Aleksandar GLAVINOV hereby declare that we: • are submitting this tender on an individual basis for this contract. We confirm that we are not participating in any other tender for the same contract in any form; • agree to abide by the ethics clauses in Section 2.4.14 of the Procurement And Grants for European Union external actions – A Practical Guide, have not been involved in the preparation of the project which is the subject of this tender procedure unless it is proved that the involvement in previous stages of the project does not constitute unfair competition, and have no professional conflicting interests and/or any relation with other tenderers or other parties in the tender procedure or behaviour which may distort competition at the time of submission of this tender according to Section 2.3.6. of the Practical Guide; • We are not in any of the situations excluding us from participating in contracts which are listed in section 2.3.3 of the Practical Guide. In the event that our tender is successful, we undertake, if required, to provide the proof usual under the law of the country in which we are established that we do not fall into these exclusion situations. The date on the evidence or documents provided will be no earlier than 1 year before the date of submission of the tender and, in addition, we will provide a statement that our situation has not altered in the period which has elapsed since the evidence in question was drawn up. We also undertake, if required, to provide evidence of financial and economic standing and technical and professional capacity according to the selection criteria for this call for tender specified in the contract notice, point 16. The documentary proofs required are listed in Section 2.4.11 of the Practical Guide. We also understand that if we fail to provide the proof/evidence required, within 15 calendar days after receiving the notification of award, or if the information provided is proved false, the award may be considered null and void. • will inform the Contracting Authority immediately if there is any change in the above circumstances at any stage during the implementation of the tasks; • fully recognise and accept that if the above-mentioned persons participate in spite of being in any of the situations listed in Section 2.3.3.1. of the Practical Guide or if the declarations or information provided prove to be false they may be subject to rejection from this procedure and to administrative sanctions in the form of exclusion and financial penalties representing 2 % to 10 % of the total estimated value of the contract being awarded and that this information may be published on the Commission website in accordance with the conditions set in Section 2.3.4. of the Practical Guide; Page 6 of 22 • are aware that, for the purposes of safeguarding the EU’s financial interests, our personal data may be transferred to internal audit services, to the European Court of Auditors, to the Financial Irregularities Panel or to the European Anti-Fraud Office. In the Republic of Macedonia, there are 8 major regional centers (Skopje, Kumanovo, Tetovo, Ohrid, Bitola, Veles, Stip and Strumica) and 35 regional centers comprising the Center for Crisis Management. The regional centers are composed of representatives from the regional units of: the Ministry of Internal Affairs, the Ministry of Health, the Ministry of Transport and Communications, the Ministry of Defense, other state administration bodies and one representative of the municipalities whose areas are included in the Regional Center. Regional headquarters are formed in the regional centers, as operative expert bodies headed by the Head of the Regional Center. The head of the regional center is appointed by the director of the center. In the South-East planning region, the Strumica Regional Center covers the municipalities of Strumica, the municipality of Radovis, the municipality of Valandovo and the municipality of Gevgelija. While in the units of local self-government in STRUMICA, it covers settlements: the city of Strumica and the villages Banitsa, Bansko, Belotino, Veljusa, Vodocha, Gabrovo, Gradsko Baldovci, Dabilje, Dobreci, Dormombos, Zleshevo, Kosturino, Kuklish, Memeshli, Murtino, Ormanli, Popchevo, Prosenikovo, Raborci, Rich, Sachevo, Svidovitsa, Three Waters and Chepely, the municipality of VASILEVO with 18 settlements: the villages Angelci, Varvarica, Vasilevo, Visoko Maala, Vladievci, page 8 of 22 Gradosorci, Dobroshinci, Dukatino, Edenenkovo, Kuskulia, Nivicino, Nova Maala , Piperovo, Radicevo, Sedlarci, Sushevo, Tre Ichino and Canaklija Municipality BOSILOVO with 16 settlements: Borivoje, Bosilovo, Ghecherli, Drvoš, Ednokakovo, Ilovitza, Monospitovo, Petralinci, Radovo, Robovo, Saraj, Sekirnik, Staro Baldovci, Turnovo, Hamzali and Stuka and Municipality NOVO SELO with 16 settlements : villages Badolen, Baykovo, Barbarevo, Borisovo, Drazevo, Zubovo, Koleshino, Mokrievo, Mokrino, Novo Konjarevo, Novo Selo, Samoilovo, Smolari, Staro Konjarevo, Stinik and Sushica Local governments are composed of representatives of: the municipality or an authorized person from the city, Center for Crisis

Sredstvata za finansirawe na odr`uvaweto i proшiruvaweto na uli~noto osvetluvawe se predvideni vo Buxetot na opшtina Vasilevo vo Programata J3 - javno osvetluvawe, i od komunalnata taksa za uli~no osvetluvawe regulirana so Zakon za komunalni taksi (Sl.vesnik na RM br.92/07) koja iznesuva 25 k.vati po broilo. Ovaa komunalna taksa se napla}a od gra|anite zaedno so naplatata za potroшena elektri~na energija. Ovie sredstva gi pribira EVN - KEC - Strumica i istite gi uplatuva na `iro smetka na opшtina Vasilevo i toa po 139,00 denari po broilo за физички лица и 278,00 денари за правни лица. Brojot na imateli na broila od kategorijata potroшuva~ - domaќinstva vo tekot na godinata e promenliv, bidejќi vo tekot na godinata ima novo prijaveni doma}instva, a ima i doma}instva koi se odjavuvaat bidejќi imaat sezonska potreba od elektri~na energija za vreme dodeka se vrateni od stranstvo.

    On the basis of article 65 of the Law on Real Estate Cadastre („Official Gazette of Republic of Macedonia”, no. 55/13), the Steering Board of the Agency for Real Estate Cadastre has enacted REGULATION FOR THE MANNER OF CHANGING THE BOUNDARIES OF THE CADASTRE MUNICIPALITIES AND FOR DETERMINING THE CADASTRE MUNICIPALITIES WHICH ARE MAINTAINED IN THE CENTER FOR REC SKOPJE AND THE SECTORS FOR REAL ESTATE CADASTRE IN REPUBLIC OF MACEDONIA Article 1 This Regulation hereby prescribes the manner of changing the boundaries of the cadastre municipalities, as well as the determining of the cadastre municipalities which are maintained in the Center for Real Estate Cadastre – Skopje and the Sectors for Real Estate Cadastre in Republic of Macedonia. Article 2 (1) For the purpose of changing the boundaries of the cadastre municipalities, the Government of Republic of Macedonia shall enact a decision. (2) The decision stipulated in paragraph (1) of this article shall be enacted by the Government of Republic of Macedonia at the proposal of the Agency for Real Estate Cadastre (hereinafter referred to as: „„the Agency„„). (3) The Agency is to submit the proposal stipulated in paragraph (2) of this article along with a geodetic report for survey of the boundary line, produced under ex officio procedure by experts employed at the Agency. Article 3 (1) The Agency is to submit a proposal decision for changing the boundaries of the cadastre municipalities in cases when, under a procedure of ex officio, it is identified that the actual condition/status of the boundaries of the cadastre municipalities is changed and does not comply with the boundaries drawn on the cadastre maps.

Environmental and social management plan…………………….43 2 | P a g e INTRODUCTION Local and Regional Competitiveness Project (LRCP) is a four-year investment operation, supported by the European Union using funds from IPA II earmarked for competitiveness and innovation in Macedonia. LRCP will be managed as a Hybrid Trust Fund and consists of four components, executed by the World Bank and the Government of Macedonia. The Project will provide investment funding and capacity building to support sector growth, investment in destinations and specific destination prosperity. At the regional and local levels, the Project will support selected tourism destinations in the country through a combination of technical assistance to improve destination management, infrastructure investment and investments in linkages and innovation. The investments will be undertaken through a grant scheme for the regional tourism stakeholders such as municipalities, institutions, NGOs and private sector. This Environmental and Social Management Plan (ESMP) has been prepared for activities carried out under the project “Improvement of the conditions for development of alternative tourism on the locality – Monospitovsko Blato”. TheESMP presents the senvironmental due diligence document comprised of project description, technical details, scope, setting and location based on which it assesses the environmental and social risks and the avoidance and mitigation measures addressing them. Implementation of mitigation measures addressing the identified risks and issues defined in the ESMP is mandatory.

PROJECT DESCRIPTION 1. BACKGROUND The Municipality of Strumica has signed the agreement for sub-loan No. 22 with the Ministry of Finance on 26.12.2019 in the amount of 91.600.315,00 MKD for the project “Project for replacement and installation of house horizontal/vertical and ultrasonic water meters with upgrade by the equipment for distant mobile reading and integration of the water meters in the system of distant reading in the Municipality of Strumica and Project for extension of the secondary gas distribution network in Strumica”. The total project amount of the loan is 91.600.315,00 MKD including VAT, or 1.489.436,02 EUR. After the successful bidding procedure, the contract was awarded to the bidder JV - “DGT ZIKOL DOOEL Strumica” and “DOOEL Tehnoskop Skopje”, which offered the price of 88.703.950,85 MKD with VAT or 1.442.340,66 EUR and the contract for performance of the works was signed on 09.04.2020. The project is in inplementation and 70% of the works are completed so far. In the context of the verification of the grant for poverty / social inclusion, and in order to properly allocate funds from the program for improvement of municipal services from the MSIP2 project, a Methodology for assessment and selection of the most deprived settlements for investment from this program was developed.
