While mainly focused on his period as Cardinal Secretary of State of Pius XI (1922–1930), some hints will also be given to his tenure of office during the pontificate of Benedict XV, as well as to Consalvi’s and Rampolla’s influence on his way of perceiving British matters. Empieza a generalizarse la idea de que la organización eclesiástica americana esta• ba ya presente en el Concilio Plenario y que desde entonces hasta hoy no se ha he• cho sino avanzar ininterrumpidamente, a través de las distintas conferencias gene• rales del episcopado latinoamericano. Ahora que se cumple el centenario parece oportuno intentar delimitar algo más el tema. En concreto, me parece importante precisar cómo se gestó el Plena• rio, la importancia real que tuvo para América Latina y qué papel jugó Roma en la creación de una conciencia de unidad en la jerarquía eclesiástica latinoamericana.
