INTRODUCTION AND DISCLAIMERS 1.1. Purpose of pre-qualification The purpose of pre-qualification is to shortlist the agency/firm/company to find out and manage a sponsor to bear the cost of “Alhamra Unplugged” season 2 (Audio / Video Production Cost, Launch Event, On-Airing on TV Channels, Digital Presence etc.) and help us to establish this platform as a renowned brand in upcoming years. 1.2. Advantages of Prequalification Pre-qualification is an assessment made by the Employer, of the appropriate level of experience and capacity of firms expressing interest in undertaking a particular contract, before them to bid. The Pre-qualification is the basic tool to: 1.2.1 Encourage realistic bids by the Bidders because they know that they are competing against qualified bidders who have cleared the minimum competence criteria; 1.2.2 Assess the interest of the prospective bidders in the bidding process; 1.2.3 Make any adjustment / modification in the bidding documents if a pointer is available from the lack of interest by the prospective bidders applying for pre-qualification. 1.2.4 Reduce the effort and so the time in evaluation of bids from un-qualified bidders; 1.2.5 Help the bidders to evaluate and take stock of their capability and consequently to form joint venture with other firms; 1.2.6 Reduce the problems associated with low period bids from bidders of doubtful capability and; 1.2.7 Help the bidders who are insufficiently qualified to avoid the expenses of bidding 1.3. Information Provided The pre-qualification document contains statements derived from information that is believed to be relevant at the date but does not purport to provide all of the information that may be necessary or desirable to enable an intending contracting party to determine whether or not to enter into a contract or arrangement with Alhamra. Neither Alhamra nor any of its employees, contractors, or advisers gives any representation or warranty, express or implied, as to the accuracy or completeness of any information or statement given or made in this document. 1.4. Disclaimer Subject to any law to the contrary, and to the maximum extent permitted by law, Alhamra and its officers, employees, contractors, and advisers disclaim all liability from any loss or damage (whether foreseeable or not) suffered by any person acting on or refraining from acting because of any information including forecasts, statements, estimates, or projections contained in this bid document or conduct ancillary to it whether or not the loss or damage arises in connection with any negligence, omission, default, lack of care or misrepresentation on the part of Alhamra or any of its officers, employees, contractors, or advisers. 1.5. Costs to be borne by Respondents All costs and expenses incurred by Respondents in any way associated with the development, preparation, and submission of responses, including but not limited to, the attendance at meetings, discussions, demonstrations, etc. and providing any additional information required by Alhamra, will be borne entirely and exclusively by the Respondent. As per PPRA Rule 25, bidding documents are available to the bidders immediately after the publication of pre-qualification on all working days (Monday to Friday) from 08:00am to 04:00pm against payment of Rs.2,000/- (Non-refundable) through Bank Draft/Pay Order in the name of “Lahore Arts Council”. 1.6. No Legal Relationship No binding legal relationship will exist between any of the Respondents and Alhamra until execution of a contractual agreement. 1.7. Recipient Obligation to Inform Itself The Recipient must conduct its own investigation and analysis regarding any information contained in the bid document and the meaning and impact of that information. 1.8. Evaluation of Offers Each Recipient acknowledges and accepts that Alhamra may in its absolute discretion apply selection criteria specified in the document for evaluation of proposals for short listing / selecting the eligible agency. The tender document will not form part of any contract or arrangement, which may result from the issue of this document or any investigation or review, carried out by a Recipient. 1.9. Acceptance of Selection Process Each Recipient having responded to this pre-qualification acknowledges have reading, understanding and accepts the selection & evaluation process mentioned in this document. The Recipient ceases to have any option to object against any of these processes at any stage subsequent to submission of its responses to this bid document. 1.10. Acceptance of Terms A Recipient will, by responding to Alhamra for pre-qualification, be deemed to have accepted the terms of this Introduction and Disclaimer. 1.11. INVITATION FOR PRE-QUALIFICATION The Lahore Arts Council has been entrusted and signed a Memorandum of Understanding (MOU) regarding the execution of Alhamra Unplugged Season 2 for which this Invitation for Pre-qualification is issued. It is expected that Invitation to Bid will be issued within two weeks. Appropriate firms/companies/agencies may obtain the pre-qualification documents from the office of the employer; Executive Director, Lahore Arts Council, 68-Shahrah-e-Quaid-e-Azam, Lahore. Phone: 042-99200917, 99200985 Fax: 042-36310226 The request must clearly state “Request for Pre-qualification Document” for Alhamra Unplugged Season 2. The documents are available for a non- refundable fee of Rs. 2000/-. Applications for Pre-qualification must be delivered in sealed envelopes by hand or through registered mail, to; Executive Director, Lahore Arts Council, 68-Shahrah-e-Quaid-e-Azam, Lahore. The Lahore Arts Council reserves the right to accept or reject late applications. Applicants will be informed, in due course, of the result of the evaluation of applications. Only the firms of constructors and joint ventures prequalified under this process will be invited to bid. 1.12. Notification Alhamra will notify all short-listed Respondents in writing or by mail as soon as practicable about the outcome of their bid. Alhamra is not obliged to provide any reasons for any such acceptance or rejection. 2.0 INSTRUCTIONS TO APPLICANTS 2.1 Submission of Applications 2.1.1 Applications for pre-qualification (One Original and One Copy) must be received in sealed envelopes to be delivered by hand or through registered mail to; Executive Director, Lahore Arts Council, 68-Shahrah-e-Quaid-e-Azam, Lahore. Phone: 042-99200917, 99200985 Fax: 042-36310226 2.1.2 The name and mailing address of the Applicant shall be clearly marked left hand on the envelope. 2.1.3 The applications shall be prepared in the English language. Information in any other language shall be accomplished by its translation in English. Employer reserves the rights for Pre-qualification in case of non-compliance of the above requirement. 2.1.4 The Applicants must respond to all questions and provide complete information as advised in this document. Any lapses to provide essential information may result in dis-qualification of the Applicant. 3. BACKGROUND 3.1. About Alhamra Alhamra is the heart of Lahore as Lahore is the cultural capital of the country. Alhamra is basically an Arabic word, which literally means a woman in “Red Clothes”. This was the name initially given to the Royal enclave at Cordoba Spain by the Arabs. The idea of constructing buildings of this style for an arts council was conceived by our illustrious Architect Nayyar Ali Dada. The building has been awarded Agha Khan International Award for excellent architecture. Alhamra is a successor to a society with the name of Pakistan Arts Council founded on December 16, 1948. The modern complex owes its existence to the efforts and interest of the former Governor Punjab, General Ghulam Jillani Khan. 3.2. Alhamra Unplugged Season 2 Alhamra Unplugged Season 2 is a musical platform for talented Vocalists and Musicians. After other platforms like Coke Studio, Nescafe Basement, the Floor etc. Lahore Arts Council has taken step to initiate the project “Alhamra Unplugged”. The first season was successfully launched under the supervision of Alhamra. Abubakar Javed is the founder of this project. After completing his education from Berklee College of Music, United States, he initiated Alhamra Unplugged Season 1 in August 2015. He is the Mentor and Director of this project. He is also a Vocalist and Musician and he is able to play more than 20 Musical instruments. Its Auditions were held in Alhamra Arts Council, Kinnaird College, University of Lahore, BNU, LUMS, F.C College and Online. More than 3000 contestants participated and only 65 Artists were selected. In the season 2 we also engage living legends and some foreign artists as well. Season 2 contains 22 songs. Songs were selected according to the different type of listeners in Pakistan Pop, Rock, Folk, Sufi, Qawali, Classical etc. 3.3. Tender Objective To select a suitable firm / company to get sponsorship for execution of Alhamra Unplugged Season 2. 3.4. Scope of Work The scope of work is includes 3.4.1. Production of videos, preparation of promotional material for digital and physical presence, design marketing strategy to establish a brand etc. 3.4.2. Preparation of DVD’s. 3.4.3. Design & execute launching ceremony. 3.4.4. Social Media Campaign on Facebook, Instagram, You Tube, Daily Motion specifically UAE, Europe, Canada, USA & Asia. 3.4.5. On-airing entire episodes on Samaa TV, Play TV, Channel 24, 8XM, Ary Zindagi, Jalwa, A Plus, Aaj Entertainment, Hum TV & PTV etc. on commercial rates including local FM channels. 4. Project Monitoring As the project will be implemented under the overall supervision of Alhamra, a tender committee already has been constituted under the chairmanship of Executive Director, Lahore Arts Council, which will evaluate the proposals.

    Feminist Encounters: A Journal of Critical Studies in Culture and Politics, 2(1), 08 ISSN: 2542-4920 Talk Shows in Pakistan TV Culture: Engaging Women as Cultural Citizens Munira Cheema 1* Published: March 19, 2018 ABSTRACT Gendered content that travels through popular TV in Pakistan highlights gender-based crimes and allows women access to the mediated public sphere. This is an unprecedented form of access in a society that defines public/private through Shariah. The boundaries between the two spheres have thus far been immutable. Recent changes in the media landscape have made these boundaries porous. Drawing on theoretical debates on popular culture, cultural citizenship and counter public sphere, the study argues that these popular cultural spaces can be read in terms of an emerging feminist public sphere where women can engage as members of the public and as cultural citizens. To determine engagement patterns of young viewers, focus groups turned out to be effective method. In the sample of university students, there were 42 participants in 10 groups with 4 to 6 members in each group. The study finds that gendered content allows women to act in pro-civic ways. Their engagement with this content allows viewers to revisit their intersecting identities as Muslims, women and Pakistanis.
