kan i førskolealder ofte lære seg flere språk. Lese og skriveferdighet er derimot tillært. Grunnskolens mål er å gjøre alle elever funksjonelt språklige. Den som ikke kan lese og skrive et gitt språk er analfabet i språket. Fremmedspråklig analfabetisme er utbredt. Allmenn to eller flerspråklig funksjonell beherskelse er sjelden og forutsetter spesiell begavelse. Uttalelse: - Utredningen vedgår at samelovens bestemmelser for samiske språk og Sametingets oppfølging av disse de siste 30 år er mislykket. - Utredningen fremmer tiltak som er totalt urealistiske både hva mål angår og de midler som er, eller nær fremtid vil kunne bli tilgjengelige for å nå disse. Forslagene om regjeringens styring av kommunene som økonomisk ansvarlige eiere av grunnskolen og fylkene som eiere av videregående skoler, er en betydelig politisk utfordring i lys av elevmangel, lærermangel og økonomi. Mandatet ber utvalget utrede minst ett forslag som i økonomiske og administrative konsekvenser baseres på uendret ressursbruk. Dette har utvalget utelatt. - I sin iver etter å fordømme norske myndigheters fornorskning (Kapittel 4, side 54, 1. avsnitt, 7. punktum) unnlater utvalget å nevne at Aslak Jacobsen Hætta og Mons Aslaksen Somby var dømt for dobbelt mord. La denne glipp være tilgitt når utvalget til slutt i kapittel 4 (4.4.5 Kan man «gjeninnsette» en kultur?) trekker frem antropolog Astri Dankertsens doktorgradsarbeid om «gråsone-identitet».

    Word order in context: Information structure, a revolutionary approach to Uralic typology? The importance of Word Order (WOORD) is inherent in the mere language function, since the "caractere linéaire du signifiant" is, along with the double side of the sign, an essential characteristic of what Saussu re called "the nature of the language sign" ("Cours", 1.1.3.). An important sub-category referred to about the world languages is the free word order category, which Uralic languages are supposed to belong to, opposed to the fixed wor d order set, which Indo-European (IE) languages belong to, at different degre es. Just to take one of the Uralic (U) - Finno-Ugric (FU) languages, Finnish, one can menti on that a legend of supreme freedom was attached to the Finnis h th WOORD, at least until the 70s of the 20 century. This enviable reputation of freedom was not totally usurped but, while on the one hand it was little denied by Finno-Ugric grammarians, who owned very few pages in their books to the problem - apart from dialectal considerations on "unusual word order s", on the other hand one could soon notice that the reputation was base d on some kind of misunderstanding. WOORD does not have in the FU languages the syn tactic function of identifying the constituents which it has in many I E modern languages. Samtidig har tiden gått veldig fort, og jeg er stolt over å ha klart å ferdigstille oppgaven på normert tid. Det har innebåret atskillige lange dager på lesesalen for undertegnede, men det er selvfølgelig også mange andre som har bidratt med tid og ressurser, og som dermed fortjener stor takk. Først og fremst vil jeg takke Jostein Bergstøl som gjennom sitt arbeid gjorde meg oppmerksom på et svært spennende forskningsområde. Det var også han som kjente til tuftene i Hallingdal og foreslo at jeg kunne skrive en masteroppgave med dem som utgangspunkt. I tillegg har han vært behjelpelig gjennom hele skriveprosessen med nyttige kommentarer, innspill og råd. Department of Language Studies, Umeå University Umeå, 2008. 270 pp. Monograph. Abstract Revoicing Sámi narratives investigates the relationship between storytellers, contexts and collective tradition, based on an analysis of North Sámi narratives published in the early 1900s. This dissertation “revoices” narratives by highlighting the coexistence of different voices or socio-ideological languages in repertoires and by considering Sámi narratives as utterances by storytellers rather than autonomous products of tradition. Thus, this study serves as an act of “revoicing,” of recovering voices that had been silenced by the scientific discourse which enveloped their passage into print. Narrators considered “tradition bearers” were interviewed or wrote down folk narratives that were interpreted as representative of a static, dying culture. The approach chosen in this thesis highlights the dynamic and conscious choices of narrative strategies made by these storytellers and the implications of the discourses expressed in narration. By taking into account the intense context of social change going on in Sápmi at the time the narratives emerged, as well as the context that includes narrators, ethnographers and tradition, the analysis demonstrates that storytelling is an elaboration that takes place in negotiation with tradition, genres and individual preferences. The repertoires of four storytellers are studied according to a methodological framework consisting in critical discourse analysis from a folkloristic perspective. The analysis underscores the polyphony of the narratives by Johan Turi, who related with skillfulness of tradition by taking position as a conscious social actor.
