I. Introduction The City of Bangor requests bids to purchase or lease (with option to buy at end of term) a Cargo Loader with lifting capacity of 40,000lbs for Bangor International Airport. The current cargo loader is beyond its useful life and in need of replacement. The cargo loader must be furnished and delivered in accordance with the attached specifications and following conditions.

The City of Bangor intends to trade in one (1) used Cargo Loader. Trade-in Information is included in Section XI.

II. General Information General information is available on the City’s website at the following web address: www.bangormaine.gov/proposals. By submitting a response to this solicitation, the bidder accepts the responsibility for downloading, reading and bidding by the terms and conditions set forth in the City’s “General Information for Vendors”.

III. Submission To be considered, return pages three (3) through eight (8) of this Request for Bids including the Bid Form and all materials requested in Section X. Specifications in an envelope clearly marked “Bid No. P22-07: BIA - Cargo Loader” by 2:00 PM, Wednesday, September 15, 2021 to the Purchasing Department, City Hall, 73 Harlow Street, Bangor, Maine 04401.

Bids may also be submitted via email by sending to: [email protected]. If emailing bid, please reference “Bid No. P22-07: BIA - Cargo Loader” in the subject line. Bids will be publicly opened at the time stated above.

Please indicate in or with your bid whether you have or are working on a policy regarding domestic violence. If you do not have a domestic violence policy, please indicate whether you would like the City of Bangor to provide you a copy of its policy as an example.

IV. Questions Any questions must be directed in writing to [email protected] no later than 4:30 PM, Wednesday, September 1, 2021.

The City will issue a response on or before 4:30 PM, Tuesday, September 7, 2021. The response will be in the form of an addendum, which will be available on the City’s website. Notifications will be sent out at the time of release of all addendum to the appropriate Registered Vendor List.

V. Late Bids It is the responsibility of the Bidder(s) to see that their bids have sufficient time to be received by the Purchasing Department before the submittal deadline.

Any bid, portion of a bid, or unrequested bid revision received at the City of Bangor Purchasing Department after the time and date specified, will be return to the Bidder unopened.

VI. Withdrawal of Bids No Bidder may withdraw their bid for a period of ninety (90) days from the date of opening. All bids shall be subject to acceptance by the City during this period.

To withdraw a bid prior to the opening, the bidder shall request the withdrawal in writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by the Bidder.

VII. Award The bid award will be based on the following: 1. Qualifications of and/or prior history with the Bidder and equipment (if no history or experience, references may be requested of the successful Bidder), 2. Availability of equipment and parts, and 3. Cost.

VIII. Rejection The City of Bangor reserves the right to reject any and all bids, to waive any informalities or defects in bids or to accept a higher cost bid if it is deemed to be in the best of the City of Bangor. The City also reserves the right to negotiate with the successful Bidder.

IX. Information for Bidders Pages three (3) through eight (8) of this request must be completed and returned with all questions answered and all materials requested in Section X. Specifications in order to be considered a complete bid proposal.

Bid No. P22-07 Page 2 of 8 Aircraft Pushback Tractor Any exception to the provisions in the specifications must be marked in the body of this document and itemized on a separate page titled “Exceptions”, referenced by section number and paragraph, along with a detailed explanation of the exception.

The equipment must be thoroughly inspected, serviced and ready for use upon delivery. All work performed must meet established industry standards of quality to be acceptable. Any unacceptable work must be corrected before payment is issued.

All Federal and State taxes must be excluded from the bid price. A tax exemption certificate for the City of Bangor shall be furnished to the successful Bidder upon request

X. Specifications The specifications listed below represent the City’s basic requirements for the equipment requested. The specifications should be viewed as a guideline for the City’s needs and not an absolute minimum or maximum requirement. Alternate specifications will be considered but may not be accepted.

The City will purchase the equipment that will best meet the requirements of the City of Bangor. In order to be considered, Bidders must list the specifications of their equipment under "Vendor Specifications".

Bidders must furnish all descriptive literature, manufacturer’s brochure and compliance certificates and all other data on the equipment proposed as required in this specification. If Bidders submit a Bid with pricing for the lease (with option to buy at end of term), a copy of the lease contract must be included in the Bid submission.
