Sr. Elie Wiesel Nuestra Memoria / 3 Congreso Latinoamericano para el Aprendizaje y la Enseñanza del Holocausto-Shoá Políticas de la Memoria y Pedagogía de la Transmisión En este número especial de Nuestra Memoria ofrecemos al lector las ponencias centrales presentadas en el Congreso Latinoamericano para el Aprendizaje y la Enseñanza del Holocausto-Shoá, durante el cual se abordaron especialmente las “Políticas de la Memoria y la Pedagogía de la Transmisión”. La realización de este Congreso reunió cerca de cuatrocientos docentes, académicos e intelectuales y se propuso los siguientes objetivos: • Generar un efecto de transmisión que instale el tema de la Shoá- Holocausto en la sociedad toda, para poder reflexionar acerca de los aspectos históricos, sociales, políticos y culturales que se desprenden del mismo. • Educar para que Auschwitz no se repita. • Incentivar el compromiso activo con la convivencia en la diversidad cultural, contra toda forma de xenofobia y racismo. • Brindar herramientas conceptuales y pedagógicas que faciliten el proceso de enseñanza y aprendizaje de la Shoá-Holocausto. The politics of the memory and the pedagogy of the transmission 310 Disertantes 8 / Nuestra Memoria Dr. José Burucúa El concepto historiográfico de “masacre” y la realidad histórica de la Shoá Masacre antigua y masacre moderna La masacre es un acontecimiento del devenir humano cuyo relato presentó ya a los historiadores greco-romanos enormes dificultades de construcción narrativa y explicación racional. La tesis de la conferencia apuntará a mostrar en qué medida la historiografía y el arte que se han ocupado de la experiencia contemporánea de la Shoá y de otros genocidios han reeditado, ahondado y trascendido aquellos dilemas que los antiguos vivieron con perplejidad científica y angustia emocional. I Los aspectos generales que plantea la dialéctica en el título de la ponencia nos remiten a dos nociones warburguianas fundamentales: 1) la idea del Renacimiento como conflicto de horizontes, y 2) una teoría general de la cultura entendida como yuxtaposición de umbrales cognitivos y entrecruzamientos de vida y latencia de las Pathosformeln.1 A partir de este marco he procurado indagar un aspecto parcial de la tensión civilizatoria moderna: la polémica alrededor de las definiciones operativas jurídicas y las posibilidades de las representaciones estéticas de la masacre entendida en un sentido lato, que comprende los genocidios del siglo XX, desde la matanza de los armenios y la Shoá hasta la tragedia camboyana y los procesos de desaparición de personas en América Latina. Me limitaré a examinar dos cuestiones: 1) En el plano historiográfico, ciertos caracteres que despuntan ya en los actos homicidas masivos de la Antigüedad nos ayudan a comprender mejor lo común a ellos y lo peculiar distintivo de las masacres genocidas del mundo contempo- 1 Burucúa, José E. It analyzes three under-studied works taken as samples of texts that touch upon the question of contested identities. The texts are chosen from the main divisions of the political spectrum, namely Gaullist, far right, and far left. Although the focus is on the texts themselves, I trace the arguments found in these works to the larger discourses in which they are inscribed. In particular, I address the questions of guilt and innocence, justice and vengeance, past and future in the given historical circumstances.

    Amrita Sher-Gil—The European connection This talk was proposed in a very sponteanous manner when Geza, who had been asking me to do an exhibition, said that he was leaving shortly. As with the Sher-Gil archive exhibition held here some years ago, the approach would be using archival material, go through the biography and finally suggest some other ways of looking at the subject. The talk was to be mainly spoken, interlaced with quotations. Now there will be telegraphic information in place of the verbal. In other words an a hugely incomplete presentation, compensated by a large number of visuals. I hope you will bear with us. 1&2: Umrao Singh and his younger brother, Sunder Singh taken in 1889, most probably by Umrao Singh himself. Striking a pose, being unconventional, Umrao Singh looks out, while his brother places his bat firmly on the ground—the latter will be knighted, will start one of Asia’s largest sugar factory in Gorakhpur ( where Amrita will spend the last years of her life ). Umrao will use his camera with a personal passion and take self portraits for almost sixty years as well as photograph his new family. Umrao Singh went to London in 1896 for a year and would certainly have met Princess Bamba, the daughter of Raja Dalip Singh, and Grand daughter of Raja Ranjit Singh. 3& 4: In October 1910 she came to Lahore with a young Hungarian, who was her travelling companion. On new years eve Umrao Singh wrote in Marie Antionette dairy a poem of Kalidasa and a friend, an Urdu poet wrote in the same book on 15 January 1911, the following poem translated by Umrao Singh.

The empirical strategy is based on building Slovenia a counterfactual scenario to examine the path of Argentina’s long-run development in the absence of breakdowns, assuming it would follow the institutional trends in countries at parallel stages of development. Drawing on Argentina’s large historical bibliography, I have identifed the institutional breakdowns and coded for the period 1850–2012. The synthetic control and diference-in-diferences estimates here suggest that, in the absence of institutional breakdowns, Argentina would largely have avoided the decline and joined the ranks of rich countries with an income level similar to that of New Zealand.     Identity and Positioning in Algerian and Franco-Algerian Contemporary Art Martin Elms A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy Department of French Faculty of Arts and Humanities School of Languages and Cultures The University of Sheffield 13 December 2019 1 Abstract Identity and belonging increasingly feature as themes in the work of contemporary artists, a focus that seems particularly felt by those artists who either personally or through their families have experienced dispersal and migration. The thesis explores how fourteen Algerian and Franco-Algerian artists position themselves and are positioned by others to identity and community. The difficult intertwined histories of Algeria and France fraught with the consequences of colonisation, the impact of migration, and, in Algeria, civil war, provides a rich terrain for the exploration of identity formation. Positionality theory is used to analyse the process of identity formation in the artists and how this developed over the course of their careers and in their art. An important part of the analysis is concerned with how the artists positioned themselves consciously or inadvertently to fixed or fluid conceptions of identity and how this was reflected in their artworks. The thesis examines the complex politics of identity and belonging that extends beyond nationality and diaspora and implicates a range of other identifications including that of class, ethnicity, gender, sexuality and career choice. The research addresses a gap in contemporary art scholarship by targeting a specific group of artists and their work and examining how they negotiate, in an increasingly globalised world, their relationship to identity including nationality and diaspora.

    POLICY BRIEF The Rise and Fall of Argentina Rok Spruk August 2018 On the eve of World War I, the future of Argentina seemed bright. From the adoption of the con- stitution in 1853 to the onset of World War I, Argentina underwent a period of economic excep- tionalism known as the Belle Époque.1 By 1896, Argentina achieved per capita income parity with the United States and attained a considerably higher level of prosperity than France, Germany, Italy, and Spain.2 Strong economic growth and institutional reforms positioned Argentina among the top 10 countries by 1913 in terms of per capita GDP.3 Some scholars have called 19th-century Buenos Aires “Chicago on Rio de la Plata,” given the historical similarities between both cities.4 Ninteenth century Buenos Aires boasted the highest literacy rates in Latin America,5 unprec- edented European immigration,6 and rapid modernization of infrastructure.7 It seems that Argentina briskly moved the “lever of riches” in less than half a century.8 In 1913, Argentina’s per capita income stood at 72 percent of the US level.9 In 2010, Argentina achieved barely a third of US level. In 1860, Argentina needed about 55 years to attain the per capita income level of Switzerland. Today Argentina would need more than 90 years to achieve the Swiss level of prosperity. How could a society that achieved astonishing wealth and splendor in less than half a century move from being a developed country to being an underdeveloped one? The most obvious question to ask is, What went wrong? The answer lies in a lack of inclusive and participa- tory robust legal and institutional framework that would have prevented the reforms from being undermined.
