“This is not us”: But actually it is. “This is not us”: But actually, it is. Talking about when to raise the issue of colonisation. Waikaremoana Waitoki University of Waikato, Māori and Psychology Research Unit This paper is a commentary on some of the responses to the public narrative of the events after the March 15th Christchurch attack. Several colleagues had publicly and privately, offered their views on the Government’s and media outlets use of terms such as ‘unprecedented’, ‘our loss of innocence’ and ‘our darkest day’. A fiery and empassioned exchange of words emerged on social media about the statement: ‘This is not us’. By exposing the counternarrative to these emotion laden terms, a shady past, and in invisible present was revealed. However, the timing of the talk about colonisation also seemed out of step with the need for sensitivity. This paper also explores the role of White supremacy and casual racism in New Zealand. A personal I/we/us narrative style is used throughout the paper to describe how Muslim and Māori lives intersected prior to, and after the attack. The timeline of events is primarily 1 week, and up to 6 weeks post the attack. March 15th culture that has othered them. For further information contact the UOW Library: [email protected] 228 IWGIA - THE INDIGENOUS WORLD - 2005 AOTEAROA - NEW ZEALAND “Race relations” and the place of the Treaty of Waitangi as a blueprint for nation building were very much at the forefront of the national political agenda in 2004. The broad political consensus shared by both National and Labour-led governments in New Zealand over the past decade collapsed in the wake of the soaring political popularity of Don Brash, the new leader of the National Party, the main opposition po- litical party in the New Zealand Parliament. The legitimacy of policy initiatives and programmes that specifi- cally target Mãori in order to reduce the relative socio-economic dis- parities that exist between indigenous communities and other New Zealanders, and the role of the Treaty of Waitangi in managing con- temporary relationships between indigenous communities and the Crown, have come under sustained attack. The Treaty of Waitangi under threat The underlying theme of Brash’s widely reported speech to the Orewa Rotary Club in January 2004 was the apparent “threat” that the Treaty of Waitangi settlement process represented for the future of the coun- try. -

HEARING OURSELVES: GLOBALISATION, THE STATE, LOCAL CONTENT AND NEW ZEALAND RADIO A thesis submitted in fulfilment of the requirements for the degree of Master of Arts in Sociology at the University of Canterbury by Zita Joyce University of Canterbury 2002 ii Abstract _____________________________________________________________________ Local music content on New Zealand radio has increased markedly in the years between 1997, when content monitoring began, and January 2002. Several factors have contributed to this increase, including a shift in approach from musicians themselves, and the influence of a new generation of commercial radio programmers. At the heart of the process, however, are the actions of the New Zealand State in the field of cultural production. The deregulation of the broadcasting industry in 1988 contributed to an apparent decline in local music content on radio. However, since 1997 the State has attempted to encourage development of a more active New Zealand culture industry, including popular music. Strategies directed at encouraging cultural production in New Zealand have positioned popular music as a significant factor in the development and strengthening of ‘national’ or ‘cultural’ identity in resistance to the cultural pressures of globalisation. This thesis focuses on the issue of airtime for New Zealand popular music on commercial radio, and examines the relationship between popular music and national identity. The access of New Zealand popular music to airtime on commercial radio is explored through analysis of airplay rates and other music industry data, and a small number of in-depth interviews with radio programmers and other people active in the industry. A considerable amount of control over the kinds of music supported and produced in New Zealand lies with commercial radio programmers. -

Māori, Biculturalism and the Assemblies of God in New Zealand, 1970 - 2008 By Philip D. Carew A Thesis Submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Masters of Arts in Religious Studies Victoria University of Wellington Te Whare W ānanga O Te Ūpoko O Te Ika a M āui 2009 i ABSTRACT This thesis examines the extent to which the New Zealand Assemblies of God, one of the largest and oldest Pentecostal denominations in the country, has fostered participation by M āori, and its success in doing so between 1970 and 2008. From the advent of the Mana M āori renaissance in the 1970s the idea of biculturalism became an important vehicle for M āori aspirations. As part of its broader agenda, the thesis also considers the church’s response to this bicultural emphasis. The Assemblies’ particular response is analysed in the light of experiences in the mainline denominations and the Apostolic and Destiny churches which either experienced considerable success in attracting M āori participation, or explicitly accommodated the call for a bicultural response using recognised bicultural models. The research is based on the published literature of the Assemblies of God and an extensive range of interviews. These provided detail on the motivations and underlying beliefs that have generated particular responses. The published literature of the other denominations has also been addressed for comparative purposes, along with a range of relevant secondary literature. The Assemblies of God’s flexible structure, clarity of teaching, fostering of indigenous leadership and emphasis on local church autonomy, has enabled it to grow rapidly throughout the world. -

THE EFFECTS OF PROPORTIONAL REPRESENTATION ON ELECTION LAWMAKING IN AOTEAROA NEW ZEALAND by Joshua Ferrer A Thesis Submitted to the Politics Programme University of Otago in Fulfillment of the Requirements for the Degree of Master of Arts January 2020 ii iii ABSTRACT It is widely recognized that most politicians are self-interested and desire election rules beneficial to their reelection. Although partisanship in electoral system reform is well- understood, the factors that encourage or constrain partisan manipulation of the other democratic “rules of the game”—including election administration, franchise laws, campaign finance, boundary drawing, and electoral governance—has received little scholarly attention to date. Aotearoa New Zealand remains the only established democracy to switch from a non-proportional to a proportional electoral system and thus presents a natural experiment to test the effects of electoral system change on the politics of election lawmaking. Using a longitudinal comparative case study analysis, this thesis examines partisan and demobilizing election reforms passed between 1970 and 1993 under first-past- the-post and between 1997 and 2018 under mixed-member proportional representation (MMP). Although partisan election reforms have not diminished under MMP, demobilizing reforms have become less common. Regression analysis uncovers evidence that partisan election lawmaking is more likely when the effective number of parties in parliament is lower, when non-voters have more leverage, and when reforms are pursued that diminish electoral participation. iv To Arthur Klatsky, with all my love v PREFACE This thesis would not be what it is without the generosity, time, and aroha of countless people.
