Minutes of the Meeting of Stanton St John Parish Council held on Monday 14th January 2019 at 7.30pm in the village hall.

113. Approve and sign minutes of meeting held on Monday 17th December 2018 previously circulated. These were accepted as a true record of the meeting and duly approved and signed by the Chair.

114. Clerk’s Report

114.1 Bench in Front of Shop. The format of the words on the plaque have been revised to fit on the plaque template provided by the supplier. ACTION: Clerk to share new format with the Roden family before ordering the bench.

114.2 WWI Free Sapling & Plaque. The Rowan with the plaque will be located in the play-area, whilst the two Chestnuts will be planted at the Cricket Ground. ACTION: AC offered to speak and liaise with the parishioner who has kindly offered to plant the saplings

115.1 Planning Applications received:

P18/S4275/HH Hillside Mill Street Stanton St John OX33 1HQ: Internal and external alterations. The councillors discussed this application and had no objections to the planning application.

115.2 Planning Decisions to be noted: P18/S3547/HH The Stream House Mill Street Stanton St John OX33 1HQ: Single storey extension and associated works. Planning permission granted on 17th December 2018.

P18/S3405/LDP 6 Courtfield Road Stanton St John OX33 1HA: Proposed front porch extension; ground floor side extension; ground floor rear extension; demolish chimney; loft conversion with hip to gable extension and rear dormer; front rooflights; and first floor rear extension. Certificate of lawful development given on 21st December 2018.

115.3 Planning Decisions Pending:

P18/S1592/DIS 18 Middle Road Stanton St John OX33 1HD. Change of materials related to P17/S3441/HH. No input from Parish Council required. Target decision date 26th June 2018. No further update on SODC website.

P18/S0855/FUL 1 Woodperry Hill Stanton St John OX33 1AL: Demolition of existing dwelling with extant planning permission to extend, subsequent erection a pair of three bed dwellings. End of consultation date 10th April, target decision date 10th May. No further update on SODC website.

P18/S3336/FUL Dragonsfield Annex Mill Street Stanton St John OX33 1HQ: Change of use from ancillary dwelling to separate dwelling. Consultation end date 14th November 2018, extension approved by planning officer until the 28th November 2018, target decision date 4th February 2019.

P18/S3652/FUL Keepers Cottage 1 Woodperry Hill Stanton St John OX33 1AL: Demolition of existing dwelling with extant planning permission to extend, subsequent erection of new four bed dwelling. Consultation end date 30th November 2018, target decision date 25th January 2019.

P18/S3926/FUL Keepers Cottage 1 Woodperry Hill Stanton St John OX33 1AL: Extension and subsequent conversion of existing garage building with extant Certificate of Lawful Use or Development to extend, and Certificate of Lawful Use or Development for use as separate unit of accommodation or dwelling house. Consultation end date 21st January 2019, target decision date 23rd January 2019.

117. Trees at Recreation Ground. One quote received, further two in progress.

118. Defibrillator for Parish. The defibrillator and cabinet are due to be delivered at the end of January 2019. ACTION: Clerk to organise one Awareness Training session (for March or April) and publicise the date.

119. General Data Protection Regulation. ACTION: CB to create parish council email address.

120. War Memorial Repairs and Names Restoration. Two quotes have been received but unable to identify a third company to quote for the work. ACTION: Clerk to try one final company, Symm, but to also to investigate high level options to replace the current memorial with a new like for like memorial.

121. Play-area Signage. ACTION: Clerk chasing one final piece of information about generic telephone numbers before obtaining a quote for a new Play-area sign.

122. to Cambridge ExpressWay. This agenda item will be removed until a corridor decision is announced in the autumn of 2019.

123. Investigation of VAS Signs on the Bayswater Road. Authorisation given to OCC to install two speed surveys on The Bayswater Road.

124. Parking on Pavements. DP confirmed he has spoken with residents to remind them of the offer from CB to park at The Star.

125. Winter Planning. ACTION: Clerk finalising agreements for snow ploughing and gritting with two local businesses.

126. Dog Bin by Allotment. No response from SODC regarding whether they would empty a dog bin on private land. ACTION: Clerk to follow up.

127. SODC Local Plan. ACTION: Clerk to obtain 170 hardcopies of the comments form to allow parish councillors to do a letter drop throughout the parish. ACTION: Clerk to put an article in the 4 Parishes Newsletter regarding the feedback process.

128. Request for New Parking Area in Mill Street. The request was discussed and considered but after reviewing all the current initiatives and those highlighted for inclusion in the 2019/20 budget, the parish council felt that they are not able to take this suggestion forward at this time.

129. 2018/19 Budget. The plans and budgets were discussed and agreed. With the initiatives for 2019/20 taken into account, Precept was proposed by GM to be set at £22,000, this was seconded by DP and all councillors in attendance voted in favour. ACTION: Clerk to submit the Precept Form by 23rd January 2019.

130. Risk Assessment. Carried forward.

131. Correspondence Received i) Healthwatch , Rural Services Network, Updates, Local Councils Update, CPRE Oxfordshire Newsletter, Public Sector Executive Online, Policing Newsletter, The Rural Bulletin, Oxfordshire Matters Newsletter, National Neighbourhood Watch Newsletter ii) Petition regarding rethinking the growth plan - circulated iii) Survey regarding an increase in council tax related to operational policing – circulated

AOB. The Chair updated the meeting on the very slow performance of the clerk’s laptop. This is slowing down day to day tasks and at times stopping the clerk from working if the application freezes. The Chair confirmed a suitable higher specification laptop has been identified. DP proposed the purchase of the new laptop, seconded by GM, with all councillors present voting in favour.

PUBLIC FORUM

a) Several parishioners spoke about the SODC draft local plan and the consultation process. One parishioner confirmed they would be attending the meeting in Wheatley on 21/1/19, while another parishioner was going to share with the parish council what Forest Hill are doing regarding the plan.

Elsfield have arranged a meeting of local parishes to discuss the draft local plan on 24/1/19 at Barton. ACTION: AC and DS to attend on behalf of the parish council

Tim Bearder offered to share with the parish council what Horspath parish council had already documented regarding their objections to the plan.

John Walsh updated the meeting on a few points of clarity regarding the consultation process.

b) A parishioner updated the meeting regarding the public footpath between Forest Hill and Stanton St John, informing the meeting that Forest Hill Parish Council are proceeding with Oxfordshire County Council on the matter.

c) A question was asked about the future of The Star, nobody at the meeting had any information to share.

d) The Gresswell Trust have offered to pay for a new pair of lights on the steps leading to the village hall, so that they do not dazzle drivers approaching. ACTION: AC to help The Gresswell Trust identify a suitable light solution.

e) A parishioner detailed their views regarding a new parking area in Mill Street.

f) Tim Bearder updated the meeting on a few matters: i) the decision to reduce the adult mental health funding by £1 million has been reversed ii) a recent cabinet discussion (involving Jesse Norman) has not ruled out Otmoor for the ExpressWay route iii) OCC and SODC are reviewing their parking policy
