Economic report 2017 - AXEMA 53 3.6 ► ECONOMIC OVERVIEW OF FARMS IN FRANCE

Farms are highly fragmented. In 2015, on an average, they comprised 3 annual workers and 67% of them had a turnover less than € 250,000. Among the 15 economic and technical orientations (ETO), the first five represent 71% of the 296,800 farms existing in 2015. These are, in decreasing order, producers of cereals, oilseeds and protein crops (18%), milk cattle (15%), wine (15%), mixed farming (12%) and beef cattle (11%). These five categories however contributed only 61% of the standard gross output in 2015. In 2016, operating agricultural income before taxes (EBT) fell by 29% on average to €18,293 compared to €25,765 in 2015. The evolution of prices and climatic uncertainties help to explain this downward trend in the cereal, oilseed and protein crops. In 2016, their average EBT was the only one in the negative, by €-5,298, on account of the drop in their production and yield. Nevertheless, some farms such as pig breeders and tree crops performed well with an EBT in 2016 up 198% and 18% on 2015.

The drop in results is contained by subsidies of on average €32,068 received by farms in 2016. 89% of the farms received subsidies in 2016. This aid enabled 39% of French farms to obtain a positive EBT. Without subsidies, with the exception of farms in viticulture, tree crops and pig breeding, all the others would have a negative rate of return since 2012.

Within the fixed farm assets, greatest growth was seen in the assets related to equipment by an average of 59% from 2005 to 2015. During the same period, fixed assets related to construction, breeding animals and land respectively grew by 52%, 42% and 2%. For cereal, oilseed and protein crop farms and general crop farms, equipment continues to hold the greatest share of their capital assets, 44% and 39% respectively.

Spending on intermediate consumption decreased in 2016. This was mainly on account of the drop in the price of oil resulting in 18% decrease in expenses between 2012 and 2015. These savings do not offset the 11% increase in operating costs from 2012 to 2015. Largest increases of 16% and 12% were for work by third-parties, and rents and tenant farming respectively.

Source: SSP, RICA 2017 - Provisional 2016 results In 2016, financial resources of farms (Gross operating profit) decreased by 16% on average to reach €60,198. Its immediate consequence was the increase in debt burden on farms by 11% (debt repayments in Gross operating profit). Debt ratio remained high, at 43%, exceeding its 2009 record level (42%). Medium and long-term debt averaged €190,000 in 2016, higher than the average turnover of €183,800. Second consequence of this weakening financial equilibrium was a sharp fall in investments, which dropped to €26,500 in 2016, down 13% on 2015. Average investments had not fallen below the €27,000 mark since 2010. Topmost investment item (59% of the total) for equipment and tools decreased by 12% between 2015 and 2016.

Top right: In 2016, no farm combined a need for mechanisation and good economic result compared to the previous years. At the top left of the table: With an increase in agricultural production and prices in 2017 and 2018, these farms would be able to reinvest in equipment in 2018. Uncertain climatic conditions have weighed heavily on the cereal, oilseed and protein crop farms in 2016. Farms in Île-de-France, Centre, Bourgogne-Franche-Comté and in the Grand- Est depicted an EBT per asset under €-10,000 in 2016. The gross operating profit of general crops was down by 30% on 2015. Higher potato prices and increase in production helped to offset the 11% drop in subsidies and the 4% increase in the costs of phytosanitary products. Bottom right of the table: Some of these farms delivered good results in 2016, for example, winemakers in Alsace, farms specialising in the production of pears and even pig farmers. But they have already started reinvesting since 2015. In 2016, 25% of vegetable growers had achieved an EBT per asset of more than €55,104, they therefore have potential resources to invest. Bottom left of the table: A delay in investment in equipment is attributed to the decline in results of livestock farms in 2016 and the efforts made to make buildings compliant with the standard in the recent years. There is a greater spread of results among wine growers. Climatic conditions have caused a decline in the production of wine-growing holdings, particularly 10% in Charente, 9% in Burgundy and 6% in Languedoc-Roussillon. All other regions showed an increase, topped by Alsace with 8%.
