The EU Aid Volunteers is an initiative of the European Union. It brings together volunteers and organisations from different countries, providing practical ASPEM support to humanitarian aid projects and contributing to strengthening the local capacity and resilience of disaster-affected communities. Participants in the EU Aid Volunteers initiative must be over 18 years of age and be a citizen of an EU Member State or a long-term resident in the EU.

DESCRIPTION

ASPEm Bolivia works in to support local farmers to become more resilient by implementing sutaibable agriculture production techniques and facilitating the distribution of their products in order to promote economic self reliance of the communities, improve their nutrition habits and protect the environment.

ASPEm Bolivia is currently collaborating with Caritas Tarija to support beekeepers in Tariquia National Flora and Fauna Reserve to produce, distribute and valorize local honey.

The volunteer will work with women beekepers and support local producers accessing the market and promote the competitive value of Tariquia honey.

Operational details & security context: The volunteer will be based in Tarija, the capital city of Tarija department. The nature of the work will require field visits to Tariquia National Flora and Fauna Reserve.

The Tariquía National Flora and Fauna Reserve is located in the northeast of the Padcaya municipality of the Arce province in the Tarija department, extending southward with respect to the geographical coordinates of the parallels 64º06'12 ”- 64º36'00” West Longitude 21º45'00 ”- 22º20'28” South Latitude. In Bolivia it is the only protected area, destined to conserve a type of eco-region representative of the biodiversity of the Tucuman-Bolivian formation. Due to its more southern location compared to the rest of the Bolivian and Peruvian Yungas, Tariquía has populations of species adapted to changing climate conditions, with a greater range than that of lower latitudes, which makes the genetic variability of these species greater and therefore it represents a particular wealth for Bolivia.

Tarija is the smallest department of Bolivia. The language used in Tarija is Castilian Spanish but there is also Guarani, the native language of the area. Tarija is a welcoming city that well preserves its natural and cultural heritage. It is surrounded by a lovely countryside and offers various cultural opportunities (music, museums, etc). It is a safe area and has all city services including health care, technology and land and air transportation. The city of Tarija has a health system of 1st, 2nd, 3rd level: a Main Hospital, Health Centers in every city zone and Private Clinics. In the area of the city where the volunteer will live, there is a health center called “Pro Salud”, which is well equipped and has all medical specialties. Additionally, the city zone has a center for integrative medicine called “CIES” and some private clinics for different medical specialties.

The COVID-19 pandemic has affected all countries in the world, including Bolivia. According to Bolivia’s Ministry of Health daily report, on 19 July 2020 there were 1444 new COVID-19 cases in the country. This has raised the total number of cases to 59,582. The number of recovered cases is, instead, 18,553. To date, Santa Cruz has had 29,754 cases, La Paz 9655, Cochabamba 6406, Beni 5092, Tarija 2483, Oruro 2211, Chuquisaca 1605, Pando 1204 and Potosí 1172. The official report includes the number of new fatalities on 19 July 2020: 45 (Santa Cruz 17, Cochabamba 15, La Paz 5, Chuquisaca 5, Potosí 2 and Tarija 1). This increases the nationwide total number of fatalities to 2151.

TASKS

Developing a marketing plan for Tariquia honey

Conduct a market study. Develop a marketing strategy, highlighting the benefits of Tariquia honey. Brand design and market positioning. Participation in fairs and other spaces. Make the contribution and work of women beekeepers visible.

Apprenticeship: Not foreseen. Required competences:

SELECTION CRITERIA

Eligibility and exception criteria: The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

No candidate will be discriminated according to his or her race, religion, gender or financial status during the selection.

Minimum Requirements: Degree in economics or communications and marketing Previous volunteering experience Fluent in Spanish Good knowledge of English

CONDITION OF SERVICE

Learning Opportunities: The volunteer will be integrated into the institutional processes of internal and external training and education, so as to strengthen his/her competences. A period of cultural immersion will be offered to facilitate the volunteer integration both within the institution and in the project region.

Working and Living Conditions: The working hours are based on the general labor law of Bolivia, which establishes the 8-hour workday, these being the hours, in the mornings from 08:00 to 12:00, in the afternoons from 14:30 to 18:00.The number of days of field work varies between 1 to 4 days, considering and validating the work that needs to be done. The food and accommodation expenses generated by the field work will be assumed by the institution.

The volunteer will be provided with all the technical and material conditions required to carry out their work, both in the city of Tarija and in the National Reserve of Flora and Fauna of Tariquia, in addition, an institutional technician will be appointed to do tutoring for the volunteer's adaptation in the country.

A specific protocol has been developed to prevent the spread of COVID 19, covering both office and field activities, including: 1) Phisical distancing measures, 2) Provision of PPE and instructions for their use and disposal, 3) Cleaning measures for office premises and tools, 4) Contact list for emergencies, 5) Communication lines for suspect case management

All instructions will be shared with the volunteer before his/her departure and during the induction period.

Secure accommodation in safe areas will be provided to the volunteer. Rent, basic furniture and services (water, electricity, gas and internet) will be covered by the project.

The programme covers the following costs: - Pre-departure training with the European Commission: transport, food and accommodation - Pre-departure training with the sending organisation: transport, food and accommodation - International return travel to the deployment country - Local transport between project sites - Insurance during the duration of the project - Accommodation. - Vaccines and medical check-ups - Visa - Monthly allowance: 457,36 euros - Reintegration allowance: 100 euros per months of service to be paid upon return

Meals and personal transportation are the responsibility of the volunteer.

All residential sessions will be conducted respecting the current norms to prevent the spread of COVID 19 (phisical distancing, use of face masks, hygiene measures, etc). Measures will be updated regularly and volunteers will be informed before the training about specific restrictions. SELECTION PROCESS

Interview Process: Only shortlisted candidates will be notified and invited for an on-line interview. Interviews will be held in Spanish with representatives from the sending and hosting organisations. Suitable candidates will be proposed for the preliminary EU Aid Volunteers training ( online and in-presence sessions, which are part of the selection process). Please note that multiple candidates are preselected for a single position and proposed for the EU Aid Volunteers training. This is to ensure that, for each position, substitute volunteers may be chosen to replace the candidate in case he or she resigns or is no longer available. The final selection takes places after all preselected candidates complete the training.
