REPUBLICA DE COLOMBIA MINISTERIO DE TECNOLOGÍAS DE LA INFORMACIÓN Y LAS COMUNICACIONES RESOLUCIÓN NÚMERO DE 2012 “Por la cual se establecen los requisitos y el procedimiento para otorgar permisos para el uso de hasta 225 MHz de espectro radioeléctrico en las bandas de 1.850 MHz a 1.990 MHz, 1.710 MHz a 1.755 MHz pareada con 2.110 MHz a 2.155 MHz y 2.500 MHz a 2.690 MHz para la operación y prestación del servicio móvil terrestre” EL MINISTRO DE TECNOLOGÍAS DE LA INFORMACIÓN Y LAS COMUNICACIONES En ejercicio de sus facultades legales y en especial de las que le confieren la Ley 1341 de 2009 y el Decreto 091 de 2010 y, CONSIDERANDO Que las bases del Plan Nacional de Desarrollo 2010 - 2014 “Prosperidad Para Todos”, incorporan lineamientos encaminados a alcanzar la competitividad, la prosperidad social y la igualdad de oportunidades, en vía del crecimiento sostenible, lo cual hace necesaria la inclusión de las TIC como motor de desarrollo, sirviendo de apoyo transversal para mejorar la competitividad del país y potenciar el crecimiento de la productividad de los sectores económicos, incentivando la implementación de herramientas innovadoras, generando conocimiento, nuevos negocios y el fortalecimiento institucional del Estado bajo la aplicación de los postulados del Buen Gobierno. Que el Ministerio de Tecnologías de la Información y las Comunicaciones estableció el Plan de Tecnología Vive Digital Colombia para el período 2010 - 2014, cuyo objetivo principal es “Impulsar la masificación del uso de Internet, para dar un salto hacia la Prosperidad Democrática”. Que para alcanzar sus metas, el Plan Vive Digital busca impulsar la oferta y la demanda de las cuatro dimensiones del ecosistema digital del país: Infraestructura, servicios, aplicaciones y usuarios.
